Hall, Water System Manager DATE: April 29, 1997 SUBJECT: Water Treatment Plant Painting, Village Council Agenda Item On Thursday, February 27, 1997, sealed bids were received and opened for the above project. A tabulation of bids is attached in Tom Jensen's letter to me of April 15, 1997. Due to the unusually low bid, the bidder's qualifications were reviewed with very close scrutiny. Based. upon this thorough review, we are recommending award of this project to Industrial Corrosion Services, Inc., of Hialeah Gardens, Florida in the amount of$15,000. Funding for this work will be provided by the Water Enterprise Fund,Renewal and Replacement Account, having an FY-97 Budget allocation and fund balance for this work in the amount of$71,780.00. Box 3474 Tequesta,FL 33469-0474 RE: Water Treatment Plant Painting Dear Tom: On February 27, 1997 we conducted a bid opening for the above referenced project. Seven(7) bids were received as outlined below. Contractor Base Bid Alternate Bid Items 1 & 2 Industrial Corrosion Services,Inc. $11,250.00 $3,750.00 Southland Painting Corp. $19,100.00 $4,430.00 Space Coast Painting $26,900.00 $5,600.00 Sun Art Painting $33,480.00 $5,710.00 Sunshine Painting $33,777.00 $8,200.00 Atlantic Painting& Sandblasting $35,000.00 $6,000.00 South Florida Utilities $69,000.00 $9,350.00 The apparent low bidder for the project was Industrial Corrosion Services,Inc. with a base bid of $11,250.00. The bid also included two(2)alternate bid items which are also listed, which were to be awarded based upon the availability of funds . These items were to cover the preparation and painting of the transfer pumps and high service pumps. Due to the low bid, we evaluated Industrial Corrosion's qualifications and past performance history in more detail. We also held a meeting on site with them to ensure that they visited the site prior to the bid and that they fully comprehended the scope of the project. Our review of past and present clients of Industrial Corrosion,plus painting material suppliers, indicate that they are capable and qualified to perform this project. Also,our on site meeting with them indicated that they fully understand the scope of this project and their contractual obligations,as described within the bid documents. Based upon our review, we recommend that the Village award this project to Industrial Corrosion Services,Inc. in the amount equal to the base bid price plus the alternate bid items 1 and 2. This would bring the award to an amount of$15,000. Please place this award on the next Village Council meeting agenda for consideration.
