SUBJECT: Discussion of Tequesta Fest; Agenda Item
At the Village Council Meeting of October 8, a discussion regarding
Tequesta Fest and Village ,participation was on the Agenda. A copy
of the applicable portion of those Minutes is attached for your
review.
It was suggested that this matter be handled on a businesslike
basis . Mayor Collings_ suggested that those in charge of Tequesta
Fest make a formal request to the Village for the amount of money
they needed and to outline clearly and specifically what plans
there are for Tequesta Fest. Subsequent to the October 8 Meeting,
I wrote a letter to Mary Seay, copy attached, suggesting how to
proceed in a businesslike manner. As of this writing, nothing has
been received by this Office as requested by the Village Council or
suggested in the letter to Mary Seay. Mayor Collings has requested
that this item be placed on the Agenda of the December 10 Village
Council Meeting for your consideration.

E) Discussion Regarding TequestaFest and Village
Participation.
Mary Imle, gave a brief background on when and how
TequestaFest came about and stated that since the idea was
borne of the Village Council, their continued financial
support is still needed until such time as the Fest can become
self-supportive.
Mary Seay purported that she was told the Village does not
have a policy on donating funds to support a local event and
that the Village did not intend to willingly fund the
TequestaFest nor participate in any form.
Mayor Collings answered Mary Seay by stating she had been
misinformed. It was Mayor Collings ' position that it was
incumbent upon the Village and Village Council to have a line
item in the Budget (perhaps of $25, 000) which is for Village
promotion and cultural development. He felt determinations
needed to be made of: how much the TequestaFest required of
the Village, how it plans to submit its regular account to the
Village, and what the TequestaFest objectives are to become
self-supporting.
Councilmember Mackail stated he would have trouble with
donations until accounting records are received.
Councilmember Capretta felt the issue needed to be placed on
a business-like basis: 1) Full Council needs to be present to
properly discuss the Village's donation policy and who will
monitor such policy; 2) and discuss the role of project
management. He felt the Village needed a specific plan, a
stated policy, and play a declining role in such projects.
Mr. Bradford• reported that last year's TequestaFest event was
conditioned upon the provision of a Certificate of Insurance
being supplied by all abutting property owners, naming the
Village as additionally insured. Faye Schrecengost and the
Lighthouse Gallery showed much responsibility and were the
only ones to provide such insurance.

Mayor Collings suggested that those in charge of the
TequestaFest: 1) make a formal request to the Village for the
amount of money they needed donated to augment the retained
earnings from the past; 2) and outline clearly and
specifically what the plans are for TequestaFest.
IX. COMMUNICATIONS PROM CITIZENS
All communications from citizens were received under previous
items.
XII. ANY OTHER MATTERS
A) Councilmember Capretta felt the Village did a poor
communications job regarding water chlorination process
of the Village Water Department. Tom Hall advised the
Council that a Press Release was submitted to the Courier
Journal and the Palm Beach Post. However, a reporter
submitted only excerpts from that Press Release. A
formal Press Release is scheduled for Sunday, October 11,
to all newspapers, fully stating the purpose of the
chlorination process. Mr. Bradford stated there will be
an article in the October issue of the Village Newsletter
fully explaining the chlorination and the health benefits
of why it is done.
B) Councilmember Capretta felt it was important that
progress reports be received by Council from the Downtown
Task Force and the Fire-Rescue Task Force. Mayor
Collings assured Mr. Capretta that the Task Forces are
each up to speed and will be making those reports to the
Village Council. Village Manager Bradford felt it was
important for: 1) Dover-Kohl Partners, Scott Ladd and
himself to sit down, individually, with each
Councilmember to review the concepts of the Master Plan
and the different zoning principles which can be used to
accomplish the Plan; and 2) since each Task Force has a
member of Council who serves as a liaison, that liaison
could report, under a specific Agenda item, at each
Village Council meeting, to allow a systematic mechanism
of keeping every Councilmember fully apprised.

RE: TequestaFest 1993
Dear Mary:
At the Village Council Meeting of October 8, 1992, it seemed to
be the consensus of the Village Council that TequestaFest should
be approached in a "business like manner" . In this regard, as a
suggestion, I think it might be beneficial if we follow the
format used by the Lighthouse Gallery, Inc. each year in their
request for usage of the Gallery Square North parking lot for the
Annual Arts and Crafts Festival. Each year, Mrs . Schrecengost
writes a letter to me requesting items pertinent to the event
such as :
1) Barricade Tequesta Drive from Venus Avenue West to Seabrook
Road.
2 ) Use of the Gallery Square North parking lot area for
exhibitors and activities .
3) Display of regulation signage on Tequesta Drive to
advertise the event.
4) Per Mayor Collings ' request, you should also describe the
plans for the event.
Thereafter, the request is forwarded to the Village Council on a
Village Council Agenda for their consideration. Staff always
makes recommendations regarding conditions to be imposed for the
Arts and Crafts Festival . Such conditions include:
1) Prior to the event, provide the Village with a Certificate
of Liability Insurance in the amount of one million
dollars, naming the Village of Tequesta as an additionally
insured.
2 ) Lighthouse Gallery be responsible for clean-up.
3) Provision of a minimum of two (2) off-duty Tequesta Police
Officers for proper control .

4 ) Provision of necessary barricades and traffic control signs
for the event. ( I believe we usually loan these to the
Lighthouse Gallery) .
I would recommend that the TequestaFest Committee draft a letter
to me, requesting use of the Village parking lot at Gallery
Square North for the TequestaFest event, request the sum of money
that you are seeking from the Village, and whether of not you
wish to close off Tequesta Drive during the event. Once I
receive your written request, we will treat the matter in the
same way that we do the Lighthouse Gallery Arts and Crafts
Festival request, with the final decision made by the Village
Council at one of their Meetings .
I think this suggestion will move us in the right direction. If
