Hall , Water System Manager DATE: May 15, 1992 • • SUBJECT: Authorization to Rehabilitate Wells 18 , 19 & 20 In this year ' s operating budget , the Water department has allocated $15, 000 ' for routine redevelopment of Wells 18 , 19 and 20 located in Tequesta Park. Historical data and records indicate a need for thorough redevelopment approximately every two years . Earlier this year, we obtained quotes for this work on Well 18 and Layne-Atlantic of Orlando had lowest quote. They were authorized to proceed. Subsequent removal of pump and column pipe revealed a severe Iron Bacteria problem which had totally clogged this Well . The pump condition itself was such that repairs were impossible and replacement was needed. Due to the conditions found, our engineers recommended prior to placing a new pump in this Well, the Well be examined to determine the condition of casing and screen. Layne-Atlantic was then authorized to video this Well so our consultants could make a recommendation based upon video and testing pumping results . In the meantime, Well 19 has ceased to produce water compounding the problem. Well 20 while producing water, is only pumping at half capacity. • Having redeveloped Well 18 , test pumped and determined it will now yield its original capacity, we need to purchase a new pump along with column pipe, complete the installation of these and move on to Wells 19 and 20 . I have requested our consulting engineers to review our problems with this infestation of Iron Bacteria and make a recommendation relative to a cost-effective and periodic maintenance program which will enhance the life span of the new pumps . We have concluded, but will not know for certain until pumps are pulled, that Wells 19 and 20 are probably in the same condition. Should we encounter the same harsh conditions on the remaining two Wells in this wellfield, we anticipate spending approximately $11 , 500 per well based upon known costs for Well #18 . We , therefore , are requesting Village 'Council approval for an • expenditure up to $35 , 000 (3 x $11 , 500 = $34 , 500 ) to rehabilitate those Wells in Tequesta Park . I would like to further add that perhaps this is the proper time if our consulting engineers concur , to begin planning for a stand by only, back up well on the northside of Cypress Ridge in FY-93 .
