Community Appearance Board Project Recommendation

Tom, attached are 18 packets and plans for the above subject project which was reviewed
by the Community Appearance Board on July 31, 1996.
The Board discussed each of the requested waivers and expressed the following concerns
with this application:
o The Board discussed narrowing the entrance to/the drive-in teller windows on
Bridge Road which is approximately 100 feet rather than the 24 foot requirement
of the Code.
o The Board discussed the parking along Bridge Road just west of U.S. One which
was in the Village right-of-way and similar to that at Goodyear where compliance
had been deferred until the Village could come up with a drainage/realignment
program for Bridge Road. The Board suggested the same action for this project.
o The Board discussed the overall maintenance of the landscaping at the bank
and requested that the dead plants be replaced and maintained in the future.
Motion to approve the proposed landscaping and waivers as submitted with the exception
that waiver (4) South for the entrance to the drive-through be changed from 100' to 36' and
appropriate planting areas be placed along Bridge Road for that entranceway.
Vote on the motion: 4-0 to approve.
Staff Comments:
Staff recommends approval of this application. Waiver requests were reduced with the
narrowing of the Bridge Road drive-in teller entrance and the addition of 7 palm trees and
landscape islands in this area. Additional landscaping was added throughout the property
where needed. Staff feels that this plan meets the intent of the Code.

Ord. 377 Project Review
Waiver 1A & 1 D: 10' landscape buffer required / 4' existing on North & off-street parking
on South. The parking aisle on the north is at the minimum required by code; therefore,
there is no room for an additional buffer. Compliance on the South side was deferred by
the Community Appearance Board.
Waiver 1 C & 1 F: 5' landscape buffer for off-street parking to off-street parking. Staff
recommends approval as this area is used for reciprocal parking and an access drive with
Tequesta Plaza.
The applicant has requested that this work be done in three phases with the drive-in teller
area being done first, the main parking area second, and the area around the bank third.
Staff recommends that all work be completed within a one year period of time.
Parking: 1 space per 200 square feet of gross floor area, plus 5 tandem waiting or loading
spaces per drive in lane.

This letter is to confirm the action of the Village of Tequesta Community Appearance Board at
their July 31, 1996, meeting approving your plans for the above referenced project per Rood
Landscape Co. drawing dated 08-31-95, as modified as follows:
"Approved as modified to reduce the wide ingress opening on Bridge Road from 100' to
36' with serpentine planter areas on each side of the 36' wide entry."
As you are aware, this project must be reviewed by the Village Council for approval of the
requested landscape waivers. Upon receipt of 13 copies of the revised plan(12 full size and one
11" X 17" reduction), this will be placed on the agenda of the next available Council meeting.
You and !or your representative will need to be in attendance at this meeting to present your
application to the Council.

Chair Cook commented that the Board could not do
anything with some of the older projects, to which
Mr. Ladd responded that Ordinance #377 had been
• passed in .order to make changes and that the Board
could take a hard line and require that changes be
made.

himself and Bob Hendertilo from Barnett Bank: Mr.
Rutledge reviewed the following waiver requests:

Mr. Rutledge explained that the waiver requested for
planting width along Tequesta Drive was because
there was a very narrow space, and the request for
only one tree in each island was because there was
an existing Royal Palm in each one, and adding
another would be too much, and there was no reason
to replace them with a different type of ' tree just
to be able to add trees. Along the Tequesta Plaza
side there was a reciprocal parking area where a
Brazilian pepper hedge was proposed to be replaced
with mercene, and dead trees would be replaced with
live oaks. Mr. Rutledge explained that along Bridge

Road a lot of asphalt was used for parking by
employees of the offices in the building. The
entrance to the drive-in teller windows was
approximately 100 feet rather than the 24 foot
requirement of the Code.

Vice Chair Strahan commented that Goodyear had a
similar wide opening and that the Community
Appearance Board had deferred any waiver for that
until the Village could come up with a
drainage/realignment program for Bridge Road. Vice
Chair Strahan suggested the same action for this
project. Discussion ensued regarding making the
opening narrower. Mr. Ladd recommended that the
Community Appearance Board do something at this
time, and suggested terminal islands on each side to
redefine the entry and to narrow it to the required
24 feet, which was sufficient for one-way traffic.
Mr. Ladd discussed the parking along Bridge Road
which was in the Village right of way, and advised
the Community Appearance Board that the parking in
that area could be taken. away so that the employees
would have to use the parking spaces in the parking
lot. Mr. Ladd also commented that the bank probably
was unaware that stormwater utility charges would be
assessed on the amount of asphalt, and that it would
be in the bank' s interest to delete that asphalt and
to add greenspace. Mr. Ladd clarified that he was
suggesting greenspace and curbing south of the
sidewalk even though it was a right-of-way. Mr.
Ladd explained that at some point in the future that
asphalt would be removed, and that in the meantime
the bank would have to pay for stormwater utility
charges for that asphalt. Mr. Ladd expressed
concern that this was a dangerous situation which
should be remedied. Chair Cook commented that the
area had been used for parking for many years.
Terminal islands and the proposed landscaping within
the islands were discussed. Chair Cook requested
that dead plants be replaced and maintained in the
future.

Terminal islands on each side of the 100-foot entry
in order to narrow the access was discussed further.
After discussion, it was decided that the islands
be straight along Bridge Road and then serpentined
back, and that the landscaping within the islands
consist of a combination of plants and grass to
blend with the other landscaping, and that the,
access opening be 36 feet wide.
During further discussion of the existing parking
within the Bridge Road right-of-way, it was brought
out that this would be dealt with at some future
point when the Village did drainage/streetscape work
in that area. Mr. Ladd explained that in other
areas in some cases the cost had been shared and in
some cases borne by the Village.

Boardmember Coben made a motion to approve the
application for Ordinance #377 compliance for
• Barnett Bank, 150 Tequesta Drive, as submitted, with
the exception that waiver (4) South for the entrance
to the drive through be changed from 100' to 36' and
appropriate planting areas , be placed along Bridge
Road for that entranceway. Vice Chair Strahan
seconded the motion, which carried by unanimous 4-0
vote.
It was the consensus of the Board that if the
applicant felt the need to phase this plan that the
two terminal islands on Bridge Road be accomplished
first. Mr. Ladd advised that a better price could
be obtained from a landscape contractor to do
everything at once.
