Re : Student Assignment Agreement
Village of Tequesta
Dear Mr. Bradford :
Please find enclosed a copy of the Board Report relating to the
statusof the School Board ' s Corrective Action Plan with the
Officd of Civil Rights (OCR) . The School Board reviewed and
discussed this matter at a meeting on February 5, 1992, and
subsequently forwarded to OCR a letter affirming its intent to
carry out the goals and strategies of the Corrective Action Plan.
It is important to note that OCR has not officially accepted
the utilization of the Student Assignment Agreements , executed
between the School Board and several interested parties to
integrate student populations in the schools .
When you, or your client/residents , entered into the Student
Assignment Agreement with the School Board, you were advised
that OCR might not agree that such agreements are -appropriate.
You agreed that if the School Board needed assistance in gaining
the support of OCR, you would provide such assistance. Please
note that OCR has requested that the School Board provide a
Statement of Position to the Atlanta Office on or by April 30,
1992. Both legal arguments and caselaw in support of the School
Board 's position must be included within the Statement.
The School Board is prepared to file this Statement. However,
it will be most helpful if you would also submit a resolution,
letter, or legal brief in support of the utilization of Student
Assignment Agreements to achieve integration in Palm Beach County
schools . I would like to submit your supportive document to
OCR as part of the School Board ' s Position Statement. Therefore,
I ask that you consider issuance of written support and submittal
of the documents to my office on or by April 10, 1992.

I will provide you with a copy of the complete package forwarded
to OCR for your records . It is important that we work together
in this effort to obtain OCR's acceptance of this strategy.
It should be understood that if OCR does agree with our strategy,
it will be a breakthrough in desegregation strategies . The School
Board and Superintendent are desirous of your support in this
effort. Should you have any questions regarding this request,
feel free to contact School Board members , the Superintendent
or me to discuss this matter ,further. Thank you in advance for
your anticipated cooperation and prompt response.
