Tom, attached are 18 packets and plans for the above subject project that was reviewed
• by the Community Appearance Board on January 8, 1997.
The Board reviewed the landscape plans and the requested waivers and expressed no
major concerns with the application:
o The Board was advised that the new owner was making several
improvements to the,property including moving the access on Beacon Street
to create an L-shape traffic corridor; adding handicap parking; and installing
additional landscaping.
O The Board discussed the proposed Cocoplum hedge material and suggested
it be changed to a more cold hardy plant such as Simpson Stopper to be
allowed to grow tall to act as a buffer.
O The Board discussed the possibility of adding planter beds around the two.
groups of Queen Palms located in the Tequesta Drive right-of-way.
Motion to approve the proposed landscaping and waivers as follows:
1. Fill in any gaps on east property line and replace dead or dying Eugenia; and
as any Australian Pine dies, it shall be replaced with Eugenia also.
2. Planting beds shall be added under two groups of Queen Palms along
Tequesta Drive in the right-of-way to breakup the expanse of parking.
3. The Cocoplum hedge shall be changed to a more cold hardy plant with the
recommendation that the replacement plant be a native such as Simpson
Stopper and to be allowed to grow tall to buffer that side of the property.
Vote on the motion: 5-0 to approve.

Additional Comments:
After checking with the Director of Public Works and Recreation about planting
landscape beds around the Queen Palms located in the Tequesta Drive road
right-of-way, the applicant was advised that the Village had no objection to this, but that
the landscape beds must be maintained by the property owner.
The applicant was advised that the three Sabal Palmetto palms proposed for the north
side of the newly created access drive from the front parking lot to the east parking lot
would need to be planted with a minimum of 12 foot of clear trunk to provide adequate
clearance for the Fire-Rescue vehicles.
Staff Comments:
Waiver 1-A & 2-B: 10' landscape buffer required / 0' provided along Tequesta Drive.
There is a 3' concrete strip between the row of parking spaces and the property line
which could be removed and utilized for a landscape buffer. The applicant has been
advised that the Village will require that a hedge be planted along the front property line
between the sidewalk and the parking row, as required by code.
Waiver 1-B & 2-C: 10' landscape buffer required / 0' provided along Seabrook Road. A
5' - 7' landscape strip can be provided in this area which would not affect the parking
layout. The applicant was advised that there was a problem at this spot wherein cars
would not realize that there was a curb blocking access to Seabrook Road and were
backing up over the curb into the swale. A landscape buffer with a hedge would solve
this problem.
Waiver 1-C & 2-A: 5' landscape buffer required with 5' - 6' opaque wall or fence / 4'
landscape buffer with 4' chain link fence existing along east property line where
commercial abuts residential. Staff feels that the existing provides an adequate buffer
and meets the intent of the code.
The landscape code requires a landscape island every 10 parking spaces. Staff
recommends that one of the.parking spaces in the row of 20 spaces directly in front of
the building be converted to a landscape island with a tree planted. This is not indicated
on the plan.
This property will provide for 72 parking spaces which is in excess of the minimum code
requirement of 46 spaces based on 1 space per 250 sq. ft.

Dear Mr. Hearing:
This letter is to confirm the action of the Village of Tequesta Community Appearance Board at
their January 8, 1997 meeting approving your plan for the above referenced project with the
following revisions:
1. The Cocoplum hedge proposed along the rear property line(south)shall be changed to
a more cold hardy plant with the recommendation that the replacement plant be a
native such as Simpson Stopper and be allowed to grow tall to buffer that side of the
property.
2. Fill in the gaps on the east property line and replace dead or dying Eugenia; and, as
any Australian Pine dies, it shall be replaced with Eugenia.
3. Planting beds shall be added under two groups of Queen Palms along Tequesta Drive
in the right-of-way to break up the expanse of parking.
Regarding Item #3, I checked with Gary Preston, Director of Public Works and Recreation,
about planting the landscape beds in the Tequesta Drive right-of-way and was advised that the
Village had no objection to this, but that they must be maintained by the property owner.
Also, the question was raised as to whether the 12 foot access drive from the front parking lot to
the east parking lot was adequate for Fire-Rescue vehicles. Chief Weinand has informed me that
it is, but requests that the three (3) Sabal Palmetto palms proposed for the north side of this drive
be planted with a minimum of 12 foot of clear trunk to provide adequate clearance for the
vehicles.

for Gallery Square South, 370 - 384 Tequesta Drive.
Landscape Architect Donaldson Hearing commented that
changes were being made by the new owner, Mr. Consiglio,
and reviewed the proposed improvements including plant
materials and locations; closing the present access to
• .Beacon Street and moving it to create an L-shape traffic .
corridor so that the existing straight access through the
parking lot to Beacon Street would not be available as a
short cut for vehicles; adding handicap parking, and
using predominately native plants in the landscaping. It
was suggested that the proposed Cocoplum hedge material
be changed to Simpson Stopper and be allowed to grow to
provide a screen for the neighboring houses in the rear.,
and that the existing Australian Pine hedge be allowed to
remain, to be filled in with Eugenia in any areas which
died. Existing gaps in the hedge would also be filled in
with Eugenia. The possibility .of adding plants in the
right-of-way was discussed.
The applicant requested a waiver only in those areas of
the site that could not be improved to meet the
requirements of Ordinance #377 due to site limitations.
Hoardinember Parker made a motion to approve the landscape
application and waiver requests for Gallery Square South
with the following comments:

6. An application from the Episcopal Church of the Good
• Shepard, 400 Seabrook Road, for the construction of a
minor storage addition on the Parish Hall and the
construction of a church affiliated elementary school (K-
5th grade) .
Greg Behl, representative for the applicant, responded to
Chair Cook' s question of why the building location had
not been chosen farther north instead of where most of
the trees were, and explained that the applicant had been
through a lot in order to get the plan, to the present
point since the neighbors had objected to. the sounds from

the playground. Mr. Behl explained that all trees
possible would be preserved; unfortunately, some of the
delicate sand pines would be lost. A tree survey showing
the types and locations was reviewed. Chair Cook
commented that 82 trees were being moved to accommodate
the neighbors. Mr. Behl reported that two rare trees, a
tropical almond and a red bay, could be preserved due to
the location of the building and would be absolutely
