CALL TO ORDER AND ROLL CALL The Tequesta Community Appearance Board held a regularly scheduled meeting at the Village Hall, 357 Tequesta Drive, Tequesta, Florida, on Wednesday, May 29, 1991. The meeting was called to order by Chairwoman Leslie Cook at 9:35 A.M. Community Appearance Board members present were: Vice Chairman Paul Coben, Claudette Dalack, and Lou Ann Hinds. Scott Ladd, Clerk of the Board was also in attendance. II. APPROVAL OF AGENDA The Agenda was approved as submitted. III. APPROVAL OF PREVIOUS MEETING MINUTES A) April 17, 1991 Meeting Minutes were approved as submitted. O Community Appearance Board Meeting Minutes May 29, 1991 Page 2 IV. NEW BUSINESS A) An application from Joan McEntee & Tom Doetzer, Image Signs, to change the face of an existing 60 square foot wall sign at 243 U.S. Highway One, South, to read: "Tequesta's House of Fine Food & Spirits", formerly Tequesta Ale & Sports Grille. Tom Doetzer and Charlie McEntee were in attendance in representation of the above-referenced application. Mr. Doetzer explained that the restaurant under new owner and new name would have a theme of the Tequesta indian, with each room named accordingly. It would now be a family restaurant, with no sports theme. A rendition of the proposed sign was presented with peach background to match the color of the building with teal lettering. Paul Coben moved that the application be approved as submitted with the understanding that the peach background color of the sign would be the same as the building, or perhaps a shade darker. Claudette Dalack seconded the motion. The vote on the motion was: Paul Coben - for Claudette Dalack - for Lou Ann Hinds - for Leslie Cook - for the motion was therefore passed and adopted. Community Appearance Board Meeting Minutes May 29, 1991 Page 3 B) An application for the Village of Tequesta for the landscaping of the U.B. Highway One median. Village Manager Tom Bradford, Parks & Recreation Department Head, Gary Preston, and Ruth Perry of George Gentile & Associates were in attendance in representation of the above- referenced application. Mr. Bradford explained that this is the U.S. One median project which was one of the recommendations which came out of the Planning Commissions which the Village had approximately five years ago. In 1987 or 1988 the Village put into their capital improvement budget the cost of landscaping medians from CR 707 to County Line Road. This year the project is ready to begin, and approval is needed from the Community Appearance Board relative to the design and plan. However, all plans may not be able to be carried out immediately, since St. Jude is about to present a site plan for their new building which will have an effect on the median at their entrance, and development to the north in an area seeking to annex into the Village may have an impact on the median in that area. Another variable may be money. Although the monies are already set aside for this project, project costs could exceed the allotted funds. Ruth Perry explained the plan to the Board and presented drawings of the medians which will be effected. The medians will be, landscaped with trees, shrubs and groundcovers. Most of these medians have mountable curbs, on which the Department of Transportation (DOT) has strict regulations - trees cannot be more than four inches in diameter. Therefore, species chosen for this project are Tree Ligustrum and Wax Myrtles. These medians will basically resemble the median on Tequesta Drive. The median with a six inch raised curb will have Laurel Oaks. The plant material to be used is 60% native. A watering system will be set up for the medians. The Village will jack and bore the medians-this year, since a good cost rate has been given for this portion of the project. Also included in the budget this year is a sign (such as that at U.S. One and Tequesta Drive) to be located across the street from Lighthouse Restaurant announcing entrance. into Tequesta. Eventually, there will be a similar sign at the southwest corner of County Line Road and U.S. One. Claudette Dalack felt this project was well planned. Community Appearance Board Meeting Minutes May 29, 1991 Page 4 Lou Ann Hinds moved to approve the application as submitted. Claudette Dalack seconded the motion. The vote on the motion was: Paul Coben - for Claudette Dalack for Lou Ann Hinds - for Leslie Cook - for the motion was therefore passed and adopted. VI. UNFINISHED BUSINESS There was no unfinished business. VI. ANY OTHER MATTERS Leslie Cook asked if any weeding was planned for the front of the Village Hall. Village Manager Bradford stated that it could be done right away. He further explained that it is being contemplated, after the Library is finished, of trying to re-do the whole Village Hall parking lot. Leslie Cook stated it would be good to see the area on the south side of the railroad tracks improved. Mr. Bradford reported that the FEC has sent the Village a lease agreement to extend the present permit for beautification of that area about 100 feet north and south of the center line for Tequesta Drive. He reminded the Board that the FEC wants no visual impairment there - no trees - only low landscaping. Community 'Appearance Board Meeting Minutes May 29, 1991 Page 5 VII. ADJOURNMENT There being no further business before the Board, the meeting was adjourned at 10: 30 A.M.
