Bradford, Village Manager DATE: June 12, 1992 SUBJECT: Establishment of Village Council Priorities; Agenda Item It is important for the Village Council to establish its priorities from time to time so that you, as policymakers, and the Administration, can focus its efforts on these areas of concern. By doing so, the Village Council enables itself to periodically gauge the success of efforts undertaken to address priorities. Obviously, other matters will continue to be addressed in the course of the routine business of the Village, but the focus should be on the top priorities. Appearing below are the top priorities as established by the Village Council based upon your submittals. I have taken the liberty of summarizing priorities where multiple descriptions have been submitted. The priorities are: 4. 8 Review regional/local fire-rescue service for Tequesta, with or without other local governments. This should involve continuing evaluation. 4. 8 Establish a long-term/short-term plan to improve and guarantee water supply and reduce water use by present and new customers. Paralleling this, determine legal ways to equitably increase rates, with some type of credit for Tequesta customers versus Palm Beach County and Martin County residents. 4. 5 Develop methods to increase revenues and control existing costs. No tax increase. 4. 4 Develop Interlocal Agreement with Martin County to help defray maintenance and paving costs of Country Club Drive and Tequesta Drive which sustain increased traffic from Martin County. Recycled Paper MEMO: VILLAGE COUNCIL JUNE 12, 1992 PAGE 2- 4.0 Speed progress, consider creation of an ad hoc committee to accelerate the development of the downtown along the lines of the original concept, with lifecare facility, housing, etc. , but with several new "loose" designs suggesting alternate concepts. Continue to promote all aspects. Formalize an approach to annexation, naming pocket areas and outlining benefit package. Relate costs to current costs of adjusting for waste, fire-rescue, etc. Complete well projects and institute water conservation plan. Settle Martin County stake in Tequesta Park. The above Village Council priorities, if possible, should be reduced to create five top priorities. The top priorities of Council should be adopted by motion to establish direction for the upcoming year. TGB/krb
