Tom, attached please find eleven ( 11) copies of packets and plans for the above referenced subject. The proposed request has been reviewed by Richard Staudinger, P. E. , of Gee & Jenson and the change he requested has been incorporated into the drainage plans. Our engineer and staff agree that an adequate drainage system alternative has been proposed and that it is in the best interest for Eastwinds Landing to vacate and abandon the drainage easement in order to provide more land area for homes and accessory structures on each of the platted lots that the drainage easement currently crosses and is located over. Tequesta, Florida 33469 Re: Eastwinds Landing/Vacation of Drainage Easement Dear Mr. Ladd: This letter shall constitute a supplement to my February 25, 1992 letter to you wherein I requested, on behalf of Riveredge Development Corporation and the Eastwinds Landing Home Owners Association, Inc., the vacation/abandonment of the Drainage Easement on the east end of the subdivision. The reason the request for the vacation/abandonment was made is well founded. We have discovered a problem with the size of the subdivision's waterfront lots as platted. With the Drainage Easement as it presently exists in the rear of each of the waterfront lots, there is an inadequate amount of space within the lots to effectively build a home. Additionally, the lack of space, certainly as a practical matter, precludes the lot owners from having accessory structures such as pools. I have also attached Exhibit "A" to this letter which lists the current names and addresses of each of the lot owners within the Eastwinds Landing subdivision and within the plats that abut the Eastwinds Landing subdivision. Please consider the followings : 1 . The proposed exfiltration trench with reinforced concrete pipe will not require any additional maintenance beyond the typical pipe cleaning that may be required for any storm system. The trench design is used by Florida Department Of Transportation and Palm Beach County in their right-of-ways . Driveways may be constructed at any location without any problems concerning the trench. 2 . The proposed system provides twice as much storage as the existing retention pond without the potential problems associated with standing shallow water in the retention area. As per SFWMD, the bottom of dry retention pond shall be 1 ' above the high water table which is at 1 . 8 FT, NGVD in this area. The retention pond bottom is at elevation 2 . 0 FT, NGVD. 3 . The peak stage of a 3YR-1DAY storm with the proposed system is 4 . 70 FT, NGVD or the same as the flow line of the swale at the low point which indicates no standing water. 4 . Permit application has been submitted to South Florida Water Management District for processing. The concept of replacing the dry detention area with additional trenches is acceptable. The only nodification I feel is appropriate to Mr. Iravani's plan is to raise the grate elevation cif the bubble up inlet (type E) at the south end of the system to elevation 4.0.
