Re: Proposed. FPL. Transmission Line Project in Tequesta, Florida
Dear Mike:
This letter is to confirm our telephone conversation of last Friday. It is our understanding that
FEC has elected not to grant FPL an easement for this important public project and that this
decision is based solely on FPL's recent objection to the increase in FEC's state wide crossing
rates. It is regrettable that you have chosen to link these two matters together and we can only
hope that you will change your position and accept our offer.

with regard to the easement request.

Memorandum
To: Village Council

Date: October 15, 1996
Subject: Workshop Meeting Regarding FPL Transmission Line
As you may know, FPL has had plans for the construction of a
transmission line running from a substation in Jupiter, northward
to the Jupiter Hills Substation located just north of County Line
Road. FPL advises that the substation is required to meet the
growing power demand in this area.
The desired corridor for construction of this transmission line
is within the Old Dixie Highway right-of-way. Tequesta
previously made objections to FPL officials relative to placement
of the transmission line in the Old Dixie right-of-way due to its
proximity to anticipated residential development. At that time,
FPL advised that the U. S . Highway One corridor was too "crowded"
to accommodate this proposeth. transmission line. Tequesta staff
and engineering consultants requested that FPL consider the
western boundary of the Old Dixie Highway right-of-way adjacent
to the FEC right-of-way. FPL dropped its plans due to economic
slowdown and the matter was never resolved.
Now comes FPL stating that they need to move forward with the
construction of this transmission line. The question for Village
Council consideration is what is the best location for placement
of the same within the Corporate Limits of Tequesta? It would
appear that placement of the transmission line underground is
cost prohibitive, but may still be worth exploring with FPL. If
the U. S. Highway One corridor can accommodate the transmission
line, then the Village Council must decide which corridor is
best, U. S. Highway One or Old Dixie Highway? If Old Dixie
Highway is the only feasible corridor for placement of the
transmission line, then the question becomes, shall it be placed
on the east side of the road, or the west side of the road? My
personal preference is the west side of the road, if indeed the
previous constraints to the same can be addressed by FPL. These
constraints were the proximity to the FEC Railway, which may
require transmission lines to be set back a certain distance from
the same in the event of hurricane or other calamity.
On a final note, I would like to mention that previously it was
thought that the transmission lines would be placed on concrete
poles of a size similar 'to those in the U. S. Highway One corridor

in Jupiter near the Driftwood Plaza area. These concrete poles
are gigantic. However, when one drives north to Hobe Sound along
U. S . Highway One, you will notice the recently installed
transmission line running along the western corridor of the
Highway. This is part of the same loop which FPL: seeks to
complete at this time through Tequesta. You will note that the
concrete poles are much smaller in size compared to those in the
vicinity of Driftwood Plaza. This is important because, if the
smaller poles are used, the esthetic concerns are greatly reduced
and any required setbacks from the FEC Railway may be overcome by
the shorter and smaller concrete poles .
Mr. Rod Macon, Regional Manager of FPL, will be at your Workshop
Meeting to review this Project, any options for location of the
transmission line, and any obstacles relative to the same.
