SUBJECT: Resolution No. 23-90/91; Agenda Item
The United States Department of Commerce published a request for
comments on adjustments to the Census in the 5/24/91 Federal
Register. Staff feels that Tequesta' s population count of 4, 499 is
low due to the Census Bureau indicating in excess of 400 vacant or no
response structures in the Village on Census Day. We feel that this
number is high and resulted in an undercounting of Tequesta
population. The State of Florida has joined in one of the national
lawsuits requesting adjustments to the count and Attorney General
Butterworth has requested a copy of any comments, such as those
proposed in the attached Resolution.
It is recommended that the Village Council adopt Resolution 23-90/91.

RESOLUTION NO. 23-90/91
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF
TEQUESTA, PALM BEACH COUNTY, FLORIDA, URGING THE '
PRESIDENT AND CONGRESS OF THE UNITED STATES OF
AMERICA TO CORRECT ERRORS IN THE 1990 CENSUS.
WHEREAS, the 1990 Census will provide essential
population statistics governing Federal funding allocations and
political representation for the next decade; and
WHEREAS, the Census Bureau has acknowledged
undercounts in past censuses; and
WHEREAS, the 1990 Census is projected to contain not
only an undercount of minorities but of non-minorities as well;
and
WHEREAS, the preliminary Census counts understated
the population of the Village of Tequesta by an estimated 132
people; and further stated that 440 residential units were
determined to be vacant on the date of the census, which
represents approximately 18. 66% of the Village' s total
residential units; and
WHEREAS, the undercount is projected to have a
disproportionately adverse impact on the nation' s urban areas
such as the Village of Tequesta; and
WHEREAS, the Census Bureau has developed a
statistical methodology for correcting the undercount but the
Commerce Department has refused to use this corrective
mechanism; and
WHEREAS, the Federal disinvestment in key urban •
funding combined with Federal restrictions on tax exemption
have threatened and continue to threaten cities' abilities to
cope with growing social and financial problems; and
WHEREAS, the Constitution of the United States
clearly states that all persons must be counted; and
WHEREAS, the Village of Tequesta believes that all
persons count.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL
OF THE VILLAGE OF TEQUESTA, FLORIDA:
Section 1. The Congress and President of the United
States of America are hereby urged to enact legislation
mandating a statistical correction of the 1990 Census.
Section 2. The President and Secretary of Commerce
of the United States of. America are hereby urged to
administratively agree to statistically correct the 1990 Census
so as to reflect an accurate enumeration of the nation' s
population.
Section 3.. In the absence of legislative or
administrative remedies judicial action is hereby supported to
effect a statistical correction of the 1990 Census.
Section 4. This resolution shall take effect
immediately upon its adoption.
THE FOREGOING RESOLUTION was offered by
Councilmember who moved its
adoption. The motion was seconded by
Councilmember , and upon being put to a
vote, the vote was as follows:
FOR ADOPTION AGAINST ADOPTION.
The Mayor thereupon declared the Resolution duly
passed and adopted this day of 1991.

What You Can Do:
It your city has documented instances of undercounting, here are
several things you can do to increase your chances of an
adjustment. Keep in mind that the Secretary of Commerce will
decide if any adjustments will be made on July 15, 1991.
o Send a copy of your complaint and documentation to the Census
Question Resolution (CQR) Center: CQR Center, Bureau of the
Census, Room 3534 F B 3, Washington, DC 20233 .
o Send the same information to your congressman's local office,
and ask him/her to seek a resolution from the Census Bureau on
your behalf.
o The House Subcommittee on Census and Population would like a
copy of your complaint and data. Send it to: Representative
Tom Sawyer, Chairman, House Subcommittee on Census and
Population, 608 HOB Annex 1, Washington, DC 20515.
o If your commission has passed a resolution requesting a
recount or adjustment, send a copy of it with a letter to
Commerce Secretary Robert Mosbacher, Herbert C. Hoover
Building Room 5858, 14th street and-Pennsylvania Avenue, N.W. ,
Washington, DC 20230 .
o Cities wishing to join in one of the nationwide lawsuits being
