SUBJECT: Bid Award; 2 Million Gallon Storage Reservoir;
Agenda Item
As you know, the Village previously advertised for bids to construct
a 2 million gallon storage reservoir at the Village Water Treatment
Plant facility pursuant to the Master Site Plan for that facility.
On July 16, 1991, bids were opened for the proposed Storage Tank
Project. The bids were:
o Crom Corporation - - $499, 469.00
o Precon Corporation - $566,952.00
These two companies represent the only major entities involved in
the construction of these types of facilities in the Southeastern
United States. The bids received are extremely favorable,
representing competition brought on by the current economic downturn
and the fact that the Crom Corporation anticipates constructing a
similar facility for the City of West Palm- at the same time,
minimizing start up costs.
The engineer has recommended award of the project to Crom
Corporation. Funds are available in the current fiscal year budget
and the proposed fiscal year budget to undertake this important
work.
It is recommended that the Village Council accept this
recommendation and award the project to the Crom Corporation in the
amount of $499, 469.00 pursuant to their bid submittal of July 16,
1991.

SUBJECT: Recommendation For Bid Award, Two Million Gallon •
Storage Reservoir
On July 16 , 1991 , at 10 : 00 am, two sealed bids were received and
opened for the above proposed storage tank. Bid tabulation is as
follows:
Crom Corporation - $499, 469. 00
-Precon Corporation - $566, 952. 00 -
Mr. Reese has reviewed the qualifications from low bidder, copies
of which are attached, and he has found all to be in order. He
therefore recommends the Village of Tequesta accept low bid for this
project.
I would appreciate it if this could be placed on the August 15
Council - Agenda for their recommendation and - bid award to the Crom
Corporation in the amount of $499, 469. 00. Mr. Reese will be in
attendance at that meeting should the Council have any additional
questions .

project. The results are as follows:

We have requested, and received, qualifications from the low
bidder. Copies are attached. We have reviewed the information
and find it to be in order. In addition, the bid amount is well
below the estimated and budgeted amount. Based on the above, we
recommend award of the project to Crom Corporation in the amount
of $499,469.
Please advise if Council elects to accept the recommendation
and we will proceed to prepare contract sets for execution.

Dear Bill:
Please find enclosed most of the items requested in your letter to us dated July 17,
1991. We have enclosed our balance sheets for the years 1989 and 1990 which should fulfill
the requirements set forth in Section 1.07 of the specifications. We have also enclosed our
Record of Experience which lists all of the tanks we have ,built since 1952.
I will be the Professional Engineer preparing the drawings and visiting the site. We
will also have other members of our staff visiting the site for quality control, training, and
safety meetings. ,
Since we have not yet received our Notice to Proceed and scheduled a crew, we are
not certain which of our superintendents and crews will be on the job. I have, however,
enclosed a copy of a typical certificate which we award to our nozzlemen certifying that they
are certified by the Concrete Materials Engineering Counsel in accordance with guidelines by
ACI Committee 506.
I hope you and the Village personnel are as pleased as we are that we were the low
bidder. We look forward to working with you on this project and are confident that you
and the Village of Tequesta will be pleased with our tank. Please let us know if there is
anything further you should need from us at this time.

In accordance with specification requirements stated in Section 03460 paragraph 1.03,
we will staff the Tequesta project with one of the following superintendents: Bruce Anders,
Fred Bentley, Bill Greene, Leroy Harmon, Wade Holloway,.John Martignago, Harold
McKeown, Kevin Mosesso, Chuck Nealis, Lofton Prince, Dave Westover, Gene Thomas. All
of these gentlemen have more than five years experience and 'ten tanks as a supethatendent,
We will also staff the project with at least one of the following nozzlemen and tankbuilders, •
which have a minimum of five years experience and ten tanks as an ACI 506 certified
nozzleman (see attached list).
As soon'as we have received our Notice to Proceed and scheduled the project, we .
will be more specific as to the superintendent and crew to be used on this project. In the
meantime, I believe the above should satisfy the requirements of the specifications.

Dear Tom:
Thank you for allowing us the opportunity to offer a proposal on the above
project. By encouraging competition among the two prestressed tank constructors
in the state of Florida, the Village should receive a quality prestressed tank at the
most cost effective price.
By setting up a contract as a direct bid to the Village,your consulting engineer
permitted the project to be built without the utilization of a "general works"
contractor. It has been our experience that the cost savings realized, without the
typical general contractor's markup of between nine and fourteen percent, can be
utilized by the Village for other needs.
We regret that we did not have the low proposal for this particular project,
however, we trust you will allow us the opportunity to bid on your next project
involving a prestressed tank.
Thank you again for encouraging competition. I look forward to meeting with
you in the near future on my next visit to the West Palm Beach area.
