SUBJECT: Resolution No. 20-90/91; Opposing Palm Beach County
Parking Fees for Beachfront Parks; Agenda Item
It is my understanding that the Village Council requested
provision of a Resolution in opposition to Palm Beach County's
proposed implementation of parking fees for County beachfront
parks at its Village Council Meeting of May 16, 1991 . Pursuant
to your request, attached hereto, please find a Resolution doing
the same.
Prior to adopting this Resolution, I believe that some
consideration should be given to the following related matters.
While Florida's beaches are, perhaps, our greatest resource in
attracting residents and tourists, the fact remains that, in the
case of Palm Beach County, the maintenance and operation of
these beachfront facilities are financed by the property owners
of Palm Beach County by payment of property taxes. Is it not
about time that some of the financial responsibility for
beachfront parks be shifted to those persons who utilize the
same? This is what the Board of County Commissioners is
attempting to do. Beachfront parking fees are the norm in most
urbanized south Florida areas including the Town of Palm Beach,
the City of Boynton Beach, the City of Boca Raton, City of Fort
Lauderdale, and Dade County.

RESOLUTION NO. 20-90/91
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE
OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, OPPOSING
PALM BEACH COUNTY'S PROPOSED IMPLEMENTATION OF
PARKING FEES FOR COUNTY BEACHFRONT PARKS.
WHEREAS, the Board of County Commissioners for Palm Beach
County in their budget deliberations for the fiscal year
commencing October 1, 1991, have tentatively decided to
implement parking fees at County operated beachfront parks in
Palm Beach County in order to augment revenues; and
WHEREAS, the beaches and beachfront parks of Palm Beach
County are a significant natural resource of the people of
Palm Beach County to be enjoyed by one and all without
impediment in order to gain the many benefits of utilizing
this great outdoor and recreational resource; and
WHEREAS, the imposition of parking fees will create an
unintended impediment to availing oneself of the natural
resources available for public use at the Palm Beach County
beachfront parks.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF
THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, AS
FOLLOWS:
Section 1 . The above recitals are hereby ratified and
confirmed.
Section 2. The Village Council of the Village of
Tequesta opposes the stated intention of the Board of County
Commissioners of Palm Beach County to impose parking fees at
Palm Beach County beachfront parks and urges the Board of
County Commissioners to reconsider their previous decisions in
this regard.
Section 3. The Village Clerk is hereby directed to
provide copies of this Resolution to the Board of County
Commissioners for Palm Beach County, appropriate
representatives of the Town of Jupiter and the Town of Juno
Beach, and to the Jupiter-Tequesta-Juno Beach Chamber of
Commerce.
THE FOREGOING RESOLUTION was offered by
Councilmember , who moved its
adoption. The motion was seconded by
Councilmember , and upon being
put to a vote, the vote was as follows:
