NORTH COUNTY EDUCATION COMMITTEE Tgl 6E:
AUGUST 25, 1992
The organizational meeting of the North County Education Committee
(NCEC) , was held at the Jupiter Municipal Building at 5: 30 p.m. , on
August 25, 1992. Committee members in attendance at the meeting
were as follows:

The meeting was called to order at 5: 30 p.m. by Jupiter Town
Manager Lee R. Evett. Following the call to order, committee
members present introduced themselves, and described their
background and interests in the goals and objectives of this
committee.
During the self introductions, several of the committee members
indicated their support for the concept of the north county
residents being able to take those actions which would be necessary
to retain area students attending area schools.
Ms . Onorato, as a result of her great familiarity with the subject
of this committee and of public schools generally was able to
provide to the other members a great deal of background information
as to the reasons for creating the committee. She also was able to
indicate the need for residents and parents of school children to
organize and work with the school board to improve area schools.
Due to the absence of several members of the committee, it was
decided there would be no discussion of the future actions and
priorities of the committee, nor would there be any selection of
officers until the other members were able to attend.

The major issue of discussion during the meeting was the actual
ability of this committee, or any other group, to truly obtain the
necessary number of minority residents to achieve the desired
integration goal as contained within the interlocal agreement.
During this discussion, Ms. Onorato indicated the School Board may
be in a position to review the interlocal agreements and to
possibly revise the percentages of minority students on an area
wide basis that would be deemed acceptable. It was noted by staff
that housing trends, population growth, and a loss of former
minority residents of the area, all work together to reduce the
overall percentage of minority residents in the area covered by the
interlocal agreement.
However, despite the problems that may be encountered in reaching
the established goal, committee members present agreed that it was
extremely worthwhile to make all necessary or possible progress in
order to retain what in essence is an area school system that
serves residents of the greater Jupiter/Tequesta area.
The committee agreed to meet approximately four weeks .from the date
of their organizational meeting, and it was agreed that the Town of
Jupiter would notify committee members of the next meeting date and
location. It also was agreed that the Town of Jupiter would
attempt to place on the agenda Mr. Bill Hukill from the School
Board. and a representative of the Education Committee that
currently is working to implement a similar agreement applicable to
the Wellington area schools.
There being no further business, the meeting was adjourned at 7 :25
p.m.
