CALL TO ORDER AND ROLL CALL The Tequesta Community Appearance Board held a regularly scheduled meeting at the Village Hall, 357 Tequesta Drive, Tequesta, Florida, on Wednesday, November 28, 1990. The meeting was called to order by Chairwoman Leslie Cook at 9: 35 A.M. Community Appearance Board members present were: Chairwoman Leslie Cook, Vice Chairman Paul Coben, and Ruth Maitland. Steve Kennedy, Deputy Building Official, sat in for Scott Ladd, Clerk of the Board. II. APPROVAL OF AGENDA The Agenda was approved as submitted. III. APPROVAL OF PREVIOUS MEETING MINUTES A) October 24, 1990 Meeting Minutes were approved as submitted. B) October 31, 1990 Meeting Minutes: Page 3, under B) change "not problems with the sign. " to 'no problems with the sign. ' The Minutes were approved as amended. Community Appearance Board Meeting Minutes November 28, 1990 Page 2 IV. NEW BUSINESS A) An application from Tequesta's Ale "N" Sports Grille, 243 U.S. Highway One, South (Village Square Shopping Center) to change the face of an existing 30" x 24' wall sign and to put a 4' x 12' putting green in an existing 8' x 16' planter area. Mr. Hal Stankard was in attendance as representative of "Tequesta's Ale "N" Sports Grille". The Board agreed that the sign and putting green should be considered as two separate items. The sign will remain the same size as the previous sign, only with the insert changed to read "Tequesta's Ale "N" Sports Grille" with orange translucent letters on turquoise translucent background. The Board felt a white background would cause the sign to be more vivid. Mr. Stankard stated he would be willing to change the sign to a white background, if the Board so decided. Paul Coben moved that the sign be approved as submitted, with the option left to applicant whether to change the sign background to white or leave it turquoise. Ruth Maitland seconded the motion. The vote was: Ruth Maitland - for Leslie Cook - for Paul Coben - for the motion was therefore passed and adopted. Mr. Stankard explained he desired to have something in front of his facility on busy evenings while customers are waiting for tables. His plan is to find a hardy shrub-like plant to create a hedge in a horseshoe effect. Chairwoman Cook suggested that Ilex is a small-leafed, virtually indestructible plant, which can be shaped to desire. The Board suggested that Mr. Stankard draw up a specific plan for the putting green and plantings and present it at another time to the Community Appearance Board. He agreed. Community Appearance Board Meeting Minutes November 28, 1990 Page 3 Paul Coben moved to table the putting green issue until the Board receives a plan from the applicant. Ruth Maitland seconded the motion. The vote was: Ruth Maitland - for Leslie Cook - for Paul Coben - for the motion was therefore passed and adopted. V. UNFINISHED BUSINESS There was no unfinished business. VI. ANY OTHER MATTERS A) Ruth Maitland asked if the Hart Realty sign at the entrance of Tequesta Drive was in compliance, since it appeared to be bright and blinding for that location, and detracts from the beauty of the entranceway to Tequesta Drive. Steve Kennedy informed her that the sign was approved years ago. All signs in Tequesta, however, will have to meet Ordinance No. 381 requirements after the amortization period. B) Paul Coben stated that he had noticed four cars parked in front of the Classic Cars facility, previously the shoe repair shop. It was his remembrance that no cars would be displayed on the premises, except for one inside the showroom. Steve Kennedy stated that is clearly an unpermitted use, and the situation would be remedied. C) Chairwoman Cook stated she would like to write a letter to the property owners of building 308 on the corner of Tequesta and Cypress Drives to mention to them their need of attending to their landscaping. Steve Kennedy stated that letters would be sent out this week via registered mail to all Tequesta property owners with a copy of the new Landscape Ordinance No. 377 enclosed, informing them of their obligation to bring their property into compliance by the amortization date. Community Appearance Board Meeting Minutes November 28, 1990 Page 4 Mr. Kennedy suggested the Board wait until the property owners receive those letters before receiving any other letters from the Board regarding upgrading landscaping. The Board concurred. VII. ADJOURNMENT There being no further business before the Board, the meeting was adjourned at 10: 30 A.M.
