Bradford, Village Manager 7 .---fr, DATE: April 18, 1991 SUBJECT: Ordinance Changing the Name of the Building Department to the "Department of Community Development"; Agenda Item 1 Currently, the Building Department engages in the following major activities: o Building permitting, including structural, electric, plumbing and mechanical. -o Code Enforcement o Occupational Licensing o Zoning o Planning Additionally, the Department handles all administrative aspects relative to the Board of Adjustment, Code Enforcement Board and the Community Appearance Board. The Department also administers( the Flood Plain requirements of the Federal Emergency Management Agency (FEMA) . As you can see, the name "Building Department" only covers one aspect of the Department functions. The general public often wonders, particularly during times of recession, why it is that staffing levels remain constant when building activity has apparently declined. This, of course, fails to recognize the extent of the Department responsibilities. Therefore, it is time to change the name of the Department to more accurately reflect its role. We 'lave chosen and recommend the new Department name to be the "Department of Community Development. " For comparison purposes, the following governmental entities use the name appearing below for the department encompassing these functions. Recycled Paper Memo: Village Council April 18, 1991 Page - 2 Governmental Entity Department Name Town of Jupiter Department of Community Development Village of North Palm Beach Department of Public Services Palm Beach County Planning, Zoning and Building Division We feel that the Department of Community Development name is most appropriate and it stays in keeping with that nomenclature chosen by our adjacent sister city to the south. The attached Ordinance formally accomplishes this name change. It is recommended that the Village Council adopt the same. TGB/jmm Attachment ORDINANCE NO. 423 AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, CHANGING THE NAME OF THE BUILDING DEPARTMENT TO THE DEPARTMENT OF COMMUNITY DEVELOPMENT; PROVIDING FOR SEVERABILITY; PROVIDING FOR CODIFICATION; PROVIDING FOR EFFECTIVE DATE. WHEREAS, pursuant to Section 3.07 of Article III of the Charter of the Village of Tequesta, there shall be separate departments as established by the Village Council by Ordinance upon recommendation of the Village Manager; and WHEREAS, the Village Manager has recommended changing the name of the Building Department to the Department of Community Development. NOW, THEREFORE, BE IT ORDAINED BY THE VILLAGE COUNCIL OF THE VILLAGE OF TEQUESTA, FLORIDA, as follows: Section 1. There is hereby created a Department of Community Development therein incorporating all functions of the Building Department. Section 2. The Department of Community Development shall be subject to the general supervision and control by the Village Manager. Section 3. If any provision of this Ordinance or the application thereof is held invalid, such invalidity shall not affect the other provisions or applications of this Ordinance which can be given effect without the invalid provisions or applications, and to this end, the provisions of this Ordinance are hereby declared severable. Section 4. Repeal of Ordinances in Conflict. All other Ordinances of the Village of Tequesta, Florida, or parts thereof which conflict with this or any part of this Ordinance are hereby repealed. Section 5. Codification. This Ordinance shall be codified and made a part of the Official Code of Ordinances of the Village of Tequesta. Section 6. Effective Date. This Ordinance shall take effect immediately upon its passage and approval, as provided by law. THE FOREGOING ORDINANCE was offered by Councilmember who moved its adoption. The Ordinance was seconded by Councilmember and upon being put to a vote, the vote was as follows: FOR ADOPTION AGAINST ADOPTION • - 2 - The Mayor thereupon declared the Ordinance duly passed and adopted this day of , 1991 .
