WORKSHOP MEETING
VILLAGE OF TEQUESTA, FL

CALL TO ORDER AND ROLL CALL
The meeting was called to order by Mayor Molly Young at 6:00 p.m. A roll call was taken by
Deputy Clerk Mary Ann Grieser.
Present were:
Mayor Molly Young, Council Member Patrick Painter, Council Member Rick Sartory, and Council
Member Thomas G. Bradford.
Absent were:
Vice-Mayor Laurie Brandon.
AGENDA ITEMS
1. Update on Land Development Regulations Recommended as part of the Master
Corridor Plan presented by Treasure Coast Planning Council.
Mr. Lance Lilly, Senior Planner from Chen Moore & Associates, went over
recommendations gathered from Treasure Coast Regional Planning Council's report, from
months prior. He presented information on overlays and zoning districts, frontage,
setbacks, facades, formula restaurants, parking, landscaping requirements and buffers,
drive through buildings and gas stations,
Council Member Sartory had comments regarding weeds, and restricting size on formula
restaurants or businesses. Mayor Young encouraged limiting the size of formula
businesses, including restaurants.
Attorney Keith Davis cautioned Council on restricting interstate businesses, and
encouraged them to discuss size, if they desired.
Council Member Bradford believed restricting formula retail could be problematic .
Council Member Painter asked about larger formula businesses and if they would be
allowed. Attorney Davis said they would be allowed if they met the other criteria. He also
agreed that formula businesses should be limited in square footage on US Highway One,
with keeping Tequesta Drive formula free.
Staff and Legal would review possible standards and guidelines for formula businesses
on Tequesta Drive and Main Street . Mayor Young questioned the building orientation on
businesses with drive-throughs and asked for more clarity.
Council Member Bradford asked for further discussion on the beautification of the Old Dixie
Highway corridor. Manager Allen reminded Council that the Village was working on
agreements and proposals with Palm Beach County, as they moved forward with the
design phase of Old Dixie Highway.
Council was in agreement that the Village Center overlay would be preferable on the Old
Dixie Highway area near Village Blvd. Mr. Lilly would look into other municipalities' civic
open spaces.
Attorney Davis opined on property owner responsibilities regarding streetscaping
maintenance and costs.
Mrs. Marie Sapire, a resident of Tequesta Country Club spoke on formula restaurants and
asked that they be prohibited throughout the Village, other than the U.S. Highway One
district. She asked for street trees in swales, as well.
2. Discuss Implementation of Quiet Zone for the Tequesta Drive Railroad Crossing
Manager Allen gave a brief history on the quiet zones including criteria and prior issues.
Council discussed and came to a consensus that safety was the first priority and preferred
to wait until Martin County and Jupiter were in favor of quiet zones also. Council would
wait until April/May of 2024 when more data might be available on the subject.
Mr. Johnathan Dale of Martin County asked Tequesta to lead on the quiet zone and to turn
in an application.
3. Discuss The Vacancy Created On The Environmental Advisory Committee
Manager Allen asked Council for direction on whether or not to hold Council Member
Bradford's seat on the EAC until next April.
Council discussed and ultimately felt it was best to leave the seat open for him.
