Bradford, Vi ge � FROM: Bill Kascavelis, Direc-too nande DATE: September 13, 1991 SUBJECT: Lease Purchase NCR 10000/55 Computer Upgrade and 7052D POS Register - Software and Installation It is my recommendation that the Village purchase the NCR 10000/55 Computer System and the 7052D Point of Sale Cash Register System for the purpose of upgrading the Village data processing capabilities. It should also be noted that the POS Register System will include the programing of three (3) Personal Computers which, in effect, will expand revenue processing to four (4) work stations. I have reviewed the various NCR system configurations with Mr. Stephen Wood, NCR Executive Account Manager, and the NCR System 10000 Model 55 was determined to be the best alternative for Tequesta' s future information system needs. Also, it should be noted, that the current I-Tower 250 Computer System has been in service for nearly seven (7) years. We have been notified by NCR that replacement parts are difficult to obtain since only a few such systems are currently in operation. The planned implementation of hand-held meter reading, which will generate greater efficiences in the water billing application, cannot be implemented on our current system. Another reason supporting the proposed upgrade of our data processing equipment with the NCR 10000/55 system is that all of our current software - programs which include: IFMS, Inter-active Financial Management System; IGAS - Payroll System; and custom programs for Occupational Licensing and Water Utility Billing can be converted to the new computer system, thus, eliminating a significant cost-increase for new software programs that could very possibly be equal to, or greater than, the cost of the computer hardware. Also, all peripheral equipment CRT' s and line printers are not being replaced and will be used with the new system. Recycled Paper TO: Thomas G. During such time, NCR's total service support concept of providing hardware, software and field engineering maintenance support have been excellent. Accordingly, and without hesitation, I recommend continuing our business relationship with NCR for our computerized information systems. Attached are the contracts for the NCR 60 month lease purchase program which is an agenda item for the September 19, 1991 Village Council Meeting. Also enclosed is information regarding the proposed system and a list of current governments using NCR equipment. The total cost of the upgrade is $78, 948. 70. The initial payment is $45, 466.00 leaving a balance to be financed over sixty ( 60) months at 8.3% of $33, 482.70. The amount of the monthly lease payment is $691. 55. The price quoted the Village for the NCR 10000/55 Computer System is the State of Florida contract price. Funding for this purchase has been provided for in the FY 92 Water Department Budget. The NCR 250 cash register has been in use since 1980. The Village should be proud of the extended utilization of these systems. However, due to the age of the I-TOWER/250 and the few number of these units still in use, NCR must notify you of our increasing difficulty in obtaining replacement parts. As a result NCR' s ability to supply you with quality maintenance service is being adversely affected. This problem is particularly acute when massive damage occurs as did this summer as a result of a lighting strike. However, as a result of the advancements in computer technology and the increase in productivity to be gained, an upgrade should be considered. The System 10000 model 55 offers a cost effective upgrade to the Village' s current NCR I-TOWER system. The model 55 represents the processing throughput of approximately four times that of the TOWER computer. The Village can take advantage of the many years of experience gained in the use of the current NCR system. Your staff will require only minimal retraining. All of the current application software and all of the peripheral equipment can be utilized on the new System 10000. With the additional capacity and speed, new applications can be added to further automate information systems. Examples such as online county tax roll information and the availability of additional historical, financial and customer data. With the new system, information can be transferred directly to a personal computer' s spreadsheets for further analysis and reporting. NCR Credit Corporation will lease the upgrade project to the Village. This will allow Tequesta to implement the new system immediately under your current budget constraints. The lease can be bought out in future years with no prepayment penalty. The model 55 is a state of the art system with the processing throughput of approximately four times that of the TOWER computer. The System 10000 is currently available on the State of Florida General Services Contract 4 250-000-91'--1. All of the current application software can be utilized on the new System 10000. This software is conservatively valued at $ 60, 000. With the custom modifications made over the years, this value could be considerably higher.
