SUBJECT: Bid Award Recommendation for Drilling of Well 24;
Agenda Item
Bids were opened on July 18, 1991 for the drilling of Well 24
located adjacent to the Children's Psychiatric Hospital in southern
Martin County. Seven (7) firms responded with All Webb's
Enterprises, Inc. of Jupiter, Florida, being the low bidder in the
amount of $21,800. The Village engineer has reviewed the
qualifications of All Webb's and recommended award of the project to
the same. The Village has worked with All Webb's in the past and
found them to be a reputable operation.
Please note that this cost represents only the drilling of Well 24
and not any of the equipment and pumps associated therewith.
Based upon the foregoing, it is recommended that the Village Council
award the drilling of Well 24 bid to All Webb's Enterprises, Inc. of
Jupiter, Florida in the amount of $21, 800.

SUBJECT: Recommendation of Bid Award for Drilling of Well 24
Please find attached a letter of recommendation from Bill Reese
of R.M.A. regarding the drilling of Well 24 which is located
northeast of Sandy Pines facility in Martin County.
Also attached is the actual bid tab sheet from bid opening on
July 18th.
We would like Council to recommend award to All Webb' s
Enterprises , Inc. , of Jupiter at their August 15th meeting. Should
Council have any questions for the engineer, Mr. Reese will be in
attendance at that meeting. •

Dear Mr. Hail:
On July 18, 1991 seven bids on the referenced project were
received. A summary of the results is as follows:
All Webb's Enterprises, Inc. $21,800
Meredith Corporation $31,236
McGregor Pump Company, Inc. $32,008
Southwest Water Wells, Inc. $37,000
American Drilling, Inc. $39,700
Diversified Drilling, Inc. $40,995
Layne Atlantic, Inc. $45,488
We have requested, and received, qualifications from the low
bidder. Copies are attached. We have reviewed the information
and found it to be in order. The low bid price is extremely
attractive and well below the estimated amount. Based on the
above, we recommend award of the project to All Webb's
Enterprises, Inc. in the amount of $21,800.
Please advise if Council elects to accept the recommendation
and we will proceed to prepare contract sets for execution.

Accompanying this proposal is a certified or cashier's check
or a bid bond in the amount' of $ 1,090.00 (not less than
5% of the bid) made payable to the Village of Tequesta which
is to be forfeited as liquidated damages, if, in the event
this proposal is accepted, the undersigned fails to execute
the agreement and furnish and pay for satisfactory
performance and payment bonds under the conditions and within
the time specified in the proposal; otherwise said certified
or cashier's check or bid bond is to be returned to the
undersigned.
The undersigned agrees that within ten days from the date of
acceptance of this proposal , to execute the agreement and
furnish and pay for satisfactory performance and payment
bonds, in the full amount of the Contract price, guaranteeing
the faithful performance of the work- and payment of bills .
The undersigned also agrees to substantially complete the
Work within 90 days after the date when the Contract Time •
commences to run and to be completed and ready for final
payment--within 90 days after the Contract Time commences to
run.. .
The undersigned further agrees to reimburse the Owner, as
liquidated damages for each calendar day elapsing between the
date herein specified as the date of final completion and the
actual date of such final completion of the Contract Work the
amount of $200 per calendar day.
