HomeMy WebLinkAboutDocumentation_Regular_Tab 9A_5/21/1992 AGENDA ITEM Village of Tequesta Council Meeting \�� May 21 , 1992 • ` \ SUBJECT : JTJC/YMCA Summer Day Camp In Cooper tiody�% '", 9 • With The Village of Tequesta " C. • i9 i.F/it June 11 through August 21 , 1992 TO: The Village Council FROM: Les McWhorter /11 As per discussion at the Public Works Committee session on May 11 , 1992 , the JTJC and YMCA Boards respectfully ask the following considerations be given in order to aid with the operation of a summer day camp ( day care ) program at the JTJC Building and Tequesta Park : 1 . •To ear-mark a grant of $5 , 200 to the program for : a ) Bus rental , operation and insurance : $3 , 500 . b ) To allow sliding scale scholarship assistance to youth of families meeting the criteria for such assistance for residents of Tequesta first and other deserving youth as funds may be available : $1 , 700 . 2 . Maintenance Assistance : • a ) Parking Lot : Fill/patch holes , clear area . b) Remove vines from building walls . c ) Remove weeds , brush, dead trees from the grounds . Bush-hog and generally clean grounds of all debris. 3 . General Maintenance : To provide assistance as scheduling allows on the ground and interior of the building during the months of operation (June , July, August ) . Early• D Late RESIDENT CAMPING, The YMCA of the Palm Beaches also offers a 250 acre camp for boys and girls, 7 to 13. Camp McConnell is located south Of Gainesville. FROM: Gary Preston, Director of Public Works & Recreation DATE: May 6 , 1992 • SUBJECT: Review of Tequesta Summer Youth Program • The Village of Tequesta has provided • a Summer Youth Program at Tequesta Park since June 1974. The Program offered today is very similar to the original program. The Youth Program is held outdoors and youngsters have access to facilities such as tennis courts , basketball courts, ball fields and playground equipment. The pavilion at Tequesta Park is used during the Summer Program for such activities as air-hockey, soccer ball, four-square, Nintendo and a wide assortment of table games . The Village provides one (1) full-time employee and two (2) part- time employees to direct the summer activities for the older age group. The employees assist youngsters in learning new games , activities, organizing special events , and team activities for baseball, basketball and volleyball. The services are provided free of charge to all area youngsters between the ages of (8) eight and (17) seventeen. The Program is offered Monday through Friday from 10:00 A.M. to 4:00 P.M. for a five week period. For ages five (5) through seven (7) , the Village offers six two hour classes each week that includes such activities as arts and crafts, playground time, refreshments , special events and table games . DATE: May 6 , 1992 SUBJECT: Recommendation for YMCA to be Sole Provider of Summer Youth Program for the Village of Tequesta Although the Village has provided a Summer Youth Program since 1974 , the popularity of the Program has steadily declined over the past five years . During the past two Summer Programs , only 76 Tequesta youngsters have signed up each year for this Program. This is less than 15% of the 531 Tequesta youngsters who are between the ages of five and seventeen . Our ' daily attendance for all summer activities at Tequesta Park has declined by more than 50% since 1987 . One of the reasons for this decline is the fact that more families have two adult members working and this requires full time supervision for their children. To provide such a service, the . Village would need an air conditioned facility that would remain open from 7 : 00 A.M. to approximately 6 : 00 P .M. The expense of such a Program is beyond the means of most small communities and the Village is fortunate that a YMCA has come forward to offer this service . After comparing our Summer Program at Tequesta Park with the activities offered by the YMCA; I am recommending that the Village stop providing a Summer Program and assist the . YMCA in their Program at the .JTJC. I make this recommendation due to the following reasons : • 1) The YMCA . is a full .time professional organization that can • provide services our youngsters could not receive in a Village Summer Program. • 2) The YMCA has access to the air conditioned JTJC facility and will not have to endure the, heat and rain often encountered in an outdoor Summer Program. • Recycled Paper • • • • • Thomas G. The Village has budgeted $5, 200 for our Summer Youth Program and I believe these funds should be made available to the YMCA in their endeavors to provide quality youth activities . The opportunity of having the YMCA in the Village may not come again , and : believe the Village should make every effort to make their Summer Youth Program a success . • GP/., k • a?
