A. B. reviewed the above referenced project on July 1, 1992. The following concerns were expressed by the Board regarding this proposed project: 1. Change out the crinnum lillies indicated on the landscape plan to Chinese fan palms. 2. Change out the bahia sod indicated on the landscape plan to floritam sod. Motion to approve the proposed project subject to the following conditions: 1. Change the crinnum lillies to Chinese fan palms. 2. Change the bahia sod to floritam sod. Vote on the motion: 4-1 to approve. Ladd, Building Official Building Department, Village of Tequesta Post Office Box 3273 Tequesta, Florida 33469-0273 Regarding: Tequesta Library Dear Scott, Please be advised that the Board of County Commissioners is the official "owner" of all Palm Beach County facilities, roadways, utilities, properties, etc. The Board has authorized the Tequesta Branch Library through inclusion of that project in the adopted Capital Improvement Program for this fiscal year. Within the County organization, the Facilities , Planning, Design and Construction Department is responsible for the implementation of the facility-related projects contained in the Capital Program. Specifically, the Architectural Division of FPD&C is responsible for the design and construction of the Tequesta Branch Library, and is the authorized agent for the County with regard to the permit/approval process required by the Village of Tequesta. Permit applications will be signed either by myself or the County Engineer as authorized by the Board of County Commissioners. For your information, this project is an "in-house" design whereby the Architectural Division is the architectural design consultant. Dean Ellis, Senior Registered Architect within the Architectural Division, is the project manager as well as the design professional of record. Civil and electrical/mechanical design has been performed by County consultants Ralph Hahn & Associates and Brabham, DeBay & McDonald Inc. , respectively. Walesky, Director roy Environmental Resources Management SUBJECT: PROPOSED COUNTY LIBRARY, VILLAGE OF TEQUESTA On May 14, 1991 Environmental Resources Management (ERM) staff conducted a site inspection on the above noted property. The following information is a summary of our field observations: The site appears to have been part of a sand pine scrub community which historically covered the area. Much of the native vegetation on the site has been previously cleared or invaded by Brazilian pepper, an invasive, exotic species. The site is presently used by Tequesta's Water Utilities. There are wellheads on the property and associated infrastructure including a water storage tank. The proposed location of the library will be in the center portion of the site which is primarily clear of any vegetation. The northern portion of the property which contains water utility structures, still retains some native habitat. The vegetation in this area is, however, in need of management to control the spread of exotic species. Perimeter vegetation is primarily Brazilian pepper. In general, the entire site has been heavily impacted by past and present land uses on and adjacent to the site. It should be noted that the presence of wellheads on the site places the property within Wellfield Protection Zones 1 and 2. Prior to any development activity, an Affidavit of Notification should be filed with this Department's Water Resources Division. It should also be noted that special design considerations must be made within zones 1 and 2 with regard to stormwater management and sanitary sewers. _ERM further recommends the retention of native vegetation and open space areas on the site for the purpose of groundwater recharge in the vicinity of the wells.
