FEBRUARY 5, 1997
I. CALL TO ORDER AND ROLL CALL
The Tequesta Community Appearance Board held a meeting at
the Village Hall, 357 Tequesta Drive, Tequesta, Florida, on
Wednesday, February 5, 1997 . The meeting was called to
order at 10: 02 A.M. by Chair Leslie Cook. Boardmembers
present were: Chair Leslie Cook, Vice Chair Vic Strahan,
Claudette Dalack, Paul Coben, and Molly McCormick. Also in
\ attendance was Joanne McCabe, sitting in- for ' Scott D. Ladd,
Clerk of the Board, and Gary Preston, Director of Public
Works and Recreation.
II. APPROVAL OF AGENDA .
The agenda was . accepted as submitted.
III. COMMUNICATIONS FROM CITIZENS
There were no communications from citizens .
IV. NEW BUSINESS
1 . Review FY 1996 Treescape Projects
Mr. Preston reported that 1996 had been the best year
ever for Village landscaping projects . Phase III of the
Tequesta Drive Treescape was completed with the planting

of 33 Live Oaks, 27 Sabal palms, 24 Bottlebrush and 5
Ligustrum trees . The U.S. One Median landscaping
included planting 24 Live Oaks. The Village also planted
6 Sabal palms and 10 Live Oaks to complete Ordinance 377
at the Village Hall site. The final landscape project
for the year was the planting of 40 Live Oaks, 17 Dahoon
Holly, 10 Tamarind, 15 Queen Palms and 27 Wax Myrtle at
Constitution Park. $75, 000 had been spent for trees
during the year, as opposed to approximately $31, 000 in
the previous year. Mr. Preston reported that many
compliments had been received from residents. Mr.
Preston explained that pine trees which had died in the
playground area in Constitution Park had been removed,
and that this would allow more room for the remaining
trees to grow larger. Chair Cook suggested that one Live
Oak tree be planted in that area, to which Mr . Preston
responded that because there must be 20' clear between
any tree and any piece of playground equipment, in many
places there was not room. Chair Cook then requested
that when pine trees died that they be replaced with
pines . Mr. Preston commented that landscaping
maintenance services for Constitution Park was now
contracted out .
Chair Cook expressed disappointment that Spider Lily
plants installed at the Village Hall site looked bad
after only a year, and recommended that the Board not
accept plants proposed by landscape architects which
would not look for an extended time period. Mr . Preston
responded that Rood Landscaping' s explanation was that
the plants should not have been planted in full sun.
Chair Cook commented that the landscape architect should
want his project to look good, and that in these
situations maintenance became a burden. Chair Cook
reported that she had photographed the Spider Lilies so
that she could provide proof when a landscape architect
proposed those plants .
2 . Progress Report of FY 1997 Treescape Project
Mr. Preston reported the only item scheduled for 1997 was

the new Village garage site on Bridge Road, which would
contain 38 trees. A possible second project now under
consideration was Seabrook Road north of Tequesta Drive,
where a new drainage system would be installed, a new
sidewalk, and trees would be planted. Only the drainage
had been budgeted for the current fiscal year; however,
if grant money was received some of the landscaping could
also be done. Applications had been made for Federal
grants totaling $145, 000.
3. Tree Board input regarding FY 1998 Treescape Projects
Mr. Preston reported that the 3-year treescape project
for Tequesta Drive had been completed, so that a new
project could be started. One possibility which would be
considered by the Village Council was landscaping Old
Dixie Highway from Tequesta Drive north to County Line
Road. Chair Cook objected to money being spent for that
area until it had been developed.
Chair Cook commented that the area seen most was the area
by the railroad tracks at the Tequesta .Drive crossing,
and although she did not like ;.he landscape plan which
had been presented, she considered that area to be very
important for landscaping. Boardmember Coben questioned
whether trees could be planted close to the railroad
tracks. Mr. Preston commented that property was owned by
FEC railroad. Chair Cook suggested that a blanket of low
maintenance Sabal Palms and Faxahatchee grass could be
used, similar to the planting done along AlA near
Admiral' s Cove, at _a distance from the tracks to meet DOT
standards . After ensuing discussion, Mr. Preston was
requested by the Board to find out from Village Clerk
Manganiello what had happened to the proposed project for
that area. The Board indicated that landscaping this
area should be the number one priority.
Chair Cook left the meeting at 10 : 19 A.M. Vice Chair
Strahan took over as Chairman of the meeting.

south. Boardmember Coben inquired whether work had ever
been done on Riverside Drive. Mr. Preston explained that
the Stormwater Utility had taken over that project, which
was scheduled for year 4 or 5 of their long-range
improvements. Some work had been done in order to
prevent flooding. Mr. Preston related that he had heard
comments from some Riverside Drive residents who believed
if the road were nicer the traffic would increase.
Vice Chair Strahan commented that Village Boulevard was
becoming a more important thoroughfare, and was wide open
and stark, and suggested that trees removed from the •
corner of Old Dixie and Village Boulevard on the north
side for work on water pipes be replaced. Mr. Preston
indicated that he was not aware of any trees removed from
the right-of-way, and commented that possibly some trees
had been removed on private property. Mr. Preston
\ explained that there was not enough room along Village
Boulevard between the road and the private property in
some sections to plant trees, so that landscaping would
need to be provided by developers of the private
property. Mr. Preston commented that he could place
Village Boulevard landscaping on the 5-year capital
improvement plan to plant trees in locations where curbs
existed and to add small plants in other places, subject
to DOT standards .
Mr. Preston explained that the Live Oaks planted on U. S.
One were not dead, only that they currently did not look
good because they had been planted in November. Code
Enforcement Officer Davis reported that he had received
a number of calls from concerned residents regarding the
bushes in front of the Post Office which appeared to be
dead, and that those bushes were not dead. Mr. Preston
explained that cold weather coming so close behind strong
winds caused Live Oaks to look bad.
Mr. Preston reported that further drainage work would be
done on Seabrook Road south of Tequesta Drive, which was
another project of the Stormwater Utility, and that
sidewalks would be installed at a later date. A pathway
across Village Green Park was suggested, to which Mr .

Preston responded that the Garden Club and Blair House
objected to a sidewalk. Mr. Preston .reported that rumors
had ruined many projects. Boardmember McCormick
questioned whether the Village could notify property
owners of the true facts, to which Mr. Preston responded
that property owners within 200 feet of proposed work
were notified.
4 . 1997 Arbor Day Event
Mr. Preston suggested that the date for Arbor Day be
delayed until sometime in May when the new garage would
be close to completion. The last tree on the project
could be installed as the Arbor Day tree and a walk •
-
through of the new facility could be scheduled. Another
• option could be a tree planted in cne of the parks .
Consensus of the Board was to hold P.rbor may on April 25,
1997 and to plant the largest Live Oak possible in the
playground area at Constitution Park. Vice Chair Strahan.
advised that the Board would be interested in a walk-
through of the new garage facility; however, the park was
higher profile for the public.
Tom Little suggested that a record be kept by everyone of
the number of compliments received regarding Constitution
Park. In response to Mr. Little' s question regarding why
the gate on Dover Road was not open, Mr. Preston
responded that most of the parents were very nervous
about having two entrances open to Constitution Park.
Mr . Little questioned whether a telephone with 911
. capabilities only could be installed. Mr. Preston
explained that the YMCA would soon be running programs
full time from the recreation center building.
Mr. Strahan inquired whether the recreation center
building and the gazebo were available for private
parties, .and commented that at Juno Beach weddings were
held in the gazebo. Mr. Strahan suggested that weddings
could take place in the gazebo, and the reception could
be held in the recreation center building. Mr. Preston

explained that using the gazebos had not been addressed,
however, the recreation building was available to be
rented out at established rates and was available all day
on Sundays and on Tuesday and Thursday nights, which
could change when the YMCA came ,on board. Mr. Preston
reported that approximately 50 groups were scheduled each
year at Tequesta Park' s pavilion area and that many
events lasted a whole day, while at Constitution Park
group events were discouraged since it was only a
neighborhood park without a lot of parking. Mr. Preston
commented that rental of the building was expensive and .
could range from $68 up to four times that amount if- a
Village staff member was required to be present. The
Board considered the rate to be very reasonable.

Boardmember Dalack left the meeting at 10 : 45 A.M.
V. UNFINISHED BUSINESS •
Boardmember Coben inquired as to what was currently being
done to remind ENCON of their promise to keep landscaping
• nice around their pump stations, which had been a condition
of, their approval . Ms . McCabe stated that she would pull
the files and determine whether a phone call to ENCON would
be in order.
VI. . ANY OTHER MATTERS
There were no other matters to come before the Board.
VII. ADJOURNMENT
The meeting was adjourned at 10 : 50 A.M. .
