CALL TO ORDER AND ROLL CALL •• The Tequesta Community Appearance Board held a meeting at the Village Hall , 357 Tequesta Drive, Tequesta, Florida, on Wednesday, February 19, 1997. The meeting was called to order at 9:37 A.M. by Chair Leslie Cook. Boardmembers present were: Chair Leslie Cook, Vice Chair Vic Strahan, Claudette Dalack, and Paul Coben. Also in attendance was Scott D. Ladd, Clerk of the Board. • II . ' APPROVAL OF AGENDA Vice Chair Strahan made a motion to accept the agenda as presented. Boardmember Dalack seconded the motion. The vote on the motion was: Leslie Cook - for Vic Strahan - for Paul Coben - for Claudette Dalack - for The motion was therefore passed and adopted and the Agenda was approved as submitted. III. COMMUNICATIONS FROM CITIZENS There were no communications from citizens. IV. APPROVAL OF PREVIOUS MEETING MINUTES Recycled Paper COMMUNITY APPEARANCE BOARD MEETING MINUTES FEBRUARY 19, 1997 PAGE 2 1 . The minutes of the Community Appearance Board meeting of February 5, 1997 were accepted with the addition of Code Enforcement Officer Davis as being in attendance at the meeting. VI . NEW BUSINESS 1 . An application from Absolute Signs for the installation of a 2 ' x 8 ' illuminated cabinet sign, with dark green border and lettering on a white background, for "Gallery of Treasures, Home Accents & Decor, Antiques", located at 150 Bridge Road, Tequesta. . The applicant was not present; however, the Board 'discussed the application. Boardmember Coben clarified that the new paint on the building was. the same color it had ben previously. Chair Cook questioned when the Bar B-Que restaurant would be changing their landscaping, to which Clerk of the Board Ladd responded that was now. up to the Code Enforcement Officer, that all of the Ordinance 377 projects would take place, and that focus should be on the ones which were complying. The Board • indicated approval of the color of the sign. Vice Chair Strahan made a motion to approve the application as submitted from Absolute. Boardmember Dalack seconded the motion. UNFINISHED BUSINESS Chair Cook reported that she had sent a letter to Frank Brodell regarding his landscaping. • Chair Cook also reported that she had sent a letter to Public Works and Recreation Director Gary Preston regarding the entranceway to the Village on Country Club Road where the lantana plants had died, and had asked him to replace them with a plant like liriope so that they would not have to be constantly replaced. Chair Cook questioned why the nice pavers at that location had been paved over, to which Clerk of the Board Ladd responded that neighbors had complained about the noise caused by the pavers when cars drove over them, and that the pavers had not deteriorated from traffic. VIII . ANY OTHER MATTERS Boardmember Coben inquired regarding the new green awnings at former BRITT building, to which Mr. Ladd responded that • the current owner had' been cited that morning, since no • application had been made for approval by the Community Appearance Board. The Board discussed the new Sir Speedy sign at Tequesta Shoppes, which did not seem to conform to their approval. Clerk of the Board Ladd stated that his office would look into that matter. Clerk of the Board Ladd reported that Village Attorney Randolph had advised regarding trees requested to be planted in the Village road right-of-way that there was a potential for liability since someone could always bring a lawsuit, and in his opinion the liability would rest with the Village since it was their right-of-way. Boardmember Coben commented that he had inquired about this matter because the Community Appearance Board \had approved trees in the .right- of-way for Blair House West and their Board did not want to plant trees there because of potential liability. Boardmember Coben commented that people on Country Club Drive had planted palm trees close together within a foot . and a half of the road, which must be in the right-of-way. COMMUNITY APPEARANCE BOARD MEETING MINUTES • FEBRUARY 19, 1997 PAGE 4 Discussion. ensued regarding traffic which was using Golfview as a detour to avoid the 25 mile-per-hour speed limit on Country Club Drive, and the possibility of gating the Tequesta Country Club community. At this point in the meeting at 9 : 48 A.M. , Mr. Wade Griest and Mr. Douglas Dunham arrived. Mr. Dunham was the applicant for the sign application for Absolute Signs . Mr. Dunham and Mr. Griest reported that they had been waiting at Village Hall, where they had expected the meeting to be held. Mr. Dunham was advised that the Board had approved his application. Chair Cook reported as a point of information that Boardmember Dalack had brought a copy of a fax from Councilmember Mike Meder to local attorney Lee Benton which indicated. that a group of people were upset because the Village Manager had reportedly commented that Tequesta Drive was in imminent danger of being four-laned, possibly within the next two years. Boardmember \Cohen responded that the State would force making four lanes when traffic levels • reached a certain volume. The Board expressed concern that the streetscape would be destroyed in the event that the road was widened. Mr. Griest was invited to make comments, but indicated that he had none. VIII . ADJOURNMENT The meeting was adjourned at 9: 58 A.M.
