RESOLUTION NO. 10-96/97
is A RESOLUTION OF THE VILLAGE COUNCIL OF THE
VILLAGE OF TEQUESTA, PALM BEACH COUNTY,
FLORIDA, AUTHORIZING THE MAYOR TO EXECUTE A
LETTER OF SUPPORT TO THE STATE OF FLORIDA
DEPARTMENT OF COMMUNITY AFFAIRS (DCA) ,
AGREEING WITH THE LOCAL NEGOTIATION AND
ALLOCATION PROCESS FOR COMMUNITY DEVELOPMENT
BLOCK GRANT (CDBG) SUPPLEMENTAL
APPROPRIATION FOR REPAIRS AND EXPENSES
RELATED TO HURRICANE OPAL AND DR-1074 IN THE
• GRANT AMOUNT OF $121,716.33 TO THE VILLAGE
OF TEQUESTA.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE
VILLAGE OF TEQUESTA, PALM BEACH COUNTY, FLORIDA, AS FOLLOWS:
Section 1. The State of Florida Department of Community
Affairs has awarded Community Development Block Grant (CDBG)
Supplemental Appropriation for Repairs and Expenses Related
ii to Hurricane 'Opal and Dr-1074 in the grant amount of
$121, 716 . 33 to the Village of Tequesta.
Section 2 . A letter of support for the local negotiation
''; and allocation process which endorses the grant amount of
$121, 716 . 33 to the Village-,of Tequesta is attached hereto as
Exhibit "A" and incorporated by reference as part of this
Resolution, is hereby approved and the Mayor of the Village
of Tequesta is authorized to execute the same on behalf of
iI the Village of Tequesta.
THE FOREGOING RESOLUTION WAS OFFERED by Councilmember

RE: Community Development Block Grant Supplemental Appropriation

Dear Mr. Pierce:
As contained in your January 9, 1997, correspondence regarding
Community Development Block Grant (CDBG) Supplemental
Appropriation, the Village of Tequesta is required to'-transmit a
letter showing support for the local negotiation and allocation
process . Please accept this correspondence as evidence of that
support .
In addition, the Village of Tequesta endorses the following
proposed grant amounts, as negotiated by eligible jurisdictions
at the February 14, 1997, negotiation meeting.

Karen T.Marcus On January 30, 1997, representatives from the State of Florida Department of
Carol A.Roberts Community Affairs (DCA) held a meeting to review the.Community Development
Block Grant (CDBG) Supplemental Appropriations for repairs and expenses related
Warren H.Newell to DR-1074. As stated at the meeting and in prior correspondence from DCA, all
Mary McCarty eligible jurisdictions including the county, are required to meet and negotiate how the
Maude Ford Lee $365,149 allocation will be distributed. Those in attendance decided that since these
are state funds, the negotiation meeting will be held on:

Attendance at this meeting is critical. I urge everyone to consider this
mandatory if we are to meet the schedule established by the Department of
Community Affairs for submission of the application for DR-1074 CDBG
grant funds. Please consider that failure to attend will severely compromise
the ability of this area to utilize these funds. Please confirm your attendance
with Theresa Lawerence, Senior Secretary. at (561) 233-3601.
Please note that DCA representatives informed attendants of the January 30, 1997
meeting, that application or receipt of FEMA hazard mitigation funds related to
DR-1074 does not preclude your jurisdiction from negotiating and applying for these

the urgent need National Objective, provided the criteria for that objective are met.

�lORI�4' In addition, please be aware that correspondence from DCA to all eligible
jurisdictions states:
"Following these negotiations, each local government listed must transmit a letter
signed by the Chief Elected Official to DCA which states that he/she agrees with
the local allocation process and identifies the proposed grant amount to be received
by that jurisdiction. For those jurisdictions that receive none of this funding, the
Department also requires a letter stating this fa^t and that the Chief Elected
Official of that jurisdiction supports the results of the local negotiations. No
applications will be accepted or contracts let until we receive this letter from all
Chief Elected Officials of jurisdictions that are eligible for these supplemental
CDBG funds in the county."
