Subject: Annexation Direction
As you recall, the Village Council allocated $1, 000 for
annexation expenses in the current FY 1996-1997 budget.
Typically, it is less expensive to conduct a referendum
simultaneous with other issues on the ballot, assuming
unincorporated residents have ballot questions for their
consideration on the same day. We do not know whether there is
any question to be posed to unincorporated residents on March 11,
1997 .
Florida Statutes require that two years ' time must pass prior to
conducting another annexation referendum. The March 1995
referendum was held on the second Tuesday of the month, March
14th. In 1997, the second Tuesday of March falls on March llth.
Therefore, it would appear that the required two year time period
will not have passed allowing for a legal referendum to be held
on that date .
Accordingly, staff seeks Village Council direction relative to
the annexation question for 1997 . ' Do you wish for staff to:
• Prepare for a stand alone annexation referendum on a date
separate and apart from any other election?
• Begin preliminary annexation work for an annexation
referendum in September or November of 1997 in anticipation
of other countywide ballot questions?
• Begin preliminary annexation work for a March 1998
annexation referendum?
• Do nothing at this time?
Please let me know how the Village Council wishes staff to
proceed at this time relative to annexation.
