Bradford, Village Manager i DATE: May 31, 1991 SUBJECT: Ad Hoc Citizen Committees In response to your request at the May 16 Village Council Meeting, appearing below are my suggested guidelines for Ad Hoc Advisory Citizen Committees. I believe that the following Committees should be considered for creation: o Police/Fire-Rescue Advisory Committee o Code (Landscaping/Health and Safety) Review Committee o Library Planning Committee I do not believe that the Village can afford the time and possible delay of having a Financial Oversight Committee at this point in time. The Village Council and staff are quite capable of managing the budget and will be doing so over the next few months as the budget for next fiscal year is prepared. Also, I feel that Mrs. Cheryl Onorato is doing an excellent job in keeping the Council and myself fully informed on educational matters related to the Palm Beach County School Board and related issues from Tallahassee. Therefore, I do not feel that an Educational Oversight Committee is needed. The guidelines for the suggested Committees are as follows: o The Committee meetings and their members shall be subject to Florida' s Sunshine Law. o Membership of the Committees shall consist of between three (3) and five ( 5) Village residents. o The Committee shall exist until September 30, 1991. o The powers and duties of the Committee shall be advisory to the Village Council and no right or claim in favor of any person or party to any proceedings shall accrue by reason of any action by the Committee. Recycled Paper 011r# TO: Village Council RE: Ad Hoc Citizen Committees May 31, 1991 Page 2 - o The Committee shall be given a specific task within the Resolution creating the Committee. o The Committee shall elect a Chairman and a Vice-Chairman. o The Committee shall meet a minimum of one ( 1 ) time per month. o The Committee shall prepare and present to the Village Council a minimum of one ( 1 ) written report. Should you find these guidelines to be acceptable, I would recommend that they be included within a proper resolution establishing each desired Committee. Thereafter, at the next available Village Council Meeting, each Councilmember should submit a citizen name for consideration of inclusion on the Committee to enable the Committees to begin work at the earliest possible date. A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, CREATING THE TEQUESTA POLICE/FIRE- RESCUE ADVISORY COMMITTEE. WHEREAS, matters of public safety are of the utmost importance to residents of the Village of Tequesta. particularly as they relate to Police and Fire-Rescue matters; and WHEREAS, it has been proposed that a closer working relationship between the Tequesta Police Department and the Palm Beach County Fire-Rescue Department transpire whereby a greater level of inter-departmental interaction will take place; and WHEREAS, a concerted effort on the part of interested and knowledgeable citizens focusing attention to issues related to the Tequesta .Police Department and the Palm Beach County Fire-Rescue Department would 'be of community benefit. NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, AS FOLLOWS: Section 1 . There is hereby created within the Village of Tequesta a Tequesta Police/Fire-Rescue Advisory Committee to consist of three (3) residents of the Village of Tequesta appointed by the Village Council. This Ad Hoc Citizens Advisory Committee shall be in existence until September 30, 1991 . Section 2. The powers and duties of the Committee shall be advisory . to the Village Council and no right or claim in favor of any person or party to any proceedings shall accrue by reason of any action by the Committee. , Section 3. The Committee shall review and make recommendations to the Village Council regarding items pertaining to. the Tequesta Police Department and the Palm Beach County Fire-Rescue Department relative to a review of the forthcoming level of emergency medical training to be undertaken by the Police Department, the level of fire suppression training to be undertaken by the Police Department, the role of Palm Beach County Fire-Rescue in training the Police Department in emergency medical training and fire suppression, the interaction of the departments in training and service provision, the Police Department role in the Countywide Trauma Reporting Network and a general review of each department's budget as it relates to Tequesta. Section 4. The Committee shall elect a Chairman and a Vice- Chairman . from among its members. The Committee shall meet at regular intervals to be determined by. it and at such other times as the Chairman or Committee may determine, however, the Committee shall meet a minimum of one (1 ) time per month. The Committee shall keep a proper record of its actions and resolutions. Section 5. The Committee shall prepare and present to the Village Council at least one ( 1 ) report, however, nothing herein shall be construed to limit the Committee from submitting more frequent reports. The primary purpose of this Report shall be to make recommendations to the Village Council relating to the Committees assigned task relative to Police/Fire-Rescue. - 2 - THE FOREGOING RESOLUTION was offered by Councilmember who moved its adoption. The Resolution was seconded by Councilmember , and upon being put to a vote, the vote was as follows: FOR ADOPTION AGAINST ADOPTION • The Mayor thereupon declared the Resolution duly passed and adopted this day of June, A.D. 1991 . A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, CREATING -THE TEQUESTA CODE REVIEW COMMITTEE. WHEREAS, the Code of . Ordinances of, the - Village of Tequesta contain provisions relative to residential landscaping requirements and provisions relative to health and safety; and . WHEREAS, from time to time:, violations of these various codes occur within the Village of Tequesta creating the need for enforcement action; and WHEREAS, it has been suggested that the Code of Ordinances' within theareas of residential landscaping and health and safety be upgraded to enhance enforcement and :; appearance within the Village; and . , WHEREAS, a, concerted effort on the part of interested and knowledgeable citizens is needed to focus attention to issues related to residential.: landscaping p g and health and .� safety code matters. NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE 'OF TEQUESTA, AS FOLLOWS: Section` 1 . WHEREAS, Palm Beach County intends to construct a ' North ': 1 County q '(Te uesta) branch Library facility' within the I. jurisdictional boundaries of the Village of Tequesta pursuant ;. to its - promises 'prior to the referendum which 'posed the question of a 'special two ( 2) year tax- to provide funds for the construction program;. and Ir WHEREAS, . numerous ' planning considerations must be ' undertaken . prior, .to construction of the ,Library branch I facility; and II WHEREAS, a concerted review • effort on the , part of interested and knowledgeable citizens would be beneficial to the - 'Village of Tequesta and. the '.staff of Palm Beach County in! developing the proposed site for the.
