SUBJECT: Electronic Hand-Held Meter Reading System
The following is a summary of information regarding hand-held
devices followed by a recommendation for purchase.
Hand-held readers are computerized devices used by meter
readers to record, store and transmit monthly meter reading data.
Customer data would be loaded into the devices , meter reading
personnel would record readings directly into the devices, the
readings would then be extracted and electronically transmitted to
the main computer through a P.C. These devices would replace our
current paper meter books . The following are advantages of
purchasing such devices :
o Eliminate paper cost, document preparation and need for
storage by:
- eliminating printing costs along with labor to manually
replace and record customer data on each page. All
customer info would be stored in computer, eliminating
the need for storage space and storage boxes .
o Reduce personnel costs in data processing:
- Eliminate 15 hours per month of manual input of meter
readings
- Eliminate 6 hours per month for pre-bill audits.
o Increased accuracy of meter reading data:
- Gathering meter data by hand-held devices versus hand
writing data and comments. User-friendly keyboard and
• operator prompts permit easy use by non-technical
personnel.

- Allows for immediate verification of high/low readings
in the field at the time the reading is keyed into the
device , alerting the reader if the usage is high or low
based on an average previously determined by the
system. This enables the reader to re-check
immediately instead of returning many days later for
verification.
- Reduction of rereads and billing errors by validating
the readings at the meter location. This results in
savings of gasoline , vehicle wear and customer
complaints .
Field personnel would be able to correct problems or
contact customers almost immediately as compared to
several days .
o Provide management with controls to increase supervisory
effectiveness and increase meter readers productivity:
- Enables supervisor to monitor meter readers activities
from reports of meter reading statistics'.
- Information such as meter numbers , route sequence,,
names, address , etc . , can be obtained more quickly by
the meter reader .
- Computerized reporting of meter reader statistics such
as vehicle mileage, time spent to read each meter and
exact time each meter was read.
o Devices are designed for inclement weather:
- Most have built-in environmental protection from rain,
dust, humidity, heat and static discharge.
We have 'discussed this purchase with our programmer to
determine which devices are compatible with our NCR main frame
computer and three manufacturers with whom she has worked were
suggested.
Attached you will find a bid tabulation for these three
vendors . After reviewing the cost of each service, warranty and
special needs , I recommend the purchase of Husky FS/2 along with The
• Enterprise 4000 Software in the amount of $12, 565. $15, 000 has
been allocated in our budget for this purchase.
Please have this item placed on the Council Agenda of July
23 , 1992 for their recommendations and/or approval of this purchase.
