LOCAL PLANNING AGENCY MEETING
VILLAGE OF TEQUESTA, FL
December 19, 2023 5:30 PM Council Chambers
CALL TO ORDER AND ROLL CALL
The meeting was called to order by Board Vice Chair, Leslee Dasher at 5:30 p.m. A roll call was
taken by Planner, Catherine Wagner. Present were: Board Chair Leslee Dasher, Board Members
Elizabeth Schauer, Teresa Maggio, Sherry Ambrose, Jeanne McEldowney, Marie Sapirie, and
Marco Valdez. Absent was Chair Janet Strand. Also present were Village Attorney, Dylan
Brandenburg; and Community Development Director, Jay Hubsch.
APPROVAL OF AGENDA
MOTION: Member Schauer made a motion to approve the agenda. Member Maggio seconded
the motion. The motion carried unanimously 5-0.
ELECTION OF NEW CHAIR
It was announced that Chair Janet Strand had resigned from the board and that a new chair
would need to be selected.
MOTION: Member Schauer made a motion to appoint Vice Chair Leslee Dasher as Chair and
Teresa Maggio as Vice Chair. Member Ambrose made a motion to approve. Member
McEldowney seconded. The motion carried unanimously 5-0.
1. APPROVAL OF MINUTES
MOTION: Member Schauer made a motion to approve the previous meeting minutes from
November 16, 2023. Member Ambrose seconded the motion. The motion carried unanimously
5-0.
AGENDA ITEMS
2. ORDINANCE 19-23: AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF
TEQUESTA, FLORIDA, AMENDING THE VILLAGE CODE OF ORDINANCES AT
CHAPTER 14. BUILDINGS AND BUILDING REGULATIONS. ARTICLE II. BUILDINGS.
SECTION 14-32 TO ADOPT CHAPTER 1, ADMINISTRATION, OF THE FLORIDA
BUILDING CODE. AS AMENDED, IN ACCORDANCE WITH THE REQUIREMENTS OF
SEC. 553.73(4)(a) FLORIDA STATUTES; PROVIDING FINDINGS OF FACT; PROVIDING

FOR TRANSMISSION OF THIS ORDINANCE TO THE FLORIDA BUILDING COMMISSION;
PROVIDING DIRECTION TO THE VILLAGE MANAGER TO ASSURE THAT THIS
ORDINANCE IS MADE AVAILABLE TO THE GENERAL PUBLIC IN A USABLE FORMAT;
PROVIDING THAT EACH AND EVERY OTHER SECTION AND SUBSECTION OF
CHAPTER 14. BUILDINGS AND BUILDING REGULATIONS. SHALL REMAIN IN FULL
FORCE AND EFFECT AS PREVIOUSLY ADOPTED; PROVIDING A CONFLICTS CLAUSE,
A SEVERABILITY CLAUSE AND AUTHORITY TO CODIFY; PROVIDING AN EFFECTIVE
DATE, AND FOR OTHER PURPOSES.
Board Chair Leslee Dasher introduced Ordinance 19-23. Building Official Wayne Cameron
gave a presentation about Chapter 1 of the Florida Building Code and how it relates to the
Village's Code. He explained that municipalities can adopt their own version of Chapter 1,
provided the changes are equal to or more stringent then the standards in the Florida Building
Code. Mr. Cameron went through a PowerPoint presentation that highlighted where the
proposed code language differs from language in the Florida Building Code.
MOTION: Member Schauer made a motion to recommend approval of Ordinance 19-23. Member
Ambrose seconded the motion. The Motion was approved 5-0.

ADJOURNMENT
MOTION: Member Schauer made a motion to adjourn at 6:17 pm. Member Ambrose seconded the
motion. The motion carried unanimously 5-0.
