O A Staff Meeting was Held on February 16th at 2 : 30 P.M. in the Conference Room, wherein the following items were discussed: 1) Inquiry was made of the Water System Manager as to the status of the Tequesta Drive Bridge Water Main Project and the Alternate AlA Water Main Paint Job. 2) The Chief of Police was asked to follow up on the citizen complaint relative to the parking of "army vehicles" . Recycled Paper Village Manager's Report Page 2- 3 ) The Director of Public Works was requested to issue a letter to all utilities advising of the upcoming paving of Tequesta Drive and that no road cuts would be allowed thereafter. 4) The Chief of Police was requested to review state. statutes for authority for his officers to patrol Tequesta Park. 5) The Building Official was questioned relative to allowing auctions in the recreation open-space zoning district. 6 ) The Building Official was requested to seek the signature of property owners for special event permits . 7 ) The Director of Finance was reminded to comply with the Full Cost Accounting advertisement requirements for Solid Waste by March 31, 1993 . 8) The Director of Finance was asked the status of first quarter revenue and expenditures . 9 ) The Chief. of Police was requested to keep an eye on employee bank time totals and eliminate all in excess of established limits . 10) The Director of Finance was questioned as to the timing of the annual sick leave conversion. 11) The Director of Finance advised as to an automobile accident damaging Village property at Dover Ditch. 12 ) Director of Public Works reviewed drainage problems at 178 Country Club Drive. 13) Director of Public Works discussed civil engineering problems . 14) The Director of Public Works advised that additional soil borings would be taken on Country Club Drive as requested. 15) The status of the Dover Ditch Project was reviewed. 16) Mr. Preston reviewed the irrigation project for Royal Palms on Tequesta Drive to Riverside Drive. • Village Manager's Report Page 3- 17 ) The Building Official was requested to make arrangements to attend the National Hurricane Conference in Orlando. 18) The Chief of Police reviewed the Federal Surplus Property Donation Program. 19 ) The Water System Manager reviewed punch list items for the Well 24 Project. 20) The Water System Manager was requested to seek a letter from Martin County regarding U-2 requirementb for the Well 25 Project. O Memorandum to Gary Preston, Director of Public Works & Recreation, Regarding Permit to Operate Within Wellfield Zone for Village of Tequestab O Letter to Mary Elliot, 1st Presbyterian Church, Regarding a Request for a Temporary Sign. • Village Manager's Report Page 5- 0 A Staff Meeting was Held on March 2 , 1993, at 2 : 30 P.M. in the Village Hall Conference Room wherein the following matters were discussed: 1 ) The Village Clerk was questioned as to the quality of photos that could be printed in the newsletter. 2 ) The Director of Public Works reviewed the ADA Schedule and need for intrafund transfers . 3) A code enforcement matter was reviewed with the Chief of Police and Building Official . 4) The Director of Public Works was requested to provide a cost estimate for the Country Club Drive Drainage Project. 5) The Building Official was requested to review the required parking necessary for the JTJC Facility and Constitution Park facilities . 6) Chief of Police was requested to review the legality of political signs . 7 ) The Water System Manager was asked the status of landscape plans for the Well 25 Project. 8) Chief of Police announced the absence of a police officer on Worker's Compensation. 9 ) The Water System Manager reviewed civil engineering concerns . 10) Water System Manager reviewed the Tequesta Water Conservation Plan and his future plans for the salt water intrusion monitoring activities . 11) The Water System Manager reviewed the Well Rehabilitation Project scheduled. 12) The Director of Public Works and Recreation reviewed the upcoming YMCA Summer Day Camp and procedures related thereto. 13) The Director of Public Works discussed Tequesta Park and a sub-lease for a substation. 14) The Director of Public Works sought direction relative to Tequesta Park tennis court fees and wages. Village Manager's Report Page 6- 15 ) The Director of Public Works reviewed problems with the Village Green Fountain. 16) The Director of Public Works discussed the Country Club Drive Pedestrian Crossing Project and the request to place a synchronized light at the switch to enable pedestrians to know that lights have been activated. 17 ) The Chief of Police reviewed matters related to alarms . 18) The Chief of Police discussed sign problems with the JTJC. 19 ) The Chief of Police sought direction regarding TequestaFest. 20) The Village Clerk announced the . 50 per page increase in code reproduction from the Municipal Code Corporation. 21) The Village Clerk announced Solid Waste Authority Tire Amnesty Day. 22 ) Village Clerk made arrangements for Public Works pick-up of voting machines . 23) Village Clerk made arrangements for a police escort for Supervisor of Elections trip on Municipal Election Day. 24) Village Clerk reviewed the cleaning contract for Village Hall facilities. Village Manager's Report Page 9- 0 A Staff Meeting was held on March 16, 1993, commencing at 2 : 30 P.M. in the Village Hall Conference Room wherein the following matters were discussed: 1 ) The Director of Finance and the Water System Manager were asked to review the minimum base rate charge for commercial and multi-family projects. 2 ) The Building Official was asked the status of the Village Hall Re-Roofing Project. 3 ) The Building Official was requested to make arrangements to attend the Fire Inspector School . 4 ) The Building Official was asked the source of the condition of Eastwinds Landing Street and responsibility for the same. 5) The Water System Manager was questioned about the need to "consistently" operate Well 18, 19 and 20 in accordance with the directions of the hydrological engineers . 6) The Finance Director was reminded of the need to advertise the Full Cost Disclosure Statement for Solid Waste Collection Costs . 7 ) The Village Manager transferred responsibility for the administration of the Constitution . Park Project from himself to the Village Clerk. 8 ) The Director of Public Works was requested to consider scheduled vehicular oil changes as done in the Water Department. 9 ) The Finance Director announced that he was laboring with the Letter of Transmittal for the Annual Financial Report. 10) The Director of Finance reviewed his preliminary activities relative to cultural facilities financing. 11) The Village Clerk announced new Solid Waste Authority requirements for a second recycling container commencing on March 1, 1994. 12) The Village Clerk reviewed a request of the Alzheimer's Organization. 13) The Village Clerk reviewed a request relative to the Disney World Magic Kingdom Club. Village Manager's Report Page 10- 14) The Building Official announced that TEI was closing its doors and that traffic engineering matters handled by Fred Schwartz would be through Kimsey-Horn. 15) The Building Official presented a letter from the Board of Realtors regarding real estate signs . 16) The Building Official announced his findings relative to the 'satellite dish at the 222 Building. 17 ) The Building Official announced that he had attended the court case of Thomson vs . The Village of Tequesta. 18) The Water System Manager discussed activities relative to rate analysis . 19 ) The Water System Manager reviewed the Water Treatment Plant Master Plan and the tentative location of the hydropneumatic tank. 20) The Water System Manager reviewed the Well 25, 26 and 27 Project and the possibility for issuance of a change order with Chaz Equipment Company. 21) The Water System Manager reviewed the tentative landscaping plan for Well 25. 22) Chief of Police discussed the need for indicator light at the Country Club Drive crosswalk. 23) The Chief of Police desired to move forward with his awning project at the backdoor to the Police Station. 24) Chief of Police reviewed alarm monitoring company procedures . 25) Chief of Police was requested to proceed with the inventory of surplus vehicles . 26) Director of Public Works reviewed the latest Tequesta Drive Bridge Report. 27 ) The Director of Public Works requested the award of the Tequesta Drive Paving Project to be on the agenda of the April 7 Village Council Meeting. 28) The Director of Public Works reviewed his Arbor Day plans with the Tree Board. March 30, 1993, in the Village Hall Conference Room wherein the following items were discussed: 1) All Departments were counseled relative to their employees and the need to maintain neutrality and objectivity in dealing with the public relative to political matters . 2 ) Questioned the Finance Director as to the requested budget report in light of ad valorem revenue decrease. 3) Inquired of the Director of Public Works as to the where about of the requested Solid Waste Authority Franchise Bid Package. 4) Reviewed the proposed Water Department Agenda items with the Water System Manager. 5) Director of Public Works reviewed the Tequesta Drive Paving Project. 6) Director of Public Works reviewed concerns of the. property manager for Gallery Square North concerning the contemplated right-of-way improvements within the Tequesta Drive right-of-way adjacent to the Gallery Square North Parking lot. 7) Mr. Preston indicated that plans for the Tequesta Park • Ball Field lights had been received. 8) Mr. Preston reviewed outstanding items to be brought to the Public Works Committee. 9 ) Mr. Preston indicated that the Jupiter-Tequesta Women's Club desired to sponsor a park improvement at Tequesta Park. 10) Mr. Preston reviewed problems with the P.A. System in Village Hall. 11) The Building Official reported slow progress in receiving bids from roofing contractors to re-roof Village Hall. 12) The Building Official announced that he was in receipt of the Library Construction Plans and was approximately one- third complete with the necessary review. Village Manager's Report Page 13- 13) Police Chief reminded of the need to add surplus vehicles to the April 7th Village Council Meeting Agenda. 14 ) Chief of Police indicated that the owner of the Chevron Station on U. S. Highway One was interested in the Village gasoline business . 15 ) Chief of Police indicated that $1, 800 would be needed to modify the communications network for fire-rescue. 16) Water System Manager reported on his survey of commercial base water rates . 17 ) Mr. Hall reported on the status of the Well 25 Project. 18) It was determined that a Finance and Administration Committee Meeting should be requested to review the Well 25, 26 & 27 Project. 19 ) Village Clerk inquired as to the Departmental satisfaction with cleaning crew. 20) Village Clerk requested Public Works to replace two lightbulbs at the entrance sign at Beach Road. 0 Letter to Richard E.
