SUBJECT: Update on Matters Related to Martin County;
Agenda Item
The Connector Road, Tequesta Park and Water Surcharge issues,
as they relate to Martin County, are periodically discussed. It is
timely to discuss these issues since they are in some ways inter-
related.
Attached are three (3 ) separate reports, on the status of each
issue. A summary of each is as follows:
o Connector Road:
This project appears in both the Martin Comprehensive Plan
and the Martin County Five-Year Road Program for FY 91/92.
The remaining obstacle is right-of-way acquisition of land
leased by Girl Scouts.
o Tequesta Park: _
The handling of an Interlocal Agreement which would cause
Martin County to pay for its claim to eight (8) acres
(19.5%) of Tequesta Park appears to be in the hands of the
Martin County Park Department since we have heard nothing
further from them since January of this year. The Village
should formally request that this matter be fully concluded
with the execution of an Interlocal Agreement sufficiently
prior to the beginning of the next fiscal year so as to
amend proposed budgets accordingly. Failing a timely and
positive response from Martin County, the Village should
avail itself. of any legal options.

o Water Surcharge:
Martin County' s response to ,the Village Council requested
"negotiations" is to suggest the Village have a rate study
performed along with Jupiter and thereafter, present the
findings and recommendations to the Martin County Board
which may include a surcharge. Since it seems logical that
Jupiter would conduct a rate study to review expenses by
virtue of their new reverse osmosis plant, I would
recommend that the current surcharge stay as is, that the
current step rates remain the same and that our rates remain
the same until the anticipated Jupiter rate study is
completed to 'allow us to fully gauge the impact, if any,
upon the Tequesta Water Department. i would recommend that
to help effect further conservation that the current
residential step rates be made applicable to commercial
accounts as soon as such an Ordinance amendment can be
adopted.
