Hall, Water System Manager DATE: January 18 , 1991 SUBJECT: Fire Hydrant Maintenance In response to comments stated by a resident at the Village Council meeting of January 10, 1991 , relative to fire hydrants out of service, I would like to offer some information and factual data. Within the past year the Village Water Department has reached its complement of personnel for the distribution system. It is during this time we have accelerated our fire hydrant maintenance program attempting to correct deficiencies which have existed in some cases for twenty years. Because of our system work load,: we are still somewhat reactive, but gaining ground quite readily. Our program consists of inventory, (we now have nearly 400 hydrants) painting and correcting any deficiencies found and annual flushing is scheduled in conformance with A.W.W.A. Standard and Palm Beach County Environmental Control Rule II. To enhance our program, computer software has been recently ordered. With regard to totally inoperable hydrants,. to the best of our knowledge we do not have any hydrants from which water cannot be extracted. We have many hydrants requiring various maintenance items from poor access to steamer connections being too low, but all of them operate to some degree. On Friday morning, January 11, 1991 , Greg Spencer and I placed a call to Mr. Neal Baluha, Water Supply Officer for Palm Beach County Rescue, to request a copy of the referenced twenty-seven hydrant list. Mr. Baluha indicated he was unaware of any such list. The latest list in his possession was that of a couple of weeks ago in which he notified my office of six hydrants which needed attention, all of which have been repaired. Page 2 January 18, 1991 Fire Hydrant Maintenance At this point I probably should clarify the notification process between Fire Rescue and the Village. When Station 11 finds something they dislike about any particular hydrant they send a list to their Water Supply Officer who in turn either sends me copy or speaks to me directly by phone. We then correct any deficiencies to the satisfaction of the Water Supply Officer and he then inspects our finished work. I went to Station 11 at 11:45 am the same Friday and requested a list of hydrants requiring maintenance and I was provided a list with twenty-two hydrants . This list was dated November 30, 1990 . As of today' s date the Fire Rescue Water Officer still has not received this list. A copy of this list is attached for your information. I personally accompanied distribution personnel on Friday, January 11th, in the afternoon to check the status of hydrants around Tequesta Shoppes. Our investigation revealed the Fire Rescue list was correct. and only one hydrant could not be operated. This particular hydrant was on our list, parts were previously ordered and this hydrant was repaired on January 16, 1991.
