Consider Approval of Chen Moore and Associates (CMA) Work Authorization for Water Treatment
Plant Process and Control Improvements Amendment #3 for $40,790
The Village of Tequesta Utilities Department (UD) recommends approval of a work authorization (WA) with
Chen Moore and Associates (CMA)/Wright-Pierce for a third amendment to the original work authorization for
"Water Treatment Plant Process and Control Improvements" (Project) for $40,790. The request is to add
variable frequency drives (VFDs) to the existing transfer pumps and upgrade the SCADA system software to
VTSCADA instead of Wonderware.
The UD/ consultant team is pushing to continue our internally-imposed deadline to have all plans and
specifications for the Project accurately completed and submitted to the Florida Department of Environmental
Protection (FDEP) for their May "Request for Inclusion" meeting. This meeting considers projects submitted to
FDEP for state revolving fund loan (SRF) funding approval and once the Project is approved, the UD will be
ready to bid the Project.
Background on Request for Amendment#3 on the Original Work Authorization
During internal review of the 90% design plans and specifications, plant staff identified flow and control
concerns with the existing transfer pumps, which right now, are either "on" or "off." The UD review team
expressed a concern about a possible scenario in which the two million-gallon water storage tank was offline
due to service and whether the designed configuration could adequately pump water to high-service pumps #5,
6, and 7 without VFDs. The VFDs would provide the means to program the "on" and "off' sequencing of the
pumps and will provide accurate and consistent flows to the proposed instrumentation. During our 90% design
workshop with the consultant, they confirmed that adding the VFDs to the transfer pumps would allow them to
operate smoothly and efficiently with the existing and proposed process and control improvements. The new
VFDs will provide a steady product feed to HS pumps #5, 6, and 7.
During the consultant online workshop, we discussed the existing SCADA system hardware and Wonderware
software and proposed upgrades. Because of previous successful experience with migrating legacy software
to VTSCADA, the utilities director asked the consultant's opinion on VTSCADA by Trihedral. The consultant
indicated that Wonderware and VTSCADA are both excellent SCADA software packages. However, the
consultant finds VTSCADA superior in that modifications can be deployed over the SCADA network, the
parent/child use in templates helps differentiate it from Wonderware, SCADA computers can be configured as
either Servers or Clients, and most of all, alarming is fully integrated into the software eliminating the need for
third-party alarming software. Local support in the Tequesta area appears to be superior as well. Based on
those benefits, the UD team asked CMA to modify the design and specifications to include VTSCADA.
Please see the attached scope of services for more details. Attached are the following historical documents for
the Project:
• October 14, 2021 — work authorization (WA) to CMA/ Wright-Pierce for the Project — water treatment
plant improvements - process and pump efficiency improvements - $241,000

building to support increased loads from the new VFDs for high service pumps #1 through #4 - $14,600

hydraulics for high-service pumps #5, #6, and #7 - $557400
The item under consideration is WA amendment #3, which requests adding VFDs to the existing transfer
pumps and upgrading the SCADA system to VTSCADA instead of Wonderware for$40,970.
Funding for the work authorization will come from the Water Fund: Capital Outlay: 401-411-663.632
Architecture & Engineering. There is $95,936.73currently remaining in the account.

PROJECT TITLE: Water Treatment Plant Process and Control Improvements Amendment#3
This Work Authorization, when executed, shall be incorporated in and shall become an integral
part of the Agreement for Professional Services dated September 10, 2021, between the Village of
Tequesta ("VILLAGE"), Chen-Moore & Associates ("CONSULTANT"), and Wright-Pierce
(SUB CONSULTANTS) hereafter referred to as the Agreement.
I. PROJECT DESCRIPTION
The Village of Tequesta (Village) requested the Chen Moore and Associates, Inc. (CMA) team
to perform professional services required to implement improvements to the Water Treatment
Plant (WTP), with an agreement dated, November 12, 2021, Amendment No. 1 dated July 20,
2022, and Amendment No. 2 dated July 6, 2023. Wright-Pierce, Inc. (W-P) is providing services
to assist CMA with this project.
During the design of the improvements, it has been determined that additional professional
services are required for the work. The Village has requested an amendment for services that
generally include process, automation and electrical engineering as required to design
modifications to incorporate variable frequency drives (VFDs) to the existing Finished Water
Transfer Pumps and to upgrade the existing SCADA system with VTScada. These improvements
will help reduce the starts/stops on the transfer pumps and provide a means to allow the ground
storage tank (GST) to be bypassed. Additionally, replacing the existing SCADA system with an
' off the shelf' style system will allow the Village to get competitive pricing on SCADA services,
more reliable and quicker response when issues arise, and eliminate existing SCADA concerns
about historical trending, report exporting, and control strategies.
The scope of services shall be comprised of the following tasks:

II. SCOPE OF SERVICES
TASK 1 —Project Management and Meetings
A. Project Management
The CONSULTANT and SUBCONSULTANT will perform project management activities
for the project. The activities include contract administration,budget management, invoicing,
monthly status reports, scheduling, and coordination with the Village.
B. Meetings
SUBCONSULTANT will attend a 90% Design Review Meeting, virtually, to discuss
comments on the updated 90%design submittal. SUBCONSULTANT will prepare a meeting
agenda and meeting summary.
TASK 2— Support Services
No additional services are included.
TASK 3 —Final Design Services
The additional final design efforts will be for the HVAC and electrical requirements for the existing
Maintenance Building for the addition of VFDs for High Service Pumps Nos. 1-4.
A. 60% Design
No additional services are included.
B. 90% Design
The CONSULTANT shall provide additional design services to modify the latest 90% design
submittal. CONSULTANT shall provide coordination, quality management, and technical
review and provide an updated set of 90% design documents, consisting of the following:
1. Add variable frequency drives (VFDs) to the existing Finished Water Transfer Pumps.
• The existing pumps will be reviewed to determine if they have inverter-duty rated
motors or if they will have to be replaced.
• CONSULTANT will perform the design to add an outdoor VFD control cabinet,
outdoors, near the clearwell, that will consist of a NEMA 4X, full-standing enclosure
with sunshields, VFDs, and an air conditioning unit.
• The CONSULTANT will determine if the existing MCC buckets can be reused

for the VFDs prior to designing a new, outdoor panel.
• The design will include updates to the site plan, riser diagram, cable schedules,
schematics, Network Diagram and Loop drawings, and specification revisions.
2. Update the specifications to include provisions to replace the existing SCADA system
with VTScada.
• CONSULTANT will update the specifications such that the selected contractor can
obtain the services of a system supplier for the new control system programming.
• Update the control loop descriptions to account for the updated control strategies for
the HSP VFDs and RO modifications.
3. Update the Bid Form and Opinion of Probable Construction Cost.
4. CONSULTANT will remove the proposed containment area expansions from the design
and move the proposed mezzanine area electrical equipment to the south and west areas.
The additional design drawings will be incorporated into the existing 90% design submission,
and a complete 90% design submittal package will be distributed to the Village for a single
review. The Village will provide a consolidated matrix of comments to discuss at the 90%
Design Review Meeting.
C. 100% Design
After reviewing comments with the Village on the updated 90% Design Review Submittal, the
SUBCONSULTANT shall progress the additional design documents to the 100% design completion
level. SUBCONSULTANT shall provide coordination, quality management, and technical review
and provide the additional 100% design documents, consisting of the following:
1. Address City comments on the 90% Design Submittal.
2. Provide a final Bid Form and Opinion of Probable Construction Cost.
Task Assumption(s): The Scope of Services associated with this task assumes the following:
• None.
Tasks Deliverable(s): W-P will submit the following to the Village and CMA:
• Electronic copies of each submittal in PDF format.
TASK 4—Permitting Services
No additional services are included.
III. SCHEDULE
The Project will begin immediately after SUBCONSULTANT receives a written Notice-to-Proceed
(NTP) and an executed AGREEMENT. SUBCONSULTANT will coordinate the Project schedule
with the Village but assumes the 90% design submittal will be submitted within 60 calendar days of
receiving NTP. The 100% design submittal will be submitted within 30 calendar days of the 90%
Design Review Meeting.

IV. COMPENSATION AND PAYMENT
CONSULTANT and SUBCONSULTANT proposes to complete the Scope of Service described
herein on a lump-sum basis for a not-to-exceed fee of $40,790. Table 1 summarizes
CONSULTANT's and SUBCONSULTANT's total not-to-exceed fee and breakdown of fees by task.

V. AGREEMENT REFERENCE
The work authorized under this Work Authorization shall be performed under the terms and
conditions described within the Professional Services Agreement dated September 10, 2021,by and
between the Village of Tequesta("VILLAGE")and Chen-Moore&Associates("CONSULTANT").
Compensation shall not exceed the hourly rates currently in effect under this Agreement.

This work Authorization, when executed, shall be incorporated in and shall become an integral
part of the Agreement for Professional Services dated September 10, 2021, between the 'pillage of
Tequesta.("VILLAGE"), Chen--Moore&Associates ("CONSULTANT"), and Wright-Pierce, Inc.
(SUBCONSULTANT)hereafter referred to as the Agreement.
I. PRQJE+CT DESCRIPTION
VILLAGE owns and operates Public water System (PWS) No. 4501438, which provides potable
water to the customers within the VILLAGE's water service area through approximately 5,045
connections. The PWS generally consists of fourteen groundwater wells, a water treatment plant
(WTP) with two separate treatment trains, and over seventy--two miles of water distribution mains
ranging in size from 4-inch to 16-inch in diameter.
The PWS has a Florida Department of Environmental Protection (FDEP) permitted maximum day
operating capacity of 6.33 million gallon per day (MGD). VILLAGE's South Florida water
Management (SFWMD) water Use Permit (WUP No. 5 0-00046-W), which expires on October 31,
2031,allows the VILLAGE to withdraw up to 1,594 million gallons (MG)annually with a maximum
monthly withdraw limit of 230.11 M .
The WTP generally consists of a 2.7 MGD sand filter treatment process, a 3.6 MGD reverse osmosis
(RO) treatment process, one 0.75 MG water ground storage tank (GST) and one 2.0 MG GST for
finished water storage, and a high-service pump station (HSPS). The HSPS pumps finished water
from the GSTs into the water distribution system.High-Service Pumps 1 through 4 are vertical turbine
pumps located outside, near the 0.75 MG GST, and are each equipped with 40 HP motors, Pump 4
has an adjustable speed drive. Pumps 5 through 7 are horizontal split-case pumps located in a pump
room neat to the RO Process area. Pumps 5 and 6 are equipped with 125 HP motors, and Pump 7 is
equipped with a 75 HP motor, Pumps 5 and 7 have adjustable speed drives.

The Sand Filter treatment system was originally installed in 1977 as a GreensandTm filter for iron
removal. In 198Z the filter media was converted to sand anthracite. [.n 2000, the VILLAGE
constructed the first phase of the reverse osmosis (RO) treatment train. The treated water from both
treatment trains is combined in a clearwell, prior to being pumped into the GSTs before distribution.
Evaluations of the existing treatment systems, SCADA systems, and distribution systems were
completed by the CONSULTANT and SUBCONSULTANT in 2021 as a separate project. As a part
of the evaluations, opportunities for energy savings and better operational control were Identified.
These opportunities were translated into specific proposed improvements to the treatment, SCADA,
and pumping systems.
The VILLAGE has requested the CONSULTANT and SUBCONSULTANT to perform the
professional services requil-ed to implement these proposed improvements. SUBCON S ULTANT will
provide the below services to assist CONSULTANT with this project.

The following is a description of the services to be provided under this Task Order.
TASK I — Project Management and Meetings
A. Project Management

B. Meetings
CONSULTANT and SUBCONSULTANT will attend the ffillowing Microsoft Teams or
similar enabled meetings with the VILLAGE. For each meeting the SUBCONSULTANT

TASK 2—Support Services
A. Sure e
Through the use of a subconsultant, a Professional Surveyor,registered in the state of Florida,
will perform a boundary and topographic survey of the Project area (as shown in Exhibits A
01
and B). The survey activities of the selected site will include:
1. A Boundary Survey as defined in Chapter 5J-1 7, F.A.C. of the overall subject
property (Exhibit B) per the title report or last deed of record, as provided by the
VILLAGE.
a. Any existing access on, aCTOSS, or over the parcel will also be shown.
Review available as-built survey of utilities.
3. Contact Sunshine 811 for the project area.
4. The Surveyor will perform a topographic survey for the project area including:
a. Set horizontal and vertical control (temporary, benchmarks)throughout the
project area
h. Conduct 1-foot contour topographic survey based on NAVD 88 Datum and
horizontally to Florida State Plane Coordinates based in NADS.")/2011 and
prepare digital terrain model of surface.
c. Locate buildings, structures, building floor elevations, fencing, roadways,
trees(8-i nch in diarn eter or greater), cuibs,water surfaces, sidewalks,catch
basins, manholes, fencing, and utility poles for the proposed project.
d. Locate painted surface markings/locates of underground utilities;
e. Locate inlets, storm manholes, culverts, outfalls and control structures;
f. Deter-nine existing elevations of manhole rims, structure invert and pipe
invert elevations on accessible sanitary and storm manholes,inlets,culverts
and lift stations.
g. Property boundaries, easements (if information is readily available).
The VILLAGE will perform field investipations including pround penetrating radar(GPR)and
test holes usina.vacuum extraction to verify the locations and de ths of specific utilities.

Subsurface utility information will be used to assist in the la:Eout of the new i rnpro ements and
pipeline connections. Once the utility has been exposed, depth, diameter and material type will be
obtained and provided to the CONSULTANT and SUBCONSULTANT to verify designation and/or
potential utility conflicts with the proposed design. The SUBCONSU LTA ITT will help direct
VILLAGE staff on areas to perform GPR and specific areas for test holes.

The final design elements are based upon the recommendations presented in the Process Efficiency
and Automation Technical Memorandum and the SCADA System Review and Component Plan
Technical Memorandum, to include the following items:
• Addition of Variable Frequency Drives (VFDs) to the Reverse Osmosis (RO) high pressure
feed pumps
• Addition of interstage booster pumps with VFDs to the RO system
Addition of pressure exchange devices(PXDs) to the RO system trains
Addition of a second ammoniator
• Addition of a pre-filter free chlorine analyzer
• Addition of a pre-clearwell ammonia and combined chlorine analyzer
Addition of a post-clearwell free chlorine analyzer
• Addition of a post-clearwell ammonia and combined chlorine analyzer
Addition of a distribution system ammonia and combined chlorine analyzer at the WTP
• Addition of a bypass line around the 2.0 MG GST
• Sulfuric acid containment expansion
• Addition of a sulfuric acid standby feed pump
• Sodium hydroxide containment expansion
Addition of a sodium hydroxide standby feed pump
I&C/SCADA Upgrades including:
o Control Panel Upgrades with CPU and RIO Module Replacements

'Yhe SU BOON SULTANT will use the latest record drawings (in PDF format) to develop the design
drawings for this project with the assumption that the drawings are accurate with additional
confirmation from SUB CONSULTANT. The design drawings produced will use the latest PDF plan
and section views as a base layer (without re-drawing the record drawings) with the
improvements/changes added on top of these drawings to show the changes.

Technical specifications (Divisions 2-16 only), consisting of one electronic copy in PDF
forrn at.
VILLAGE will review the submittal within two weeks and provide a consolidated matrix of
comments to be addressed in the 90%submittal. The SUBCONSULTANT shall meet with VILLAGE
at the 60% Design Review Meeting to discuss the design review comments and obtain approval to
proceed with 90% design.
B. 90% Design
The SUBCONSULTANT shall progress the design documents to an overall 90% design completion
level. SUBCONSULTANT shall provide coordination, quality management., and technical review
and provide the 90% design documents, consisting of the following:
1. Design drawings, consisting of one electronic copy in PDF format.
2- Technical specifications (Divisions 1-16 only), consisting of one electronic copy in PDF
format.
VILLAGE will review the submittal within two weeks and provide a consolidated matrix of
comments to be addressed in the 100% submittal. The SUBCONSULTANT shall meet with
VILLAGE at the 90% Design Review Meeting to discuss the design review comments and obtain
approval to proceed with 100% design.
C. 100% Design
The SUBCONSULTANT shall progress the design documents to the 100% design completion level.
SUBCONSULTANT shall provide coordination., quality management, and technical review and
provide the 100% design documents, consisting of the following:

2. Front End Documents(Division 0)using the VILLAGE standard documents and technical
specifications consisting of one electronic copy in PDF format.
Task Assumption(s): The Scope of Services associated with this task assumes the following:
• VILLAGE will review and provide a single, consolidated list of review comments for each
submittal and will serve as approval to continue with the next design submittal.
• Utilize a maximum review time of two weeks per submittal.

This phase consists of the preparation of the forms and supporting documents that are required for the
Village to obtain regulatory and construction permits/approvals in support of the Project. All
permitting fees, for all tasks, are to be paid for by the Village.
A. Specific Permit to Construct Public Water System (PWS)-Components
The scope for the Spec icy Permit to Construct PWS('omponents shall include at a minimum
the followirig services.,
I- Prepare and submit the permit application to Palm Beach County Department of Health
(including all required forms and supporting documentation).
2. Prepare and submit responses to Requests for Additional Information(RAis .. This effort
is limited to one (1 l review of questions/comments unless otherwise required to address
errors and/or omissions of the SUBCONSULTANT in preparing and submitting requisite
application docu-ments.
Ill. SCHEDULE
The Project will begin immediately after SU.BC ONSULTANT receives a written Notice-to-Proceed
(NTP) and an executed AGREEMENT from CONSULTANT. SUBCONSULTANT will coordinate
the Project schedule with VILLAGE and CONSULTANT but assumes the Design Phase will be
complete within 250 calendar days of receiving the written NTP. A preliminary Gantt Chart Schedule
using an assumed date that SLIBCONSULTANT Will receive the NTP is presented in Attachment 1.
The schedule will be adjusted based on discussion with VILLAGE and CONSULTANT.
IV, CQMr.ENSATION A.N12 EAIMENT
CONSULTANT and SUBCONSULTANT proposes to complete the Scope of Service described
herein on a lump-sum basis for a not-to-exceed fee of $241,000. Table. I summarizes

The Village of Tequesta (Village) requested the Chen Moore and Associates, Inc. (CMA) team
perform professional services required to implement improvements to the wTP, with an

CMA with this project.
Duringthe designof the improvements, it has been determined that additional professional
services are required for the work. The Village has requested an amendment for services that
generally include mechanical and electrical engineering required to provide air conditioning to
the existing Maintenance Building to account for the addition of VFDs to the existing High
Service Pumps Nos. 1-4.
The scope of services shall be comprised of the following tasks:

A. Project Management
The CONSULTANT will perfonn project management activities for the project.The activities
include contract administration, budget management, invoicing, monthly status reports,
scheduling, and coordination with the Village.
B. Meetings
No additional meetings are included.
TASK 2—Support Services
No additional services are included.
TASK 3—Final Design Services
The additional final design efforts will be for the HVAC and electrical requirements for the existing
Maintenance Building for the addition of VFDs for High Service Pumps Nos. 1-4.
A. 60% Design
No additional services area "included.
B. 90% Design
The CONSULTANT shall provide additional designs services to modify the 90% design
submittal from the original Agreement. CONSULTANT shall provide coordination, quality
management, and technical review and provide the 90% design documents, consisting of the
following:

Maintenance Building due to the increased loads from the new V`FDs being designed

• CONSULTANT will request daily and hourly flow totals from the Village.
■ CONSULTANT will use Village-provided data and the Villages hydraulic
model (previously updated by w-P) to model pump staging and cycling to
maintain minimurn pressures to the distribution system.
0 The model output will provide proper sizing (flow and head) for the High
Service Pumps Nos. 5--7.
2. Update current 0% design drawing set to include:
• Improvements to the High Service Pumps Nos. 5-7 only to include replacing
the existing pumps.The suction and discharge piping immediately adjacent to
the existing pumps will remain except to the extent to match the new pump

• Electrical system modifications to include new V-FDs for HSPs 5-7,which will
have standalone conditioned cabinets.

+ Update the control loop descriptions to account for the updated control
strategies for the HSP vFDs and RO modifications.
3. Update the technical specifications to account for the High Service Pump
modifications and control loop strategies only.
4. Update the Bid Form/and Opinion of Probable Construction Cost.
The additional design drawings will be incorporated into the existing 90%design submission,
and a complete 90% design submittal package will be distributed to the village for a single
review. The village will provide a consolidated matrix of comments to discuss at the 90%
Design Review Meeting.
C. 100% Design.
After reviewing comments with the village on the updated 90% Design Review Submittal, the
CONSULTANT shall progress the additional design documents to the 100%design completion level.
CONSULTANT shall provide coordination, quality management, and technical review and provide
the additional 100%design documents, consisting of the following:
1. Address City comments on the 90% Design Submittal,
2. Provide a final laid Form and opinion of Probable Construction Cost.
TASK 4-- Permitting Services

is limited to one (1) review of questions/comments unless otherwise required to address

the flow data, as requested by -P. The 1 %design submittal will be submitted within 40
calendar days of the 90%Design Review Meeting.
IV, COMPENSATION AND PAYMENT
CONSULTANT and SUBCONSULTANT proposes to complete the Scope of Service described
herein on a lump-sutra basis for a not-to-exceed fee of $55,400. Table I summarizes
