Community Appearance Board Project Recommendation PROJECT: Jupiter Ambulance Service 395 Seabrook Road George G. Gentile & Associates, Landscape Architect Tom, attached are 18 packets and plans for the above subject project that was reviewed by the Community Appearance Board on December 4, 1996. .The Board reviewed the landscape plans and the requested waivers and expressed the following concerns with the application: o The Board was advised that the waivers were being sought because of the nature of the business at this location. The existing access drive width of 36 feet, with a code requirement of 24 feet, is necessary because of the ing ess/egress required for the ambulances. O The Board discussed the proposed myrsine hedge along the south and a por4ion of the rear property lines and requested.that the hedge material be changed to Simpson Stopper, to which the applicant agreed. o The- Board discussed the overall condition of the existing landscaping and requested that the maintenance be improved. Motion to ap1rove the proposed landscaping and waivers as follows: 1. With the proviso that maintenance shall be improved on the existing green areareh and plants; 2. The existing Chalcas and Ixora shall be replaced if necessary at the discretion of the applicant with plants that require less maintenance; 3. That Myrsine shall be changed to Simpson stopper on the proposed plan; and, 4. Th applicant shall contact the hospital regarding cleaning up the rear area of the property. Landscap strip required should be 4' minimum, none is provided. 3. Landscap strip required should be 10' minimum, none is provided. WAIVER JUSTIFICATION 1. The required 24' access drive should be waived due to the importance of ingress/egress for the ambulances. 2. The required 4' landscape strip should be waived due to the lack of room between the south wall of the garage and the south property line. This is done to provide the 24', two way access drive that is necessary, to access the parking in the rear lof the building. A 5' landscape buffer is also provided along the south property line to screen the south side of the garage. 3. Mr. Holloway explained that the waiver was requested in order to provide the needed 24' access drive that serves the parking in the rear. Joanne McCabe commented that when Co stitution Park was developed that the applicant lost parking, and also cars were unable to pull in from Seabrook Road. The applicant had submitted plans ap roximately one year .ago, but could not proceed until the Village had completed its work in the right-of-way. The proposed myrsine hedge was discussed, and a decision wads made to change the hedge material to Simpson stopper. Vice Chair Strahan pointed out that the existing chalcas hedge was covered with some type of creeper which should be removed, and the Ixora in front of the building needed to be replaced. Chair Cook commented that the landscaping at the Village Recreation Center building looked bad. Code Enforcement Officer Davis reported that . he ' was trying to contact the administrator of the hospital to get the applicant' s rear property mowed, since the grass was approximately 24 inches high. Mr. Holloway agreed to contact the proper parties at the hospital to get the mowing done. Mr. Holloway commented that the asphalt in front of the doors on the north side of the building would be :removed and replaced with grass and a concrete pad. Vice Chair Strahan requested that something be done to the northwest corner to provide a buffer from the park, to which Ms. McCabe responded that was not an item required by code. Mr. Holloway explained that existing trees outside the parking lot area would re�aain. Vice Chair Strahan suggested that weeds be • removed from holes in the asphalt next to the building and ficus vines be planted in a couple of them. Mr. Holloway explained that the vines would damage the st cco. Vice Chair Strahan stressed that it was important to have landscaping on the southern perimeter to provide a buffer. Landscape Architect Donaldson Hearing introduced property ma lager Bob Crumm, both of whom were representing the • applicant. Mr. Hearing commented. that there were existing fixed rate leases with tenants so that there was no possibiity of cost recovery for the landscaping improvements; and that visibility was a major concern for retail tenants. Mr. Hearing discussed the parking issue, and explained that according to the parking code which the applicant • had been given, 120 spaces were required based on the . 12,000 square feet of restaurants in the shopping center, in addition to 240 for the remaining area, or a total of 360; and there were only 305 spaces existing. Ms. McCabe explained that shopping center parking spaces were all . calculated for the shopping center itself, not for the re taurants. Mr. Hearing explained that the concern of th property manager representing the property owner was that in the event the owner wanted to sell that the parking would not be adequate to meet minimum code. Discussion ensued regarding the fact that the parking lot was. never full.
