NO.: UTIL 06-20 WORK AUTHORIZATION NO. FOR CONSULTING SERVICES PROJECT No. G/L CODE: CHEN-MOORE PROJECT NO.: 492.014 PROJECT TITLE: Water Treatment Plant Process and Control Improvements Amendment#3 This Work Authorization, when executed, shall be incorporated in and shall become an integral part of the Agreement for Professional Services dated September 10, 2021, between the Village of Tequesta ("VILLAGE"), Chen-Moore & Associates ("CONSULTANT"), and Wright-Pierce (SUB CONSULTANTS) hereafter referred to as the Agreement. I. PROJECT DESCRIPTION The Village of Tequesta (Village) requested the Chen Moore and Associates, Inc. (CMA) team to perform professional services required to implement improvements to the Water Treatment Plant (WTP), with an agreement dated, November 12, 2021, Amendment No. 1 dated July 20, 2022, and Amendment No. 2 dated July 6, 2023. Wright-Pierce, Inc. (W-P) is providing services to assist CMA with this project. During the design of the improvements, it has been determined that additional professional services are required for the work. The Village has requested an amendment for services that generally include process, automation and electrical engineering as required to design modifications to incorporate variable frequency drives (VFDs) to the existing Finished Water Transfer Pumps and to upgrade the existing SCADA system with VTScada. These improvements will help reduce the starts/stops on the transfer pumps and provide a means to allow the ground storage tank(GST)to be bypassed. Additionally, replacing the existing SCADA system with an "off the shelf' style system will allow the Village to get competitive pricing on SCADA services, more reliable and quicker response when issues arise, and eliminate existing SCADA concerns about historical trending, report exporting, and control strategies. The scope of services shall be comprised of the following tasks: TASK 1 —Project Management and Meetings WORK AUTHORIZATION NO. 1 of 4 TASK 2—Support Services TASK 3 —Final Design Services TASK 4—Permitting Services II. SCOPE OF SERVICES TASK 1—Project Management and Meetings A. Project Management The CONSULTANT and SUBCONSULTANT will perform project management activities for the project. The activities include contract administration,budget management, invoicing, monthly status reports, scheduling, and coordination with the Village. B. Meetings SUBCONSULTANT will attend a 90% Design Review Meeting, virtually, to discuss comments on the updated 90%design submittal. SUBCONSULTANT will prepare a meeting agenda and meeting summary. TASK 2—Support Services No additional services are included. TASK 3—Final Design Services The additional final design efforts will be for the HVAC and electrical requirements for the existing Maintenance Building for the addition of VFDs for High Service Pumps Nos. 1-4. A. 60% Design No additional services are included. B. 90% Design The CONSULTANT shall provide additional design services to modify the latest 90%design submittal. CONSULTANT shall provide coordination, quality management, and technical review and provide an updated set of 90%design documents, consisting of the following: 1. Add variable frequency drives (VFDs)to the existing Finished Water Transfer Pumps. • The existing pumps will be reviewed to determine if they have inverter-duty rated motors or if they will have to be replaced. • CONSULTANT will perform the design to add an outdoor VFD control cabinet, outdoors, near the clearwell, that will consist of a NEMA 4X, full-standing enclosure with sunshields,VFDs, and an air conditioning unit. • The CONSULTANT will determine if the existing MCC buckets can be reused WORK AUTHORIZATION NO. 2 of 4 for the VFDs prior to designing a new, outdoor panel. • The design will include updates to the site plan, riser diagram, cable schedules, schematics,Network Diagram and Loop drawings, and specification revisions. 2. Update the specifications to include provisions to replace the existing SCADA system with VTScada. • CONSULTANT will update the specifications such that the selected contractor can obtain the services of a system supplier for the new control system programming. • Update the control loop descriptions to account for the updated control strategies for the HSP VFDs and RO modifications. 3. Update the Bid Form and Opinion of Probable Construction Cost. 4. CONSULTANT will remove the proposed containment area expansions from the design and move the proposed mezzanine area electrical equipment to the south and west areas. The additional design drawings will be incorporated into the existing 90%design submission, and a complete 90% design submittal package will be distributed to the Village for a single review. The Village will provide a consolidated matrix of comments to discuss at the 90% Design Review Meeting. C. 100% Design After reviewing comments with the Village on the updated 90% Design Review Submittal, the SUBCONSULTANT shall progress the additional design documents to the 100%design completion level. SUBCONSULTANT shall provide coordination, quality management, and technical review and provide the additional 100%design documents, consisting of the following: 1. Address City comments on the 90%Design Submittal. 2. Provide a final Bid Form and Opinion of Probable Construction Cost. Task Assumption(s): The Scope of Services associated with this task assumes the following: • None. Tasks Deliverable(s): W-P will submit the following to the Village and CMA: • Electronic copies of each submittal in PDF format. TASK 4—Permitting Services No additional services are included. III. SCHEDULE The Project will begin immediately after SUBCONSULTANT receives a written Notice-to-Proceed (NTP)and an executed AGREEMENT. SUBCONSULTANT will coordinate the Project schedule with the Village but assumes the 90%design submittal will be submitted within 60 calendar days of receiving NTP. The 100%design submittal will be submitted within 30 calendar days of the 90% Design Review Meeting. WORK AUTHORIZATION NO. 3 of 4 IV. COMPENSATION AND PAYMENT CONSULTANT and SUBCONSULTANT proposes to complete the Scope of Service described herein on a lump-sum basis for a not-to-exceed fee of $40,790. Table 1 summarizes CONSULTANT's and SUBCONSULTANT's total not-to-exceed fee and breakdown of fees by task. EXCLUSIONS No additional exclusions included beyond original agreement. V. AGREEMENT REFERENCE The work authorized under this Work Authorization shall be performed under the terms and conditions described within the Professional Services Agreement dated September 10,2021, by and between the Village of Tequesta("VILLAGE")and Chen-Moore&Associates("CONSULTANT").
