HomeMy WebLinkAboutDocumentation_Regular_Tab 5F_11/12/1992 NORTH COUNTY EDUCATION COMMITTEE -5: IL Minutes of Meeting September 29, 1992 The September meeting of the North County Education Committee (NCEC) , was held at the Jupiter Municipal Complex on Tuesday, September 29, 1992. Committee members in attendance at the meeting were as follows : Katherine Murray Jill A. Barrett Beverly Jones Barbara Klein Cheryl Onorato Barbara Henderson Committee members absent: Susan Baker William Burkhart Mac Goodner Staff present: Lee Evett, Jupiter Marty Hodgkins, Jupiter Joanne Manganiello, Tequesta Ms. Barbara Henderson introduced Mr. William V. Hukill, Assistant Superintendent for Growth Management, Palm Beach County School Board, for remarks concerning implementation of similar interlocal agreements in other county locations. Mr. Hukill gave a brief history of the purpose of the interlocal agreement concept, noting the principal goal of the agreements is to retain the assignment of area students to area schools. The assignment of area students to area schools is to be achieved by obtaining an integrated student body population. The principal means of obtaining an integrated student body population is to be achieved by obtaining an integrated housing mixture throughout the area. Mr. Hukill discussed two means to achieve this mixture: agreements with developers of residential projects and achievement of agreements with communities . With respect to agreements with developers, he noted several incentives that can be provided to attract African-American residents: (1) rental subsidies; (2) reduced dwelling unit prices; ( 3) reduced lot prices; and (4) reduced closing costs. In the event developers cannot obtain the percentage of minority students required by the agreement, all students would be sent to their normal, out-of-area assigned schools. For community agreements, such as that adopted for the north county area, Mr. Hukill described techniques adopted and implemented in other areas. These techniques include the following: (1) use of area real estate agents to promote minority housing purchases; (2) use of minority-oriented real estate advertising; (3) schedule and appropriately advertise special events attractive to minorities; (4) contact affordable housing producers to encourage construction within the area; and (5) contact major area employers to target minority employees. Mr. Hukill also noted that local governments also could utilize, as a condition of residential development approval, developer agreements to require or encourage the provision of a certain percentage of affordable housing. Mr. Hukill also noted the Jupiter/Tequesta/Jupiter Farms areas already possess a reasonable supply of affordable housing. Following his presentation, Mr. Hukill answered a variety of questions regarding implementation of the interlocal agreements in other areas of the county. During the discussion, Ms . Barrett suggested one method is to acquaint potential minority residents with area schools. This suggestion would utilize the School Board's "choice" rule, and encourage minority employees who live outside this area to request re-assignment of their children to area schools. Ms . Klein suggested production of a brochure, for distribution to potential minority residents, emphasizing the area's housing market and amenities. Also discussed at this time was ensuring area special events (plays, holiday activities, etc. ) are advertised in minority-oriented publications. In similar fashion, expanded advertising of area housing opportunities also was suggested. Other suggestions considered at this time were the following: (1) encouraging greater minority participation in JTAA programs; (2) hosting multi-cultural events for the area, possibly using area churches as a major basis for attracting participants; 2 ( 3) including bands or other groups from nearby predominantly minority schools in public events such as parades; (4 ) creating "pen pal" programs between elementary schools and encouraging meetings between the student's parents. The committee concluded its meeting with individual assignments, to be reported back at the October meeting. Individual assignments were as follows : ( 1) Katherine Murray: Determine minority perceptions of the Jupiter Farms area, based upon parents/students attending the area's elementary school . (2) Barbara Klein: Summarize availability of housing, by price range, for the area. (3) Jill Barrett: Investigate feasibility of establishing a pen pal program in the area's five elementary schools, obtain copy of "choice" policy and forms for possible distribution to area employers. (4) Cheryl Onorato: Draft a "things to do" list to assist in establishing goals and objectives. (5) Beverly Jones: Obtain pertinent information regarding activities of the Wellington and Royal Palm Beach education committees. In behalf of staff, Marty Hodgkins indicated the following information would be obtained: (1) identification of major area employers; (2) projected staffing and hiring patterns for the new VA Hospital; (3) projected opening date of new VA Hospital; • (4) determining a percentage of minority participants in JTAA programs; (5) obtaining form of "mini-developer's agreement (housing. set-a-side) from Royal Palm Beach; (6) sending to each NCEC member information regarding the October 8 Limestone Creek CDC meeting; (7) determining status of the Palm Beach County Housing Authority residential Housing development in the Jupiter Gardens area; and (8) obtaining census and student population data for the area for the 1970, 1980, and 1990 censuses . The committee agreed its next meeting will be scheduled for 5:30 p.m. , Thursday, October 29, 1992, at the Council Chambers in the Jupiter Municipal Complex. The agenda for the meeting will contain two major items: 3 ( 1 ) Presentation of "tasks" information gained by individual members; and (2 ) discussion of possible committee structure for the NCEC.
