SUBJECT: Well 24 Equipment and Piping Bid Award
Please find attached a letter from our consulting engineer, Mr.
Bill Reese of R.M.A. regarding the above.
As per standard procedures, Mr. Reese has reviewed
qualifications of the two lowest bidders and has found
irregularities with the lowest bid which warrant our rejection of
same . Mr. Reese has recommended we accept second low bid in the
amount of $279 , 549.
So that we may move forward and secure this badly needed water
source, please place this item on the Council Agenda for review and
recommendation of bid award at the June 18th Meeting.

RE: Well 24 Equipment and Piping
Dear Tom:
On May 28, 1992, four bids for the referenced project were received and opened. The
bids are summarized below:
Underground Industries, Inc. $263,665
Chaz Equipment Company, Inc. $279,549
Florida Design Irrigation $287,768
Metra Industries, Inc. $297,195
Qualifications have been requested from the low three bidders. Qualifications from the
low two bidders were received by the requested date. Several irregularities are present
with the low bid, as follows:
1. The proposal form was not executed.
2. Blanks on the proposal form to show the well pump to be supplied were not
properly completed.
3. Blanks on the proposal form to show the subcontractors to be used were not
fully/properly completed.
4. The bid bond was not countersigned by a Florida resident agent. Although the
• documents do not require this per se, we believe this is a requirement under
state statutes. You may wish to confirm this with legal counsel.
As a result of item 3 above, we were not able to.perform a complete qualifications
review for the low bidder. In addition, we have serious concerns about the other items
as it relates to this contractors ability to read and understand the requirements of these
documents. Further, the failure to provide items 2, 3 and 4 have the potential to delay
the project.

The qualifications for the number 2 bidder, Chaz Equipment Company, Inc. have also
been received and reviewed. We have found their proposal to be in order and their
qualifications suitable for this project. In consideration of all of the above, we
recommend award of this project to Chaz Equipment Company, Inc. for their unit price
bid of $279,549.
