Bradford, Village Manager /%� Date: October 2, 1996 Subject: Consideration of Purchase of Ambulances; Agenda Item As you know, the Village Council has given staff direction to proceed with an application for the license known as CON Ambulance Transport effective January 1, 1997 . In order to be on-line for the inspections from Palm Beach County EMS and have the ambulances available January 1, 1997, we must proceed with acquisition of the ambulances. As of this writing, the Village intends to piggy-back a recent Town of Palm Beach bid awarded to Wheeled Coach, Industries, Inc. , of Winter Park, Florida. It may be that all of the information necessary to enable the Village Council to make an informed decision may not be ready when your agenda packet is transmitted to you on Friday, October 4, 1996 . Therefore, if this is the case, the additional information on this important purchase will be transmitted to you sufficiently prior to your meeting on October 10 to allow you to make an informed decision. Also, the financing for the purchase will be reviewed by the Finance & Administration Committee so that the financing package can be approved at your meeting on November 14, 1996 . Weinand, Fire Chie /, • Date: October 9, 1996 ` Re: Ambulance Purchase for Tr- sport Service On Monday, October 7, 1996, I made a trip to Orlando to finalize pricing for the ambulance and equipment needs from the manufacturer. During that trip, I had the opportunity to analyze several different chassis specifications along with several ambulance body configurations and feel that we should piggy back off Highlands County Bid # 96-70 for two Type III ambulances, instead of the Town of Palm Beach Bid. These units priced out at $79,777.00 each verses the Type I ambulances from the Town of Palm Beach at $108,623.00. • Several years ago, most Fire Departments switched from the Type III ambulances to the Heavy Duty Type I ambulances, such as the 15,000 GVW Freightliners and Internationals. In 1996, Ford started manufacturing a new super duty chassis for the ambulance marked. The Super Duty Ford E450 chassis has a GVW rating at 14,500 lbs. Prior to this, the Type III chassis were rated at 11,000 GVW. The 11,000 GVW chassis were typically overloaded which caused extensive wear on the engine, transmission and brakes, causing a shorter service life. This new chassis warrants a serious look, since the typical vehicle service and repairs should be less expensive and the chassis base price is approximately $25,000 less. Wheeled Coach has produced thirteen ambulances with this new chassis and have taken orders for twenty one more. We have made contact with over half of the departments that have purchased these Type III, Ford Super Duty E450 ambulances and after these interviews, I feel confident in recommending this purchase. Attached hereto is a proposal from Wheeled Coach, Inc. which denotes the Highlands County, Type III ambulance bid. The ambulances, as modified for the Village of Tequesta, priced out at $79,777.00 each. Two ambulances will be needed prior to commencement of this transport service on January 1, 1997. In addition to the ambulance purchase, each vehicle will need approximately $12,000 of equipment. The ambulance manufacturer submitted pricing on $12,528.00 worth of integral equipment. associated with this ambulance purchase, leaving $11,372.00 worth of equipment to be purchased after the deliver and acceptance of such. I request that the Council authorize the purchase of two equipped, Type III Ford E-450 ambulances from Wheeled Coach, Inc., located in Orlando, Florida for the price of $86,091.00 each, thus causing the total purchase to be $172,182.00. These ambulance purchases, along with the remaining anticipated equipment purchases of $11,372.00, denotes the start-up costs to be $39,956.00 less than the ' original proposed cost of $223,510.00.
