Hall , Water System Manager DATE: October 26 , 1992 SUBJECT: Hydropneumatic Tank As you are aware , in this year 's budget , the Water Department has allocated $75 ,000 for the construction of a Hydropneumatic tank . This tank is needed to buffer pressure spikes within our distribution system thereby reducing pump cycling , . water hammer and wear on our electric motors by reduction in the frequency of start stop demand . A Hydropneumatic tank is the simplest and most economical way to meet these needs . Attached you will find a proposal from the firm of Reese , Macon & Associates for engineering tasks related to the design , permitting and bidding of this tank . Reese , Macon was selected by the C .C .N .A . process for engineering on our 2 Million Gallon Water Reservoir which was constructed under budget . Mr . Reese has also performed engineering services for us on our water main relocations on Old Dixie Highway and drilling of Well 24 , both of which were also engineered and constructed under budget . I wish to seek Council approval and authorization for you to execute the attached Agreement for this important project . Hall, Water Department Manager RE: Professional Engineer Services Gentlemen: We are pleased to submit this proposal for engineering services in connection with the installation of a hydropneumatic tank at the water treatment plant. REESE, MACON and ASSOCIATES, INC. , hereinafter referred to as the Engineer, shall perform the services as documented below for the Village of Tequesta, hereinafter referred to as the Client. SCOPE The Engineer understands this project to include the design, permitting and construction services for a 7,500 gallon hydropneumatic tank, compressor and appurtenant piping and valving. The facilities will be located at the water plant site and will operate in a fully automated mode. The following specific tasks will be performed by the Engineer: 1. Prepare detail plans, specifications and bidding documents. 2 . Prepare permitting documents and act as the client' s liaison with agencies during the permitting process. 3. Prepare an estimate of the construction cost. 4 . Assist the Client with the bidding process and make a recommendation of award. 5 . Provide engineering services during construction leading to certification. 6. Provide inspection services as requested. 3003 S. Hall October 19, 1992 Page 2 The above scope is predicated on the assumption that the Client shall furnish, at no cost to the Engineer, all available pertinent information including previous reports, plans, specifications, permits and other data relevant to the performance of the above services for the project. The Client shall arrange for and provide field investigation to confirm locations of existing facilities if record drawings are determined to be not accurate. The following specific information and/or items shall be furnished at no cost to the Engineer: 1. Surveys: topographic, property, boundary, right-of way, permanent reference monuments, permanent control points. 2 . Appropriate professional interpretations. 3. Data prepared by or services rendered by others such as subsurface explorations laboratory tests and inspections of samples. 4 . All permit application and government inspection fees. TIME OF PERFORMANCE The Engineer will commence work within ten ( 10) days of receipt of an executed authorization. FEES For Scope Items 1 - 4 the Engineer shall be paid a lump sum fee of six thousand, nine hundred dollars ($6,900) . For Scope Items 5 - 6 the Engineer shall be paid according to the following schedule on the basis of actual time spent plus any applicable sales tax and reimbursement for non-salary expenses including, but not limited to, automobile travel at $.30/mile, reproduction and long distance telephone. It is understood that the Client may elect to provide a portion of the inspection services with their personnel. Project Manager $65.00/HR. Senior Engineer $60.00/HR. Engineer/Sr. Technician $52.50/HR. Designer $45.00/HR. Draftsman $37.50/HR. Technician $35.00/HR. Secretary $25.00/HR. Thomas C. Hall October 19, 1992 Page 3 If services are required in the performance of the above scope, beyond those normally provided by the Engineer, which must be sublet, the Engineer shall order the work after obtaining the written authorization of the Client. The subcontractor shall bill the work directly to the Client. If the Engineer is requested to subcontract the work directly, a 10% handling charge will be added to the subcontractors invoice. Invoices for services rendered are issued on a monthly basis and are due within thirty (30) days of the invoice date. Interest at a compound rate of one and one-half percent per month shall be charged to any past due statements. Interest shall be computed on past due statements from the date of the invoice. COST ESTIMATES Construction cost estimates are developed from knowledge of market conditions and based on the experience of the Engineer. However, the Engineer exercises no control over the competitive bidding process and, therefore, makes no guarantee of the accuracy of the estimate when compared to previous estimates or actual bids., TERMINATION This agreement may be terminated by either party by giving thirty (30) days written notice. The Engineer shall be paid for all services rendered prior to the termination date. ACCEPTANCE Acceptance of this proposal may be indicated by executing this document in the space provided below. This contract shall be considered void if not executed within thirty (30) days from the above date. Upon execution of this agreement the Client -shall return one copy to the Engineer.
