SUBJECT: Status of Martin County Connector Road
As you requested, this is to update you on the status of
the Martin County Connector Road. The project is referred to as
County Line Road (Extension) in some documents and as the South
County Connector Road elsewhere.
The design and construction of the Connector Road is
scheduled for FY 91/92 in both the Martin County Comprehensive
Plan and in the Martin County Five Year Road Program. Excerpts
from these documents are attached for your reference. The Martin
County Comprehensive Plan, Intergovernmental Element, also
includes a policy indicating that, "The County shall continue to
work on the final route, funding and implementation of the Village
of Tequesta connector road in a timely manner for the welfare of
all effected parties. "
I spoke with Martin County Commissioner Walt Thom about
this project last week and Mr. Thom indicated that he is
continuing to push for the project. His primary concern is the
opposition of the Girl Scouts, who lease necessary right-of-way
from the State of Florida. Mr. Thom said that he continues to .
work with the Girl Scouts to minimize the effect of the proposed
road on the Camp.,
To keep abreast of this project, we could monitor the
Martin County FY 91/92 budget preparation process. The
preparation of the FY 91/92 budget will presumably commence very
shortly, if it has not commenced already, and the fate of the
Connector Road next year may well be decided during that process.

1 . Policy: As an ongoing effort, the County shall coordinate with the
Department of Environmental Regulation in managing development and =�
conservation decisions in a way which protects the values and functions of
wetlands, spoil islands and submerged lands plus other shorelinetL
protection measures, as appropriate.
m. Policy: During October 1990 Martin County, in conjunction with the R�
municipalities and local community groups, shall become more involved in
the High Speed Rail route selection process and the possibility of
developing a rail stop in Martin County.
n. Policy: As an ongoing effort, Martin County shall request that the
Treasure Coast Regional Planning Council assist local governments in the
collection and centralization of socio-economic variables for long range
planning and project monitoring.
o. Policy: In 1991 , Martin County shall request that the Treasure Coast
Regional Planning Council 'assist the County in the development of an 14P0
in order to ensure input from and coordination with all affected agencies.
p. Policy: In 1994, Martin County shall request the assistance of the
Treasure Coast Regional Planning Council in locating hazardous waste
storage/transfer facilities and other waste management facilities.
q. Policy: During the 1990-1994 time period, Martin County shall seek
cooperative solutions to hazardous waste management problems through
active participation in the Treasure Coastal Council of Local Governments.
r. Policy: As an ongoing effort, the County shall coordinate with the
Treasure Coast Regional Planning Council regarding the provision of
affordable and specialized housing in the Treasure Coast region.
s. Policy: As an ongoing effort, the County's Public Works liaison with the
Florida Department of Transportation will monitor and encourage provision
of fishing access on or near all appropriate state and federal bridges.
t. Policy: Martin County staff shall attend meetings of other organizations
and agencies, as appropriate, in order to further the goals of the
Comprehensive Growth Management Plan.
4. OBJECTIVE L
The impacts of all planning and development activities proposed in the Martin
County Comprehensive Growth Management Plan shall be coordinated with
development activities in the municipalities, adjacent counties, the region
and the State.
a. Policy: After •Plan adoption the County shall file a written request with
its municipalities and each adjacent county to receive copies of all
applications and approvals for rezoning and/or land use amendments which
are contiguous to their borders.

b. Policy: After Plan adoption the County shall notify, in writing, the Town
of Ocean Breeze Park, Sewall ' s Point, Jupiter Island, the City of Stuart,
adjacent counties and adjacent cities of all applications and approvals
for rezonings, land use amendments, and large scale site plan approvals
which are contiguous to their borders.
c. Policy: During 1990 the County shall encourage the creation of liaisons
between the state regulatory agencies and the County.
d. Policy: By June, 1991 the County shall identify annexation issues that
Pertain to each of its municipalities. After the identification of these
issues Martin County, through its Local Planning Agency, shall invite
representatives from the affected municipality to participate in workshop
meetings on these issues.
e. Policy: The County shall continue to work on the SR 7 and Central
Boulevard extension projects and long range planning for the High Speed
Rail and Regional Aviation Facility.
f. Policy: The County shall continue to work on the final route, funding and
implementation of the Village of Tequesta connector road in a timely
manner for the welfare of all affected parties.
g. Policy: Martin County shall utilize the informal mediation process of the
Treasure Coast Regional Planning Council for resolving conflicts with
other local governments.
5. OBJECTIVE
By October, 1990, Martin County shall establish a concurrency management
system that includes coordination procedures for establishing and maintaining
levels of service standards for public facilities operated by federal , state,
regional or local entities other than Martin County.
a. Policy: The County shall coordinate the timing, location and capacity of
public facilities to ensure that required services will be available when
needed and are economically feasible.
b. Policy: The County shall establish a task force of the City of Stuart and
County representatives to review their concurrency management coordination
process regarding concurrency management. Levels of service must be
coordinated by both levels of government.
c. Policy: In 1991 , the County shall create a program to initiate better
coordination mechanisms with both privately owned and governmentally owned
utilities in Martin County (i.e. Hydratech Utilities, Indiantown Company,
City of Stuart - Water and Sewer Department, Hobe Sound Water Company,
Martin Downs Utilities, The Village of Tequesta - Water Department and
ENCON).
d. Policy: By October, 1990, develop an interlocal agreement with the School
Board and the City of Stuart that governs the joint use of recreational
facilities in order to provide additional facilities to meet County level
of service standards.
