Subject: Village Council Authorization of Cops More 96 Grant
Application; Agenda Item
Recently, Village staff had an opportunity to apply for the Cops
More 96 Grant Program wherein we seek a Federal request of
$22, 500 for the acquisition of ten laptop computers to be used in
the patrol vehicles at an estimated cost of $3, 000 each for a
total expenditure of $30,000 . Tequesta' s obligation would be
$7,500 . Under the Assurances section of the grant application,
the governing body must legally and officially authorize
application for this grant. Therefore, we are seeking Village
Council authorization, retroactively. We have been advised that
in the event the Village Council disapproves, we can simply
contact the U. S. Department of Justice and withdraw our
application.
The Tequesta Police administration hope to have the Tequesta
share of the grant money ( $7,500) via the Special Law Enforcement
Trust Fund. The Trust Fund currently has $2, 729 and the
Department has confiscated a vehicle that, hopefully, will
provide funds sufficient to meet Tequesta' s share. Also, the
forthcoming sale of surplus Police Department vehicles should
provide more than a sufficient amount of funding to meet our
obligation when combined with the other sources .
The purpose for Tequesta' s pursuit of this grant is, and I quote
directly from Lt. Garlo' s application, as follows :
"Currently, officers can expend one to two hours per shift
in hand writing reports and forms for cases and other
assigned tasks . Availability of laptop computer technology
will significantly reduce the time invested in routine
administrative requirements and increase the physical
presence of officers in the community to interact with
residents and visitors . One of the benefits of this
increased visibility will be to serve the perceived needs
of our citizens for higher profile public police presence
and to create an atmosphere of heightened security and
safety within the community. We estimate that laptop
computers will free approximately 45 minutes to one hour
and 15 minutes per officer per shift. The resulting time
savings will provide up to one and one-half additional
equivalent officers to be re-deployed for community
policing activities .
Our long term community policing goal is to maximize the
use of technology and other innovative strategies to more
effectively accomplish the Police Department mission of
insuring the highest possible quality of life, safety and
security in the Village. "
Staff feels we have a valid demonstration of need, have a
relatively good chance of approval and, hopefully, funding will
be in hand at the time of grant award and Tequesta' s required
payment.
It is respectfully requested that the Village Council approve

Community Policing Strategy
The Tequesta Police Department has been committed to a Community Policing philosophy for
several years, and actively involved in such an approach to enforcement since receiving our Cops
Fast grant in 1995. Community Policing skills and attitudes re emphasized and reinforced
throughout the field training program for orientation of newly hired officers, as well as during
regular in-service training conducted in the department. Each of our sixteen officers are
considered to be a Community Policing officer as integral to his or her daily duties. Almost all of
the elements of the department's mission statement are oriented toward community policing
approaches to the services we provide to our residents and visitors.
Some of the Community Policing strategies, activities and services that are part of our daily
practice include:
1-Alternative Police Patrol
Police Bicycle Patrol
Foot patrols in business areas
2- Residential and business security reviews.
3- Video documentation of valuables upon request.
4-Community education courses in:
Bicycle Safety
Crimes against the elderly
Commercial and residential crime watch programs
Children's' safety
5- Directed Patrol Program in which each officer is responsible for selecting and
accomplishing specific community policing activities during his or her shift.
The efficiencies to be realized by improved technology offered by laptop computers, to be
partially funded in this grant, will provide an anticipated ten percent increase in the overall time
that officers have available to interact on a face-to-face level with people in the community. The
flexibility and portability of the laptops will free officers from being tied to a desk at the station
while they accomplish the time consuming but necessary administrative aspects of their daily
routine. They will have up to an extra hour per day to participate in bicycle patrol, or to work
directly with local residents and business owners on security concerns and other matters. We
expect that, more than merely an increased visible police presence,the additional time provided
for community interaction will result in a greater familiarity and openness among community
members and officers. Expanded communications should provide greater opportunities not only
to anticipate citizens needs but also to be more proactive in our crime prevention activities.
Grant of the requested funds will provide, in effect, an additional officer to serve the community.
With sixteen sworn officers in the Village we will realize an approximate six percent increase in
officer staffing. We expect at least an equivalent service delivery improvement in response to the
needs of our community.
