Consideration to Award Fiberglass Membrane and Acrylic
Color Coating for Four (4) Tequesta Park Tennis Court
to Papico Construction, Inc. , in the Amount of $15, 500
Please find attached, a Proposal from Papico Construction, Inc.
and a bid award recommendation from Gee & Jenson for the above
referenced project. This project includes a standard acrylic
color coating and a fiberglass membraning to repair the asphalt
surface cracks that have formed since the courts were built in
1974 . The Village advertised twice for bids and several tennis
court companies advised that their firm does not install
fiberglass membraning or would not provide the required 5% bid
security bond.
Papico Construction, Inc. have been in business since 1980 and
have an excellent reputation for this type of work. I would
recommend the Village Council award this bid in the amount of
$15, 500 . The Village Council allocated $17, 500 in the FY 1996/97
Capital Improvement Fund for these tennis courts resurfacing
project .
Please place this item on the May 8, 1997, Village Council
Meeting Agenda for Councilmembers ' consideration.

We have reviewed the bid submitted April 29, 1997 by Papico Construction,Inc. in the amount
of$15,500.00 for the above captioned project. The bid documents are in order and a bid bond of
$775.00 was submitted, We checked and were given good references from clients for whom
Papico Construction, Inc. has performed similar work.
We recommend that the project be awarded to Papico Construction, Inc.for their bid of
$15,500,00

Gentlemen:
The undersigned Bidder has carefully examined the Bidding Documents and the
site of the proposed Work and is familiar with the nature and extent of the work
and any local conditions that may in any manner affect the work to be done.
The undersigned Bidder agrees to do all the work and furnish all materials called
for by the Bidding Documents, In the manner prescribed therein and to the
standards of quality and performance established by the Architect/Engineer for the
lump sum price stated in the spaces herein provided, for each of the Items or
combination of items stipulated. Lump sum price shall include Implementation of
all applicable safety requirements.

TIME
The undersigned Bidder agrees to commence work within 10 days after the date of
written Notice to Proceed, to substantially complete the entire Work within .45 +f4:8.
consecutive calendar days after the date of written Notice to Proceed, subject to
such extensions of time allowed by the Conditions of the Contract, and to achieve
Final Completion of the Work by no later than 10 days after the actual date of
substantial completion.
The undersigned Bidder agrees that this Bid shall be good and may not be
withdrawn for a period of 30 days after the scheduled closing time for receiving
bids.
LIQUIDATED DAMAGES
The undersigned agrees to forfeit to the Owner, as liquidated damages for each
calendar day elapsing between the date established as the date of substantial
completion and the actual date of such substantial completion of the contract
work, the amount of $100.00 per calendar day.

Sealed bids for general rehabilitation construction of
existing tennis court surfaces at Tequesta Park will be
received by the Village of Tequesta until 2:00 p.m. local
time, on April 29, 1997, at the Administrative Offices of
the Police Department, 357 Tequesta Drive, Tequesta,
Florida, 33469. Bids received after this time will be
returned unopened. Bids submitted will be opened publicly
and read aloud at this time. •
Bids shall be on a lump sum basis; segregated_bids will not
be accepted.
Bidders may obtain complete sets of Bidding Documents
from the office of the Architect/Engineer upon payment of
$25.00 per set, including tax, postage and handling;
checks payable to Gee & Jenson Engineers-Architects-
Planners, Inc. Payment amount is non-refundable. Partial
sets of Bidding Documents will not be available.
Bidding Documents may be examined by appointment at
the Architect/Engineers office (contact Mr. Harry Benoit at
(561) 683-3301) and will be on file at the following local
plan room:

{ A mandatory
pre-bid conference will be held at the
Tequesta Park Tennis Courts at 10:00 a.m. local time on
April 22, 1997. Failure to attend the pre-bid conference
will be cause for disqualification of a Bidder.
A person or affiliate who has been placed on the convicted
vendor list following a conviction for a public entity crime
may not submit a bid on a contract to provide any goods or •
services to a public entity, may not submit a bid on a
contract with a public entity for the construction or repair
of a public building or public work, may not submit bids on
leases of real property to a public entity, may not be
awarded or perform work as a contractor, supplier,
subcontractor, or consultant under a contract with any
public entity, and may not transact business with any
public entity in excess of the threshold amount provided in
Section 287.017, for CATEGORY TWO for a period of 36
months from the date of being placed on the convicted
vendor list.
Bid security in the amount of 5 percent of the Base Bid
must accompany the Bid in accordance with the~Instruc-
tions to Bidders. Surety bonds are required in accordance
with the Instructions to Bidders.
The Owner reserves the right to reject any'or all Bids with
or without cause, to waive technical errors and
informalities, and to accept the Bid which best serves the
interest of the Owner.
