SUBJECT: Resolution No. 2-91/92; Agenda Item
At the Palm Beach Countywide Beaches and Shores Council Meeting of
October 21, 1991, a resolution was presented to the Council Members
for consideration that urges the Florida Legislature to provide
adequate funding to carry out a statewide comprehensive beach
management program and to dedicate a fair and stable source of long-
term funding to implement such a beach management program. The
Council Members voted unanimously to recommend approval of the
resolution and for each council representative to bring the
resolution to the attention of their governing body.
In response to this Beaches and Shores Council action, I have
attached the following:
1 ) A copy of the applicable portion of the Beaches and Shores
Council Meeting Minutes from October 21
2) A copy of the sample resolution which was presented to the
Beaches and Shores Council
3 ) Village of Tequesta No. 2-91/92 for your consideration
The Tequesta Resolution follows the format presented to the Beaches
and Shores Council which is fairly straightforward in that it
identifies a beach erosion/management problem and requests adequate
annual funding from a identified stable source in order to protect
this important natural resource.
I recommend that the Village Council adopt Resolution No. 2-91/92.

Mr. Gofeeyeff asked if staff could arrange a meeting with Mr. Ed Salem of the
USACE to help expedite this project. Mr. Thomas explained that this is a
combination of both the USACE and the FDNR•working on this, and it is not easy
for ERM to intervene and tell them how to set up their operating budget from year
to year.
Mr. Richard Walesky stated that ERM meets with the USACE in Jacksonville every
three months, and Mr. Gofeeyeff is welcome to travel to Jacksonville. The next
meeting is slated for early January.
3. Resolution Requesting the State Lecislatte to Provide Adequate Funding
for the Preservation and Repair of State's Beaches and to Identify a Lona-
Term Dedicated Funding Source - John Walker
Mr. John Walker stated that he received this sample resolution from the Florida
Shore and Beach Preservation Association. Mr. Walker stated that this idea of
having a dedicated funding source may be the best method to work on the problem
of erosion in the big picture. The City of Delray Beach will be considering a
version of this resolution on the 29th and voted some months ago in general terms
on the idea of a dedicated funding source.
Mr. Walker recommended to the Council that the members take the resolution to
their home bodies for consideration and determine whether it makes sense to their
organizations to support such a resolution. As far as the Council in total,
Mr. Walker asked if any agencies or organizations were to pass a resolution like
this, that they send a copy back to the Council. If a significant majority of
the people in fact pass a resolution, then Mr. Walker suggested that he make up
a resolution for the Council in similar wording. Mr. Walker stated that he had
no real recommendation at this time, except that all organizations look at the
resolution.

Capt. J. H. Montgomery submitted for the record a copy of a position statement
on Comprehensive Beach Management, draft copy 920-91, from the Governor's Coastal
Resources Management Citizens Advisory Committee, which roughly parallels what
was in the resolution presented by Mr. Walker.
Mr. Gofseyeff stated that to wait until the various municipalities send in their
resolutions might take time, and it may be too late as far as the Council is
concerned. Mr. Gofseyeff suggested that instead of waiting until the various
resolutions are received that the Council take it up now. A MOTION was made that
the Council act on the resolution today (GofseyeffjMontgomery).
A SUBSTITUTE MOTION was made that the subject resolution be presented to the
membership with a recommendation for approval and that each Council
representative shall bring the resolution to the attention of their
municipality/district/body (Montgomery/Gofeeyeff). The motion passed
unanimously. Staff was requested to notify those representatives who were not
present that this is in the works.

WHEREAS , Florida ' s beaches are an important part of the
quality of life of this community, providing enormous
aesthetic, environmental and recreational benefits for our
• residents and tourists ; and .
WHEREAS , beaches are Florida ' s number one tourist attraction
and are thus vital to our economic well-being; and
WHEREAS, (NAME OF GOVERNMENT) recognizes that beach erosion
continues to be a major problem in the State of Florida ,
threatening this important natural resource; and,
WHEREAS , the State Legislature has enacted the Florida Beach
Management Act of 1987 creating a Beach Management Trust Fund
under Chapter 161 . 091 , Florida Statutes , to address the
erosion problem and to direct the State to spend at least $35
million annually on beach erosion control , .beach restoration,
beach renourishment and other beach management activities.
NOW, THEREFORE, BE IT RESOLVED BY THE (GOVERNING BOARD OF
LOCAL GOVERNMENT) , AS FOLLOWS :
Section 1 : (NAME OF GOVERNMENT) requests that
the State Legislature provide adequate .annual funding to carry
out a statewide comprehensive beach management program to
protect Florida' s remaining pristine beaches and repair those
that are severely-damaged, and consider the Department of
Natural Resources 1992 budget request of $39 million.
Section 2 : (Name of Government) further requests
that the State Legislature give serious consideration to
identification of and dedication of a fair and stable source
of long-term funding to fully implement a statewide beach
management program for preserving, acquiring, and restoring
Florida's threatened sandy beaches .

A RESOLUTION OF THE VILLAGE COUNCIL OF THE
VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA,
REQUESTING THE 1992 FLORIDA LEGISLATURE TO
