MEMORANDUM
TO: Village Council
FROM: Thomas G. Bradford, Village Manager .37
DATE: March 7, 1991
SUBJECT: Authorization to Close Tequesta Drive from Mars Avenue
to Seabrook Road on Sunday, April 14, 1991, for
Tequesta Fest 91
Tequesta Fest 91 is proposed to be the first annual
event to celebrate the heritage, pride and spirit of the people
of Tequesta that is reflected in their activities in the arts,
music, theatre and literature. The event is co-sponsored by
the Village of Tequesta and the Lighthouse Gallery and School
of Art. In order for the event to be enjoyable for the entire
family, we need to capture the same enthusiasm and excitement
noted at the annual arts and crafts festival .
Faye Schrecengost, Executive Director of the
Lighthouse Gallery, has suggested that we close Tequesta Drive
as is done for the arts and crafts festival, to provide for a
more safe environment to the visitors to Tequesta Fest.
It is recommended that the Village Council grant this
permission for Sunday, April 14, 1991, subject to the proviso
that all traffic control measures be done to the satisfaction
of the Tequesta Police Department.

PROPOSAL - "TEQUESTA FEST 1991"
"Tequesta Fest ' 91" is to be an annual event to elebrate the heritage,
pride, and spirit of the people of Tequesta that is reflected in their
activities in the arts, music, theater, and literature. The Village
of Tequesta and the Lighthouse Gallery and School of Art will sponsor
this first celebration and welcome the involvement and participation
of all of the people of Tequesta and the surrounding area in striving-
to keep this cultural awareness alive and growing.
It was agreed that we should make the event enjoyable for the entire
family, particularly the young people. To do this we need to capture
the same enthusiasm and excitement that was apparent in the recent
Lighthouse Gallery Art and Crafts Festival.
The event will be held at the Gallery Square North parking lot on
Sunday, April 14, 1991. The high school students art will be displayed
around the square along with selected food and refreshment stands.
Festivities will begin at 11 a.m. and end at 5: 30 p.m. "Tequesta Fest ' 91"
will be opened by the Jupiter High School R.O.T.C. accompanied by music.
There will continuous entertainment throughout the day at both the square
and Village on the Green. The "Georgia Cracker" and his horse will be here
to give a historical presentation and indian lore. The Police and Fire
Departments have agreed to bring equipment and give lectures and
demonstrations. The local merchants will be open to support this event.
There will also be local information and service booths , i.e. , Jupiter/
Tequesta/Juno Chamber of Commerce, Loxahatchee Historical Society and
Travelers Palm Garden Club. A poster competition is planned and a
member of the Lighthouse Gallery has offered a $500 . 00 a year scholar-
ship to the high school senior who presents the best poster. If it
can be underwritten, "Lolly the Trolley" will be used to transport
visitors to and from the site in order to alleviate parking problems.
We think it is best to begin with one compact program that is easier
to arrange and supervise. It is better to start small, do it well and
then add to the event each year.
It is estimated that a budget of at least $2500 . 00 plus private
donations would be required to fund the "Tequesta Fest ' 91. "
Since we are working with some difficult time constraints, we request
immediate approval if this is event is to be held this year.
