reviewed by the Community Appearance Board on September 11, 1996
The Board reviewed the requested waivers and expressed no major concerns with the
application:
0 The Board felt that this was a nice development with a nice mixture of
well-maintained plants and felt the applicant had made a good effort at
compliance.
Motion to approve the proposed landscaping and waivers as submitted.

Checklist obtained through the Village of Tequesta. The following
information was gathered on a site visit on June 20th, 1996.
LANDSCAPE 1. PERIMETER LANDSCAPING:
ARCHITECTURE&
LAND PLANNING.
ENVIRONMENTAL A 10' landscaping buffer is required inside the property line where vehicular
use areas abut public or private streets. -- In most areas this buffer is
provided. In two areas of 50 linear feet a waiver is requested. (See item C on
attached copies.)
A 5' landscaping buffer is required inside the property line where vehicular use
areas abut adjacent land uses. -- This is provided in all areas.
A 5' landscaping buffer is required between adjacent off-street parking areas.
-- This is provided in all such areas.
One canopy tree or three palm trees are required per every 30 linear feet of
landscaped area. Canopy trees are required to be a minimum of 12' in height
and have 5' of clear trunk. If palms are used they are required to have 12' of
gray wood. -- The site requires 940 linear feet of landscape buffer. Thus, 31
trees are required. Currently, 31 trees are provided.
Only 50% of all trees provided in the landscape shall be palms. -- The site
currently meets this condition.
The landscape buffers require a hedge to be 4-6' in height at maturity and at
least 2' in height at the time of planting. -- Currently most areas have this
hedge in place. In areas where this hedge is lacking, new material is currently
being installed. (See item E on attached copies.)
The balance of all planter strips are to be provided with grass or other ground
cover material. -- This is currently provided in all areas.
No vehicular use areas abut residential properties, thus, no hedge or wall is
required per code.
2. INTERIOR LANDSCAPING COMMERCIAL PARKING AREAS.
The code requires that a 6' X 20' landscape island be located at each end of
any parking row. -- This is currently provided.
An 6' X 20' landscape island is required every 10 parking spaces. -- This is
provided in all but 2 places and a waiver is requested. (See item D on attached
copies.)
One canopy tree or 3 palm trees are required to be planted in each landscape
island. -- In most areas this is provided, in areas where these trees are lacking
trees will be installed. A waiver is requested for areas where the installation of
terminal island trees conflicts with proposed or existing street trees. This
affects four tree locations. (See item A on attached copies.)
A 5' divider median is required between abutting rows of parking and drives.
-- This does not occur on this site and is therefore not applicable.
One canopy tree or three palm trees are required in the above median strips. -
- This does not occur on this site and is therefore not applicable.
The balance of the median strips are to be landscaped with grass or other
ground cover. -- This does not occur on this site and is therefore not
applicable.
3. LANDSCAPING SURROUNDING PRINCIPLE STRUCTURES
Parking rows and traffic aisles are to be separated from principle structures on
the side and front by a 4' landscape strip. -- Currently this is provided.
4. ACCESS
Access ways from public rights of way shall be a maximum of 24' in width. --
A waiver is requested as all access ways on the site are 25' in width.
5. XERISCAPE REQUIREMENTS
The code requires that the landscape be at least moderately drought tolerant.
-- Currently this is provided.
Invasive species of plants shall are prohibited for use in the landscape. -- The
plants used are in accordance with those identified as non invasive by South
Florida Water Management's' Xeriscape Plant Guide II.
• The code requires that the plants used to meet the code are hardy in areas
north of the tropical zone. -- Currently this is provided.
The code requires that the plants used to meet the requirements are
moderately salt tolerant for the exposure in their location. -- Currently this is
provided
The trees required are to be moderately wind tolerant. -- Currently this is
provided
6. ADDITIONAL REQUIREMENTS
60% of all plants used on the site shall be native to South Florida. --
Currently this condition is not met and a waiver is requested.
15% of the gross parking area is required as landscaped area. -- Currently
this is provided
Automatic irrigation is to be provided. -- Currently this is provided
A tree survey is to be provided indicating all trees 3" diameter or greater. --
We request that this letter and the attached copies be a substitute for the
required survey.
Prohibitive landscaping is required to be removed. -- This is currently being
done.
See attached copies for quantities and location of new material to be planted.
WAIVERS REQUIRED
Request a waiver for terminal island trees where these trees conflict with
existing and proposed street trees. (See item A on attached copies.)
Request a waiver for the size of all of the entrance drives. The maximum
allowed is 24' and these are 25'. (See item B on attached copies.)
Request a waiver for 2 areas without the required 10' buffer between existing
parking and the roadway. (See item C on attached copies.)
Request a waiver for the 2 areas where landscape islands are not provided
between every ten parking spaces. (See item D on attached copies.)
LANDSCAPING TO BE INSTALLED
All new landscaping with the exception of any material already purchased (see
list attached) shall be native plants.
Hedges will be provided in all areas required by code. (See item E on attached
copies.)
Trees will be provided in all locations required by the code with the exception
of those areas where waivers have been requested. (See item A on attached
copies.)
All exotic and invasive plant material is to be removed from the site. There
are currently two areas that contain Brazilian pepper. The Condo Association
is currently reviewing prices for the removal. (See item F on attached copies.)
Some of the palm trees included in this plan are not the required 12' G.W.
instead these palms are 8-10' G.W. To replace these palms with new ones
would require a great deal of expense for very little gain. (See item G on
attached copies.)

The Landscape is moderately drought tolerant, moderately salt tolerant, and
has a medium wind tolerance. According to the South Florida Water
Management Districts' Xeriscape Plant Guide II none of the plants utilized on
the property are considered invasive.

their September 11, 1996, meeting approving your plans for the above referenced project as

requested landscape waivers and. will be placed on the agenda of the next available Council
meeting. You and/or your representative will need to be in attendance at this meeting to present
your application to the Council.

Landscape Architect Steve Niedergeses with Roy Fisher
Associates explained that this application had been
• prepared. in a unique format which included a letter
application as well as related drawings, due to the
belief by the applicant that they were very close to
compliance. Mr. Niedergeses reviewed the requested
waivers .
1 . Request a waiver for terminal island trees

proposed street trees .
2 . . Request a waiver for the size of all of the
entrance drives . The maximum allowed is 24 ' •

Mr. Niedergeses explained that the landscape islands were
not provided because of the negative effect on parking as
well as cost; - Eugenia hedges would be provided in all
areas required by, Code; trees would be provided in all
required areas except in areas where, waivers had been
requested; . all exotic plants' would be removed, and
although some of the palms were 8-10' replacement with
the required 12 ' would require a great deal of expense

with little gain. Additional landscaping with the
exception of materials which had already been purchased
would be native plants. The plants already purchased for
beautification would all be installed. Mr. Niedergeses
explained that although the proposal did not exactly meet
Code, that the applicant felt they had met the spirit of
Ordinance 377 . Vice Chair Strahan commented that this
was a nice development with a nice mixture of well-
maintained plants, and although not exactly in
compliance, they had made an effort.
Vice Chair Strahan made a motion to accept the project as
presented. Boardmember McCormick seconded the motion.

3 . An application from Parker-Yannette Design Group, as
agent, for review of landscape plans for Ordinance #377

Boardmember Stephen Parker recused himself and was
replaced by Alternate Marcia Nielson, who sat as a
Boardmember during presentation of both applications
presented by representatives of Parker-Yannette Design
Group.
