PROJECT: First Baptist Church of Tequesta

Parker-Yannette Design Group, Landscape Architects
Tom, attached are 18 packets and plans for the above subject project which was
reviewed by the Community Appearance Board on July 31, 1996.
The Board reviewed the requested waivers and expressed the following concerns with
the application:
o The Board discussed the lack of plants around an electrical box and in front of
the air conditioning units.
0 The Board discussed the lack of islands in the parking lot and suggested that
plants be staggered in the parking rows to provide screening from Dover
Road.
Motion to approve the proposed landscaping and waivers with the addition of shrubs to
be added on the north and center parking islands with the variety and spacing of those
shrubs to be left to the applicant with the understanding that they provide a visual screen
across the entire parking area, and with the understanding that the air conditioning units
be screened by a future phase of landscaping within the next two years. Also the
applicant is to extend the small hedge along the road to hide the electric box.

Justification of Waivers
Waivers#1. 2, 4. 5. 8. 10, 12
The parking area and building on this site are existing. Parking is currently at capacity during
peak times of use. Adding landscape islands and additional landscape buffer area would
remove a number of parking spaces and render some of the parking area unusable. The
proposed plan adds as much planting as possible while retaining enough space to provide a safe
parking area with a minimal number of parking spares.
Waivers#3.6. 9
The east property line for this site extends into the adjacent office facility. Providing a landscape
buffer along this property line would render the adjacent parking area unusable. There is
existing buffer plant material (Oak trees, Queen palms and a hedge) located between the
adjacent office building and the parking area.
Waivers#7, 11
In both areas indicated for these waivers,there are existing shade trees with 25'- 35' spread
canopies. The existing trees are evenly spaced with relatively little space between to provide
additional trees. Adding additional trees would negatively affect the aesthetics of the areas
affected and in some instances there is little room for a new tree to develop a canopy.

Dear Mr. Yannette:
This letter is to confirm the action of the Village of Tequesta Community Appearance Board at
their July 31, 1996, meeting approving your plans for the above referenced project, Job No.
96-498, dated 7-16-96, as modified as follows:
1. Addition of shrubs to be added on the north and center parking islands with the variety
and spacing of those shrubs to be left to the applicant;
2. Provide a visual screen across the entire parking area;
3. The air conditioning units will be screened by a future phase of landscaping within the
next two years; .
4. Extend the small hedge along the road to hide the electric box.
As you are aware, this project must be reviewed by the Village Council for approval of the
requested landscape waivers. Upon receipt of 11 additional copies of the revised plan (10 full
size and one 11" X 17" reduction), this will be placed on the agenda of the next available
Council meeting. You and /or your representative will need to be in attendance at this meeting
to present your application to the Council.

Mr. Yannette explained that the majority of the
requested waivers were for parking areas, and that
there was a cross parking agreement with the
adjacent property owner, which had an existing
buffer but that it was not on the property line as
Code required. Pastor Willoughby explained that the
church used the cross parking area plus the shopping
center space and all of the right-of-way space
available. Mr. Ladd commented that new parking
space sizes had been adopted by the Village and that
this project could gain a lot of parking by
utilizing the new sizes and restriping their parking
lot.

Chair Cook suggested that the hedge be extended to
hide an existing electrical box and that plants be
added in front of air conditioning units to screen
. them. Pastor Willoughby described the improvements
which had been made during the past two years and
explained that those suggestions were a part of
their ongoing plan. Excessive pruning which had
• been done was discussed, for which Pastor Willoughby
apologized. Excessive trimming by many tree
trimmers was discussed.
Vice Chair Strahan discussed the lack of islands in
the parking lot and suggested that plants be
staggered in the parking rows to provide visual
screening from- Dover Road. Chair Cook suggested
ligustrum or bottlebrush bushes. Pastor Willoughby
• expressed concern that existing tree canopies were
very large and if bushes were too large that they
would interfere with the lighting in the parking
lot. During discussion of a possible hedge along
Dover Road, Pastor Willoughby explained that the
grass helped drainage and expressed concern that a
hedge might not live because of the water problem.
Vice Chair Strahan recommended plants between the
trees at a sufficient height to break up the parking
lot visually and staggered to create as solid visual
screen. Pastor Willoughby agreed to install the
shrubs over the next 90 days, and commented that
there was another phase in the current program which
would involve removing grass and resodding to be
completed in 18 to 24 months which would complete
improvements all around the building.
Vice Chair Strahan made a motion to approve the
application for Ordinance #377 compliance for the
First Baptist Church of Tequesta, 423 Tequesta
Drive, as submitted, with the addition of shrubs to
be added on the north and center parking islands
with the variety and spacing of those shrubs to be
left to the applicant with the understanding that
they provide a visual screen across the entire
parking area, and with the understanding that the
air conditioning units will be screened by a future

phase of landscaping within the next two years.
Chair Cook suggested the following modification to
the motion: Plus the extension of the small hedge
along the road to hide the electric box. Vice Chair
Strahan accepted the modification to the motion.
Boardmember Dalack seconded the motion, which
carried by unanimous 4-0 vote.
7. An application from the Village of Tequesta Water
Department for construction of a Water/Public Works
garage facility and review of landscape plans for
Ordinance 377 compliance at 136 Bridge Road.
Tom Hall, Village Water System Manager, reviewed the
site plan. The only waiver requested was
elimination of required landscaping surrounding
principal structures per Village Code since the type
of use as a public works facility was not conducive
to the maintenance and survival of plantings around
the entire building. Mr. Ladd explained that a
police compound would be included in the building.
Mr . Hall explained that the parking lease had not
been renewed with the 222 building. In response to
Vice Chair Strahan' s question regarding why the
Village had used an architectural firm from out of
town, Mr. Ladd explained that this was the first
design/build project for the Village and reviewed
the process for that type of project including the
bidding and scoring evaluation, which had resulted
in this firm being chosen as the best for the job.
Mr . Hall explained that the landscaping would be
fully irrigated. Chair Cook recommended that an
allowance be made on the native requirement so that
the cocoplums could be replaced with more cold
tolerant plants . Mr. Hall suggested replacing the
cocoplum with eugenia.
The large grass area was discussed. Mr. Hall
explained that there were many underground pipes,
etc. , and that access was needed to specific points,
so that plants and trees could not be placed in that
area.
