SUBJECT: Resolution No. 17-90/91; Agenda Item
The Village has received a Memorandum from the Palm Beach
Shakespeare Festival, copy attached, requesting a resolution
supporting the provision of a multi-purpose outdoor facility,
"Playhouse in the Park" at Carlin Park located in Jupiter. This
multi-purpose outdoor facility or amphitheater would be utilized
for plays, music and art festivals and as a special event site to
meet the needs of civic and community organizations. Such a
facility would prove to. be a major asset for the North County
community.
It is recommended that the Village Council adopt Resolution No. 17-
90/91 supporting Palm Beach County' s efforts to provide such a
facility.

A RESOLUTION OF THE VILLAGE COUNCIL OF THE
VILLAGE OF TEQUESTA, PALM BEACH COUNTY,
FLORIDA, SUPPORTING THE CONSTRUCTION OF A
MULTI-PURPOSE OUTDOOR FACILITY, "PLAYHOUSE
IN THE PARK, " AT CARLIN PARK, JUPITER.
WHEREAS, the provision of a multi-purpose outdoor
facility, "Playhouse in the Park, " would be a major
enhancement of our growing North County cultural community
life; and
WHEREAS, this facility could house acclaimed Shakespeare
Festival plays, acclaimed music and art festivals, serve as a
special events site to meet the needs of civic and community
organizations, and will enable accessible, on-going
activities and entertainments throughout the year; and
WHEREAS, the structure and site design is planned to
protect and enhance the ocean park environment and meet the
needs of civic and community organizations; and
WHEREAS, the current proposal for the facility envisions
the design and construction to be funded by Palm Beach
County; and
WHEREAS, Commissioner Karen T. Marcus, through the
Executive Producing Director of the Palm Beach Shakespeare
Festival, has respectfully requested the support of the
Village of Tequesta for the "Playhouse in the Park" project.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF
THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, AS FOLLOWS:
Section 1. The Village Council is supportive of the
efforts of Palm Beach County to provide for a multi-purpose
outdoor facility, "Playhouse in the Park" which will be a
major enhancement to the cultural and community life of
Tequesta and the North County area.
Section 2. The proposed site of Carlin Park, Jupiter
appears to be the only parkin the North County area capable
of housing special events of any real size and therefore
appears to be an appropriate choice for provision of the
proposed multi-purpose outdoor facility.
Section 3. The Village Clerk is directed to distribute
copies of this Resolution to the Board of County
Commissioners, the Town of Jupiter and the Jupiter-Tequesta-
Juno Beach Chamber of Commerce.
THE FOREGOING RESOLUTION was offered by Councilmember
, who moved its adoption. The Resolution
was seconded by Councilmember , and upon
being put to a vote, the vote was as follows:

and adopted this day of A.D. 1991.

It must be realized that this "playhouse" project will be utilized by any and
all interested parties as approved by its owner/operator, Palm Beach County
Parks and Recreation. It is not intended to be a special events site for any
one particular group, but to be uniformly shared by all.
At the request of Commissioner Karen T. Marcus, we respectfully ask of you
to submit a Letter Of Resolution stating your positive support of the "Playhouse
In The Park" project as a major enhancement of our growing cultural community
life. Please direct your Letter to the Palm Beach Shakespeare Festival, in
care of Executive Producing Director Kermit Christman.

RE: THE PALM BEACH SHAKESPEARE FESTIVAL PROPOSAL
This office has reviewed the proposal of the Palm Beach Shakespeare
Festival for locating an outdoor theatre for Shakespearean
productions in the southern portion of Carlin Park.
As you are aware, Carlin Park has long been recognized as the only
park in the north county area capable of housing special events of
any real size. In considering The Palm Beach Shakespeare
Festival 's proposal it was necessary to always focus on the
diversity of use which regularly occurs in Carlin Park and the
park's ability to handle those uses both jointly and individually.
As one of the County's busiest beach parks, with projections for
further increases in attendance, the available and planned
infrastructure dictated questioning as to whether the proposed site
was the most appropriate location for such productions. While
other parks may be developed in future years that would offer
opportunities for a more desirable location of the activities
proposed by Palm Beach Shakespeare Festival, Carlin Park is the
only park in the north county area currently capable of providing
space for such a proposal.
With that ' in mind, Carlin Park is seen as being reasonably
developed to provide additional special event capabilities. This
office would 'support some type -of facility to accommodate the -various performing arts to be part of that development. While
there are no capital dollars available for the construction of such
a facility, strong consideration would be given to working with
private groups for the funding of that construction in return for
• limited 'selecteduse of the site. However, as the public demand
for use of Carlin Park is so strong, there is no support for
providing exclusivity of use or facilities to any one group.
Additionally, the size and scope of any events held at such a
facility would need to. be limited to conform to the available
infrastructure.

recently received from Parks and Recreation Director Dennis
Eshleman. As you can see, Mr. Eshleman would be happy to work with
interested groups in an effort to provide a facility that could
accommodate the various performing arts. I would urge you to
contact Mr. .Eshleman to further discuss and pursue this proposal.
