Bradford, Village Manager DATE: March 19, 1992 SUBJECT: Resolution No. 12-91%92 Providing for Amendments to the Village Budgets; Agenda Item With your concurrence, we wish to amend the Village General Fund Budget at this time to accommodate the following: O Transfer funds from the General Fund undesignated surplus fund balance to cover the 1% COLA granted to the members of the FOP and to provide funds for their merit pay increases that have commenced retroactive to October 1., 1991. Allocation: $27,365. O Provide for. an allocation of funds for the traffic study work relative to Northfork and the surrounding area. By allocating these funds, monies that were intended to be used for development of the Master Plan Implementation Ordinance will be available, allowing us to continue to proceed. Allocation: $7,000. O Allocation for the membership dues to the Business Development Board of Palm Beach County. Allocation: $500 O Total Additional Allocations: $34,865 O Additionally, we wish to amend the opening fiscal - year General Fund Undesignated Fund Balance upward to $981,721, reflecting the audited figure. This increase in fund balance is the result of our cost saving efforts and should enable us to weather recession caused revenue downfalls to the benefit of the FY 1993 Budget. By adopting Resolution No. 12-91/92, you will enact our request relative to the above. It is recommended that you adopt this resolution. Kascavelis, Direct° of Finance DATE: March 20, 1992 SUBJECT: FY 92, General Fund Budget Revisions Enclosed are revisions to Exhibit "A", the document detailing FY 92, Appropriations which comprises the Village Operating budget. Revisions made to the original Village Budget Document includes operating revisions within the General Fund and opening Fund balances as of O' tober 1, 1991, per official audited financial statements for the f iscat year ending September 30, 1991. The increased opening fund balances should not be viewed as an additional source of revenues available for appropriation; moreover, such increases will offset anticipated revenue short falls anticipated for FY 92, in the areas of Ad Valorem Taxes, Intergovernmental Revenues and Interest Income. General Fund Revisions 1) Police Department, increases required to fund employee personnel service accounts upon conclusion of the FOP negotiated contract in the total amount of $27,365. 00. 2) Other General Government, an increase of $500. 00 to enable Village membership in the local "Business Development Council. " 3) Comprehensive Planning a $7,000. 00 appropriation providing for a traffic study of roads in the Tequesta area. Respectfully submitted. . BCK: moc cc: Budget file { t - Recycled Paper • • I I RESOLUTION NO. g-91/92 A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, PROVIDING FOR AMENDMENTS TO THE VILLAGE GENERAL FUND BUDGET ADOPTED FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 1991. WHEREAS, it was necessary for the Village of Tequesta to adopt budgets for the fiscal year commencing October 1, 1991; and WHEREAS, the Village Council of the Village of Tequesta, Florida, deems it - necessary and appropriate to amend said budgets to provide appropriations adequate for the authorization of expenditures necessary for conducting Village operations through the fiscal year ending September 30, 1992. NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, AS FOLLOWS: Section 1. The General Fund fiscal year budget commencing October 1, 1991, be and is hereby amended and adopted pursuant to Exhibit "A" attached and made a part of this Resolution. Section 2. The Village Manager is hereby authorized to execute "intra-fund" transfers within the line item appropriations of individual Village fund budgets, as he deems necessary throughout the fiscal year, to enable continuity of municipal operations. THE FOREGOING RESOLUTION WAS OFFERED by Councilmember who moved its adoption.
