Subject: Consideration of Village Council Appointment to
Employee' s Pension Trust Fund; Agenda Item
Village staff is scheduling the first meeting of the Employee' s
Pension Trust Fund prior to the end of October, 1996. All of the
employee representatives will have been chosen prior to the first
meeting. I feel confident that the employee representatives and
the Village Council representatives will vote unanimously to
elect Bill Sharpless as the seventh member of the Board because
of his knowledge, experience, and apparent fairness relative to
such retirement related issues .

Therefore, the Village Council must take action to appoint its
third person to the Board of Trustees . This can be a Village
Councilmember or otherwise, so long as the person appointed is a
resident of the Village of Tequesta.
I would suggest that another member of the Village Council serve
in this capacity for two years and, if the Village Council is
interested in having a Tequesta citizen serve in this capacity,
that this be pursued two years from now, after the Board has
become operational. If you were to choose to appoint a citizen
at this point in time, it would delay filling two positions on
the Board, these being the Village' s third appointee and, also,
"the person elected by the Board Members to fill the seventh seat.
I would prefer to fill the Board in its entirety so that the
initial business of the Board can be undertaken as soon as
possible. This is a policy decision of the Village Council and,
of course, we shall abide by the same.
Whatever your preference may be, please either appoint someone to
the Board of Trustees from the ranks of the Village Council or a
Tequesta citizen at your meeting on October 10, 1996, if at all
possible.
