SUBJECT: Palm Beach County response to certain issues
regarding the proposed Tequesta Branch Library.
Tom, attached please find a copy of a letter from Audrey Wolf,
Director of Facilities Planning, Design, and Construction for
Palm Beach County, responding to .the issues that recently
surfaced at the September 24, 1992 Council meeting. Since the
meeting, I have met with various affected property owners that
are adjacent to the site for the proposed new Tequesta Branch
Library, had discussions with Audrey Wolf, and walked the
proposed site with Councilman Capretta. It would probably be
appropriate to invite Audrey Wolf to attend the next Village
Council meeting so that she can discuss any questions or
concerns that arise during the meeting regarding the issues
discussed in her letter. Please advise if you concur, so that
I may contact Audrey in order that she can plan on attending
the council meeting.

Regarding: Tequesta Library - Site Concerns

Dear Scott,
I was very surprised and concerned over your report of debate regarding
the Tequesta Library site at your Council meeting last week. I would
like to take a moment to review the chronology of events which have.
resulted in the library construction plans which are presently ready
for advertisement pending the Tequesta building permit.
In February and March of last year, my staff and I met numerous times
with Village Staff and attended several Council meetings at which
discussions were held regarding a site for location of this branch.
. Budgetary considerations had led to concern by the County over the
relatively high cost of the Tequesta branch. At that time, the County .
committed to a total project cost of $716,000, which represented an
equivalent per square foot cost of the new ' Jupiter Branch Library.
However, when the proposed acquisition cost of a parcel on Old Dixie
Highway was taken from this total, it was questionable if the remaining
funds could provide the caliber facility which the Village desired. The
Village graciously agreed to contribute a site for the library, in
exchange for the funds previously earmarked for property acquisition
being utilized for the facility and library materials. This led to the
identification of the Tequesta-owned property adjacent to Village Hall
as a possible location. The County expressed no preference over either
site, as both were deemed appropriate for location of the library.
Following several Council meetings. and much debate, the ' Facilities
Department was notified in April, 1991 of the Council decision to
locate the library on the Tequesta Drive site. Al preliminary conceptual
site plan was approved by the Village Council early in September, 1991.
Design modifications for preparation of construction plans and
formalization of a land lease agreement were undertaken. The design was
approved by the Tequesta Community Appearance Board on July 1, 1992,
and received site Plan Approval by the Council on July 23 . The land
lease agreement for the site was also executed by the Village Council.

At thislate date, the County would be very reluctant to reconfigure
the site. The site plan was developed with considerable input from the
Village with emphasis on 1) minimizing the size of the property such
that future development potential could be realized by the Village on
the balance of the property, and 2) to integrate the library with the
park as much as possible. It would require virtually a total civil
redesign to change the site at an expense and time delay the County
does not feel the Taxing District should incur.
To mediate concerns regarding lighting, the County would be willing to
install any parking lot lighting which would satisfy Village codes or
exceptions and still provide safe operating conditions for the library.
I should note that normal operating hours will extend to 8:00 p.m. on
some evenings and special functions may also occasionally be scheduled
at night in the meeting room.
Regarding additional buffering along the property line, I do not feel
that the County should be fiscally responsible for buffering the
Tequesta-owned property not included in our lease agreement. However,
to see this project go forward, we will, agree to provide additional
berm/hedge/landscape buffering along the-area of concern. It is not our
experience that walls are a feasible or desirable buffer solution.
within reason, any additional minor modifications which may be required
to satisfy adjacent property owners can be incorporated into the
documents. However, let me remind you that the total project budget for
this library will not be modified. As a result, any increase in initial
construction costs will be offset by a corresponding -decrease in
remaining available funds for furniture, equipment or library
materials.
If you require additional information regarding this project, please do
not hesitate to give me a call at 233-0204. Also, I would be happy to
attend any Council meetings to respond to questions or concerns about
the library; just let me know so that I may schedule accordingly. Thank
you for your assistance in seeing this long awaited project go forward.
