VILLAGE OF TEQUESTA
PUBLIC HEARING
MEETING MINUTES
JULY 1 8 , 1 9 9 1 ,
I. The Tequesta Village Council held a scheduled Public Hearing
at the Village Hall at 357 Tequesta Drive, Tequesta, Florida,
on Thursday, July 18, 1991. The meeting was called to order
at 7: 00 P.M. by Councilmember Earl L. Collings. A roll call .
was taken by the Recording Secretary, Fran Bitters.
Councilmembers present were: Edward C. Howell, William E.
Burckart, and Earl L. Collings. Mayor Joseph Capretta and
Vice Mayor Ron T. Mackail were on vacation. Village Staff
present were: Thomas G. Bradford, Village Manager. Also in
attendance were Bill Kascavelis, Finance Director, Departments
Heads and Village Attorney John C. Randolph.
II. INVOCATION AND PLEDGE OF ALLEGIANCE
Councilmember William E. Burckart gave the Invocation and led
those in attendance to the Pledge of Allegiance to the
American Flag.
III. PUBLIC HEARING
A) TEQUESTA PARK IMPROVEMENTS PROPOSED PURSUANT TO THE
FLORIDA RECREATION DEPARTMENT ASSISTANCE PROGRAM 1991-
1992.
1) Acknowledgement of Proof of Publication of Public
Hearing. Village Manager Bradford explained that
the Grant requirements of the State of Florida
include a Public. Opinion Survey, done by the Village
through the July Village Newsletter, a Public
Hearing to present the proposal and receive public
comments, an Advisory Board review which will be
done by the Community Appearance Board in July, Site
Plan Drawings and a cost estimate done by
professionals.

The proposal is that the, Village is seeking a 50/50
grant from the State of Florida to enhance and
replace the field lighting at Pennock Field and to
pave the parking lot with asphalt which serves the
entire park. If the grant is secured, the Village
will save approximatelyi $130, 000-$140, 000.
Proof of Publication of advertising this Public
Hearing was in hand. There were several responses
from the Newsletter article, with six responses in
favor, and those who were against did not feel these
monies should be spent on Tequesta Park.
Councilmember Howell stated he had received a
comment from a citizen 'who felt monies should not
be spent on lighting 1when the playgrounds are
unsafe.
2) Review of Tequesta Park' Improvements Proposed.
Richard Staudinger, of Gee & Jensen Engineering,
presented an aerial photograph of the existing
Tequesta Park area, the Site Plan and cost estimates
relative the proposal to be submitted. The
photograph depicted the existing shell-rock parking
lot area, eight wooden poles on the existing field.
Presently the drainage in the parking lot washes
off; there is no formal swale, ditch, or piping
system.
Councilmember Collings asked how much use each of
the fields have (tennis, baseball, etc. ) . Gary
Preston, Director of Public Works and Recreation
answered that the baseball field is used
approximately ten months of the year; however, that
greatly changed this year, due to poor condition of
the fields.
A member of the public inquired as to how many
Tequesta residents actually use the park, since most
cars that park there have Martin County plates. Mr.
Bradford answered that that percentage was not
known. However, since this park is to be open to the
public by virtue of the Village's lease, people from
throughout the State of Florida use the park. The
Village is working with Martin County to try to get
them to contribute to some of the operating expenses

of the park. As yet, that endeavor has not been
successful.
Another member of the public suggested that the
monies be used to build up the U.S. Coast Guard
property on Highway One instead of being used at
Tequesta Park. Mr. Bradford reminded the public
that the Coast Guard property may not be resolved
(for years.
Mr. Staudinger continued to describe upgrades to the
park: new concrete-based light poles, drainage
swale, retention area, small drainage swale in
center islands; all side slopes on ditches will be
one foot depth maximum.
3) Public Comments.
Jay Hunston, President, Jupiter-Tequesta Athletic
Association, JTAA, stated that approximately 20% (or
520 members) of JTAA participation is made up of
Tequesta residents, ages 5-16 years old. He
explained that though JTAA used to be a primary user
of Tequesta Park, many games are no longer held at
Tequesta Park because of the safety hazards there
(i.e. , wooden telephone poles are a safety hazard,
lighting is poor, the surfaces of the playing fields
consistently deteriorated and need improvement,
etc. ) , and recommended improvements be made as
contemplated. Mr. Bradford stated that improvement
of the playing fields was not part of the grant
application. That would have to be handled through
operating budget. Mr. Bradford further stated that
Village liability covers anything that would happen
at Tequesta Park.
Mr. Preston pointed out that the biggest problem at
the park today is the parking lot. Whenever there
is a heavy rain, the parking lot stands in 3-6
inches of water. Because of this and the shell-
rock conditions, all Pine trees in the parking lot
have been lost. The playground is being addressed
in FY 92 budget.

Mrs. Pat Kloiber stated that parents are given great peace of
mind to know that their children and grandchildren are at the
park, as opposed to running free elsewhere. She stated she
would like to seeanything and everything done to improve and
enhance Tequesta Park.
Lou Ann Hinds asked if the back, fenced portion of the Park
is a safe area. Police Chief Carl Roderick stated that it is
the responsibility of Martin County Sheriff to patrol Tequesta
Park. The Park entrance is chained off at dusk.
Bill Shannon urged the support of the Village regarding the
upgrade of Tequesta Park and stated he was strongly in favor
of better recreational facilities for the Village. He further
stated he was hopeful that Constitution Park would still be
a reality in the not too distant future.
VI. ADJOURNMENT
Councilmember Burckart moved to adjourn the meeting.
Councilmember Howell seconded the motion. The vote on the
motion was:

William E. .Burckart - for
Edward C. Howell - for
the motion was therefore passed and adopted.
The meeting was adjourned at 7: 30 P.M.
